Modestus Tshitumbe Amutse (born 22 July 1967 in Oshikuku,Omusati Region) is a Namibian politician,currently serving as a Deputy Minister of Information,Communication and Technology as of 9 February 2024. [1] [2] [3]
Before becoming a politician,Amutse served as a freelance journalist at the Namibia Broadcasting Corporation (NBC). [4] [5] He also served as an Oshikuku Constituency Councilor for 10 years and Chairperson of Omusati Regional Councilor (2015 –2020) respectively. [6] Prior becoming the Deputy Minister of Information and Communication Technology,Amutse is serving as a Member of the National Assembly (2020-2025). [6]
His legislative interests lies in information communication technology and how it enhance governance. [6]
As a parliamentarian,Amutse advocated for proper use of social media and cautioned citizens against the abuse of social media to spread false and malicious information designed to mislead the public. [7] One of the notable motion he brought forward in the parliament was the introduction of a framework seeks to provide free wifi access to all Namibians. [8]
Amutse is also the author of the book titled:Omithitu nomakuya ga ka nale. [9]
Amutse's qualifications range from MBA-ESAMI- 2016;FCIS-ICCSA- 2006;Public Governance (Hons) -2018- ICSA;MA in Communication –IUA -2016. [6]

She was appointed the Minister of Education,Arts and Culture in March 2020 after having worked as deputy minister with the same portfolio since 2015. In 2021 under her ministry they have implemented a new education curriculum called Advanced Subsidiary (AS). She further stated in 2022 that "the new curriculum is not bad". Nghipondoka also encouraged the teachers to embrace the new curriculum despite the challenges it has.
Emma Inamutila Theofelus is a Namibian politician,currently serving as a Minister of Information,Communication and Technology as of 9 February 2024. Theofelus was 23 years old at the time of her appointment in March 2020 and is the current youngest woman government minister in both Africa and Namibia.

Okujepisa omukazendu is the polyamorous sexual practice of hospitable "wife-sharing" among the nomadic OvaHimba and OvaZemba peoples of Namibia's Kunene and Omusati regions. According to the practice,a man welcomes a familiar male guest to his home by allowing the visitor to sleep in the man's bed and have sex with his wife for the night,while the man sleeps in another hut or outside. The woman has little agency in the arrangement. The opposite arrangement,whereby a woman chooses a female friend for her husband to have sex with,exists,but is rare. The practice has been described as "generations-old","centuries-old",and "ancient". The practice's justifications include belief that it deepens friendship and prevents promiscuity and jealousy in both sexes. Okujepisa omukazendu and its parallel opposite were reported in 2005 to be "gradually fading away".
Namibia Film Commission (NFC) is a Namibia government agency formed to support,encourage and promote the development of the film industry in Namibia. It was established by Act No.6 of Parliament in 2000 under the Ministry of Information,Communication and Technology.
