Pope John XXIII held conservative views on the issues of moral theology and was highly critical of abortion, contraception, artificial insemination, divorce and the ordination of homosexual seminarians.
In 1963, Pope John XXIII established a commission of six European non-theologians to study questions of birth control and population. [1] [2] Neither John XXIII nor Paul VI wanted the almost three thousand bishops and other clerics then in Rome for Vatican II to address the birth control issue even though many of these bishops expressed their desire to bring this pressing pastoral issue before the Council. [3]
The disagreements within the commission ultimately led to the publication of the encyclical Humanae Vitae.
Pope John XXIII was a strong advocate for human rights including those of the unborn and the elderly. He wrote most passionately about human rights in his final encyclical Pacem in Terris issued in 1963 only a few months before his death. In it he wrote, "Man has the right to live. He has the right to bodily integrity and to the means necessary for the proper development of life, particularly food, clothing, shelter, medical care, rest, and, finally, the necessary social services. In consequence, he has the right to be looked after in the event of ill health; disability stemming from his work; widowhood; old age; enforced unemployment; or whenever through no fault of his own he is deprived of the means of livelihood." [4]
Regarding divorce, he said that “We must solemnly proclaim that human life is transmitted by means of the family, the family founded on marriage, one and indissoluble, raised for Christians to the dignity of a Sacrament.” [5]
A 1961 document approved by Pope John was entitled Careful Selection And Training Of Candidates For The States Of Perfection And Sacred Orders. It stated that homosexual men should not be ordained, although this was left to bishops to enforce, and most did not, holding homosexuals to the same standards of celibate chastity as heterosexual seminarians. [6]
The document known as Crimen sollicitationis was issued by the Holy Office on March 16, 1962 and was presented by Cardinal Alfredo Ottaviani to Pope John XXIII for his approval. [7]
He also stated that “the transmission of human life is entrusted by nature to a personal and conscious act, and, as such, subject to the all-wise laws of God: laws inviolable and immutable that are to be recognized and observed. Therefore, it is not permissible to use means and follow methods that can be licit for the transmission of plant or animal life.” [5]
Humanae vitae is an encyclical written by Pope Paul VI and dated 25 July 1968. The text was issued at a Vatican press conference on 29 July. Subtitled On the Regulation of Birth, it re-affirmed the teaching of the Catholic Church regarding married love, responsible parenthood, and the rejection of artificial contraception. In formulating his teaching he explained why he did not accept the conclusions of the Pontifical Commission on Birth Control established by his predecessor, Pope John XXIII, a commission he himself had expanded.
Pope John XXIII, born Angelo Giuseppe Roncalli, was head of the Catholic Church and sovereign of the Vatican City State from 28 October 1958 until his death in June 1963. He was among 13 children born to Marianna Mazzola and Giovanni Battista Roncalli in a family of sharecroppers who lived in Sotto il Monte, a village in the province of Bergamo, Lombardy. He was ordained to the priesthood on 10 August 1904 and served in a number of posts, as nuncio in France and a delegate to Bulgaria, Greece and Turkey. In a consistory on 12 January 1953 Pope Pius XII made Roncalli a cardinal as the Cardinal-Priest of Santa Prisca in addition to naming him as the Patriarch of Venice. Roncalli was unexpectedly elected pope on 28 October 1958 at age 76 after eleven ballots. Pope John XXIII surprised those who expected him to be a caretaker pope by calling the historic Second Vatican Council (1962–1965), the first session opening on 11 October 1962.
Pope Paul VI was head of the Catholic Church and sovereign of the Vatican City State from 21 June 1963 to his death in August 1978. Succeeding John XXIII, he continued the Second Vatican Council, which he closed in 1965, implementing its numerous reforms. He fostered improved ecumenical relations with Eastern Orthodox and Protestant churches, which resulted in many historic meetings and agreements. In January 1964, he flew to the Hashemite Kingdom of Jordan. This was the first time a reigning pontiff had flown on an airplane, the first papal pilgrimage to the Holy Land, and the first time a Pope had left Italy in more than a century.
Crimen sollicitationis is the title of a 1962 document ("instruction") of the Holy Office codifying procedures to be followed in cases of priests or bishops of the Catholic Church accused of having used the sacrament of Penance to make sexual advances to penitents. It repeated, with additions, the contents of an identically named instruction issued in 1922 by the same office.
Casti connubii is a papal encyclical promulgated by Pope Pius XI on 31 December 1930 in response to the Lambeth Conference of the Anglican Communion. It stressed the sanctity of marriage, prohibited Catholics from using any form of artificial birth control, and reaffirmed the prohibition on abortion. It also explained the authority of church doctrine on moral matters, and advocated that civil governments follow the lead of the church in this area.

It addresses oppression, the role of the state, subsidiarity, social organization, social justice, wealth distribution. CST's foundations are considered to have been laid by Pope Leo XIII's 1891 encyclical, Rerum novarum, which advocated distributism. Its roots can be traced to Catholic theologians such as Thomas Aquinas and Augustine of Hippo. CST is also derived from the Bible and cultures of the ancient Near East.
Evangelium vitae translated in English as 'The Gospel of Life', is a papal encyclical published on 25 March 1995 by Pope John Paul II. It is a comprehensive document setting out the teaching of the Catholic Church on the sanctity of human life and related issues including murder, abortion, euthanasia, and capital punishment, reaffirming the Church's stances on these issues in a way generally considered consistent with previous church teachings.
Signs of the times is a phrase strongly associated with the Catholic Church in the era of the Second Vatican Council of the 1960s. It was taken to mean that the church should listen to, and learn from, the world around it. In other words, it should learn to read the 'signs of the times'. This phrase comes from Matthew 16:3, Luke 12:56 and was used by Pope John XXIII [Latin: "signa temporum"] when he convoked the council, in the statement Humanae Salutis (1961) and also in Pacem in Terris (1963). It came to signify a new understanding that the Church needed to attend more closely to the world if it was to remain faithful to its calling, and marked a significant shift in theological method. Pericle Felici was an Italian prelate of the Catholic Church. From 1947 until his death he held various offices in the Roman Curia, including Secretary General of the Second Vatican Council, head of the Pontifical Commission for the Revision of the Code of Canon Law, and from 1977 Prefect of the Supreme Tribunal of the Apostolic Signatura. He became a cardinal in 1967. In 1978, he twice announced to the world from the balcony of St. Peter's Basilica the election of a new pope.
