Muhammad Iqbal Memon is a Pakistani civil servant in BPS-21 Grade,currently serving as the Home &Prisons Secretary Sindh. [1] Iqbal belongs to the Pakistan Administrative Service and is presently posted in the Government of Sindh.
Iqbal's work during his tenure as Commissioner Karachi from October 2021 was largely focused on bring reforms to the Divisional Administration,as-well as streamlining multiple projects initiated by the Government of Sindh,effectively spearheading various infrastructure and social development projects [2] [3] across the Division. As of recently,his work has been focused on providing relief to flood affected victims of the 2022 floods along with restoring Karachi's infrastructure after the record-breaking monsoons. Iqbal Memon plays a key role in policy making and decision making in the Government of Sindh [4] [5] [6]
Memon was promoted to the rank of Additional Chief Secretary (Provincial Government) / Additional Secretary (Federal Government) in 2020.
Memon belongs to an influential family and is the second youngest out of his 5 siblings. Memon's father retired as an Assistant Commissioner during a period when they were granted magisterial powers. His brother;Farooq Azam Memon is also a Grade-21 Officer who currently serves as Chief Commissioner of Hyderabad. [7]
Muhammad Iqbal Memon attained a bachelors in urban development and holds two masters,one for Public policy and another for economics,both of which he obtained from the United Kingdom.
Memon belongs to the Pakistan Administrative Service and serves as the Commissioner Karachi Division. [8] He has served as the Chairman Enquiries &Anti-Corruption Establishment, [9] one of the most coveted posts in the province from October 2020 till August 2021. Memon has also served as the Additional Chief Secretary (Services) [10] after his promotion to BPS-21 [11] while also having served as the Secretary (General Administration).
Muhammad Iqbal Memon has served in the Government of Pakistan,Government of Sindh and Government of Balochistan. He is batch mates with Ahsan Mangi (PAS) and Hassan Naqvi (PAS). He served the Federal Government in the capacity of the Census Commissioner from 2018 to 2019.
Iqbal Memon began his career as an Assistant Commissioner in Balochistan province,after which his services were placed with the Government of Sindh. He has also served as the District Coordinating Officer (modern day Deputy Commissioner) and enjoyed magisterial powers in both District Khairpur and District Dadu. Memon rose to immense prominence after serving as the DCO of Dadu [12] during the historic 2010 super-floods where he was praised for his handling of the natural calamity by the Federal and Provincial Governments and international organizations.
Iqbal Memon has also served on key positions in the Chief Minister's Office of Sindh,having served as the Deputy Secretary (Staff) a coveted post and then Additional Secretary (Staff) in the early 2010s with then Chief Minister,Qaim Ali Shah.
Having an educational background in economics,Memon was the Chief Economist of Sindh in 2012.

The Pakistan Administrative Service,or PAS is an elite cadre of the Civil Services of Pakistan. The Pakistan Administrative Service over the years has emerged as the most consolidated and developed post-colonial institution in Pakistan,with the PAS officers of Grade 22 often seen as stronger than the federal government ministers. The service of PAS is generalist in nature and officers are assigned to different departments all across Pakistan during the course of their careers. Almost all of the country's highest-profile positions such as the Federal Secretaries,the provincial Chief Secretaries,and chairmen of top-heavy organizations like the National Highway Authority,Trading Corporation of Pakistan and State Life Insurance Corporation usually belong to the Pakistan Administrative Service.

Chief Secretary of Balochistan,also referred to as CS Balochistan,is the bureaucratic chief and highest-ranking official of the Government of Balochistan,Pakistan. The appointment of the Chief Secretary is appointed directly by the Prime Minister of Pakistan. The position of Chief Secretary is equivalent to the rank of Federal Secretary and the position holder usually belongs to the Pakistan Administrative Service.
Grade-22 is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 4-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan,only a few dozen officers serve in BPS-22 grade at a given time. Hence,not even 1% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country.

Maj (r) Azam Suleman Khan is a retired Pakistani civil servant who served as the Provincial Ombudsman of Punjab. He previously served in BPS-22 grade as the Interior Secretary of Pakistan,Chief Secretary Punjab and as Chief Secretary Sindh. Khan was promoted to the rank of Federal Secretary in February 2017 by Prime Minister Nawaz Sharif.
Shoaib Mir Memon is a retired Pakistani civil servant who served in BPS-22 grade as the Education Secretary of Pakistan and Chief Secretary Balochistan. Memon belongs to the Pakistan Administrative Service and was promoted to the rank of Federal Secretary in December 2017. Hailing from Sindh,he has also served as chairman and chief executive officer of State Life and Additional Secretary Establishment Division.
Kamran Lashari is a Pakistani retired civil servant of the Pakistan Administrative Service who served in BPS-22 grade at the top bureaucratic offices including as Petroleum Secretary of Pakistan and Chief Secretary Sindh.
