The Mumtaz Mahal is the former official residence of the Speaker of the Parliament of Sri Lanka, which now houses the National Defence College, Sri Lanka, located in Kollupitiya, a suburb of Colombo. Built in 1929, it was purchased in 1948 to serve as the official residence of the Speaker of the House of Representatives and served in that capacity till a new residence was built in 2000 in close proximity to the New Parliament Complex in Sri Jayawardenapura-Kotte. Since then the house has been used by various government entities. [1] [2] [3]
The house was built in 1928, with work commencing in 1927 following the demolition of the French styled villa, St Margaret's, which was located on a plot of land, situated in Kollupitiya along Galle Road and stretching to the Indian Ocean. St Margaret's was built for Mohamed Ali Mohamed Hussain by his father Mohamed Ali. However, Mohamed Hussain tore down villa and commissioned the architect, Homi Billimoria, to build a larger Italian renaissance styled house. Count de Mauny was commissioned to design the gardens and furniture for the house. On the suggestion of Herbert Sri Nissanka, Mohamed Hussain named the new house after his youngest daughter, Mumtaz. A few years after moving into the house, Hussain faced bankruptcy due to the Great Depression and rented the house to the French Consul. Following the fall of the Vichy government in 1943, the French Consul left the island and the house was requisitioned for use by Vice Admiral Sir Geoffrey Layton, Commander-in-Chief, Ceylon who lived in it till the end of the war. With Ceylon gaining independence, the house was purchased by the Government of Ceylon to be used as the official residence of the Speaker of the House of Representatives, Sir Francis Molamure. It served in this capacity till 2001, when the Speaker moved to a newly built residence in close proximity to the new parliamentary complex at Sri Jayawardenepura Kotte. The house was subsequently used for the Constitutional Council and the Fiscal Ombudsman, until it was taken over by the Buddhist and Pali University. Since then it has become heavy dilapidated, with most of its original fittings and furniture either lost or destroyed. [2] [3] In 2021, it underwent a major restoration by the Ministry of Defence as it was prepared to house the National Defence College.
Colombo is the executive and judicial capital and largest city of Sri Lanka by population. According to the Brookings Institution, the Colombo metropolitan area has a population of 5.6 million, and 752,993 in the Municipality. It is the financial centre of the island and a tourist destination. It is located on the west coast of the island and adjacent to the Greater Colombo area which includes Sri Jayawardenepura Kotte, the legislative capital of Sri Lanka, and Dehiwala-Mount Lavinia. Colombo is often referred to as the capital since Sri Jayawardenepura Kotte is itself within the urban/suburban area of Colombo. It is also the administrative capital of the Western Province and the district capital of Colombo District. Colombo is a busy and vibrant city with a mixture of modern life, colonial buildings and monuments.
The Parliament of the Democratic Socialist Republic of Sri Lanka is the supreme legislative body of Sri Lanka. It alone possesses legislative supremacy and thereby ultimate power over all other political bodies in the island. It is modeled after the British Parliament.

Kollupitiya, also known as Colpetty is a major neighbourhood of Colombo, Sri Lanka. The name Kollupitiya comes from the name of a chief from Kandy who had unsuccessfully attempted to dethrone the last king of Kandy. During the period of British and Dutch administration, a brewery had commenced in Kollupitiya which converted coconut treacle into liquor. Nowadays, the suburb is a thriving commercial area containing fashionable high-end shopping malls. Some foreign embassies are located in Kollupitiya. The Prime Minister's House (Colombo) is located in Colombo 3 just two blocks south of Maha Nuge Gardens; a prominent private laneway in Kollupitiya.
Ravindra Sandresh Karunanayake is a Sri Lankan politician. A former Member of Parliament for the Colombo District, he served as the Minister of Foreign Affairs from May 2017 to August 2017, Minister of Finance from 2015 to 2017, and Cabinet Minister of Commerce and Consumer Affairs from 2001 to 2004 and Cabinet Minister of Power and Energy since December 2018 till November 2019.
Sir Alexander Francis Molamure, was a Ceylonese politician. He became the first speaker of both the State Council of Ceylon and Parliament of Ceylon. He was a controversial figure due to his departure from the State Council due to a court conviction and for organising the Panamure Elephant Kraal in 1950.

The Old Parliament Building, is the building that houses the Presidential Secretariat of Sri Lanka. Situated in the Colombo fort area facing the sea, it is in close proximity to the President's House, Colombo and adjacent to the General Treasury Building. The building housed the island's legislature for 53 years until the new parliamentary complex was opened at Sri Jayawardenepura in 1983.

Polthutuwe Arachchige Jinadasa Niyathapala was a Sri Lankan politician and a former member and Senator of the Parliament of Sri Lanka and former General Secretary of the United National Party. A section of the Nawala Road was renamed as the Jinadasa Niyathapala Mawatha in recognition of services rendered by Niyathapala to Sri Jayawardenepura Kotte.

The National Defence College, located in Colombo, is the defence service training institute and highest seat of strategic learning for officers of the Sri Lankan Armed Forces, Sri Lanka Police and the Public Services. This is a very prestigious course attended only by selected officers of One-Star rank and public servants of the senior grade of class 1. Foreign course participants from friendly foreign countries including India are also invited to attend. This college provides strategic leadership to the Government of Sri Lanka in national and international security matters and also acts as a think tank.
