The Municipal Council is the legislative branch of government for Newark, New Jersey.
Newark was governed by a mayor and common council from 1836 to 1917 and then by a five-member commission until 1954.
Effective as of July 1, 1954, the voters of the city of Newark, by a referendum held on November 3, 1953 and under the Optional Municipal Charter Law (commonly known as the Faulkner Act), adopted the Faulkner Act (Mayor-Council) Plan C as the form of local government. [1]
There are nine council members elected on a nonpartisan basis at the regular municipal election or at the general election for terms of four years: one council member from each of five wards and four council members on an at-large basis. The mayor is also elected for a term of four years. [2]
Municipal elections in Newark are nonpartisan [3] and are held on the second Tuesday in May. [4] A council candidate seeking a post in a ward must receive more than 50 percent of the vote. If a candidate does not receive a majority, a run-off election is held with the two candidates with the greatest number of votes.
Council members choose their own president and until 2014, when the position was eliminated, vice president.

The mayor may cast a tie-breaking vote on the municipal council when there is an equal number of yes and no votes. [6] [7] The Mayor can also call for meetings of the council outside those regularly scheduled. [2]
The Newark mayoral election took place May 13, 2014 and was won by Ras Baraka. Luis A. Quintana had stepped down as Council President to be sworn in as mayor on November 4, 2013 following the resignation of Cory Booker, completing the term which ended June 30, 2014. Baraka also won the 2018 election and the 2022 election.
Barringer Academy of the Arts & Humanities, is a four-year comprehensive public high school serving students in ninth through twelfth grades in Newark, in Essex County, in the U.S. state of New Jersey, operating as part of the Newark Public Schools. Some consider it to be the third oldest public high school in the United States. The school has been accredited by the Middle States Association of Colleges and Schools Commission on Elementary and Secondary Schools since 1981.
William D. Payne is an American Democratic Party politician who served in the New Jersey General Assembly from 1998 until 2008 where he represented the 29th legislative district. He served as the Assembly's Deputy Majority Conference Leader from 2002-2008.

She has served as the Senate Majority Leader since 2022, becoming the first Latina to lead either the Assembly or Senate, after succeeding Loretta Weinberg upon her retirement from the Senate.

The current mayor-council form of city government was created in 1954, following the 1950 amendment of the state constitution that provided for a home rule charter for the city. Ras Jua Baraka is an American educator, author, and politician. A member of the Democratic Party, Baraka is the 40th and current mayor of Newark, New Jersey. First elected in the 2014 election, he was sworn into office on May 13, 2014, and was reelected in 2018 and 2022.
Donald Milford Payne Jr. was an American politician who was the U.S. representative for New Jersey's 10th congressional district from 2012 until his death in 2024. A member of the Democratic Party, Payne served as president of the Newark city council from 2010 to 2012.
Luis A. Quintana is an American politician who served as Councilmember-at-Large of the Municipal Council of Newark, New Jersey, first elected in 1994. He served as Mayor of Newark from November 2013 to July 2014, after which he was re-elected to his council seat.
The 2014 Newark mayoral election took place in Newark, the most populous city in New Jersey, on May 13, 2014. The race was characterized as a contest between two candidates, Ras Baraka and Shavar Jeffries, both from Newark's South Ward. Elections for all seats on the nine member Municipal Council of Newark also took place. Luis A. Quintana, who had become Mayor of Newark following the resignation of Cory Booker, did not seek the seat.
Shavar Jeffries is an American civil rights attorney who in January 2023 became the CEO of the KIPP Foundation, a nonprofit which trains and develops educators to lead KIPP public schools; provides tools, resources and training for excellent teaching and learning; promotes innovation; and facilitates the exchange of insights and ideas across KIPP and other public schools and organizations. Previously, he was the president of Democrats for Education Reform, which promotes more charter schools, school funding and stricter teacher evaluations to revamp public education. A former assistant state Attorney General, he was a candidate in the 2014 election for Mayor of Newark, New Jersey, after which he became a partner at Lowenstein Sandler in August 2014.
Essex County is New Jersey's largest county and its county seat, Newark, is New Jersey's largest city. Essex has been predominantly Democratic since the early 1970s. Essex was a politically competitive (swing) county for decades before that.
The 1970 Newark mayoral election was held on June 16, 1970. Incumbent mayor Hugh Addonizio ran for a third term in office but was defeated by civil engineer Kenneth A. Gibson. Gibson became the first black man elected mayor of a major city in the Northeastern United States or Eastern Seaboard.
Mildred C. Crump was a councilperson on the Municipal Council of Newark from 1994-1998 and again from 2006-2021, and is the first Black woman to serve on the city's governing body. She was the first African American Braille teacher in New Jersey. InsiderNJ called her "legendary". Former Mayor Luis A. Quintana said of her “I see her as someone who was a pioneer as an African-American female".
Irvine I. Turner (1914–1974) politician who was the first Black official in Newark, New Jersey elected to the Municipal Council when he took office in 1954. He was also publisher and co-editor of a Black weekly newspaper The New Jersey Record. He was known for his "flamboyant personality and fiery rhetoric". Mayor Kenneth A. Gibson called him "a man who paved the way for black people to be elected to public office." Irvine Turner Boulevard, a large street in Newark, is named after him.
The 2022 Newark mayoral election was held on May 10, 2022, to elect the Mayor of Newark, New Jersey. Elections for all seats on the nine member Municipal Council of Newark were held on the same day. Elections were non-partisan and candidates were not listed by political party. Incumbent Mayor Ras Baraka ran for re-election and easily won a third term.
The 2024 New Jersey's 10th congressional district special election was held on September 18, 2024, to fill the vacant seat in New Jersey's 10th congressional district. The winner will serve in the United States House of Representatives for the remainder of the 118th United States Congress. The seat became vacant on April 24, 2024, when Donald Payne Jr. died following a heart attack related to complications from diabetes. The urban district is considered a safely Democratic seat; Payne Jr. had won all 7 bids for this seat with at least 77.6% of the vote.
