All EU and EEA states and all the associated countries in Central and Eastern Europe and Cyprus have a designated National Academic Recognition Information Centre (NARIC), which provides a way to compare academic qualifications as part of the Bologna Process. Together they form the NARIC network.
Individual NARICs are coordinated by the NARIC Network, an initiative of the European Commission to improve recognition of academic qualifications and study between European countries. It is part of the commission's SOCRATES/ERASMUS programme, aimed at improving the mobility of students and staff between higher education institutions.
Each country's NARIC is designated by its Ministry of Education, but they differ in status and scope of work. In most European countries, institutions of higher education make their own decision on what foreign qualifications or study they will accept, and so most NARICs have only an advisory role.
An academic degree is a qualification awarded to students upon successful completion of a course of study in higher education, usually at a college or university. These institutions commonly offer degrees at various levels, usually including undergraduate degrees, master's, and doctorates, often alongside other academic certificates and professional degrees. The most common undergraduate degree is the bachelor's degree, although in some countries there are lower level higher education qualifications that are also titled degrees.
An associate degree is an undergraduate degree awarded after a course of post-secondary study lasting two to three years. It is a level of qualification above a high school diploma, GED, or matriculation, and below a bachelor's degree.
The Bologna Process is a series of ministerial meetings and agreements between European countries to ensure comparability in the standards and quality of higher-education qualifications. The process has created the European Higher Education Area under the Lisbon Recognition Convention. It is named after the University of Bologna, where the Bologna declaration was signed by education ministers from 29 European countries in 1999. The process was opened to other countries in the European Cultural Convention of the Council of Europe, and governmental meetings have been held in Prague (2001), Berlin (2003), Bergen (2005), London (2007), Leuven (2009), Budapest-Vienna (2010), Bucharest (2012), Yerevan (2015), Paris (2018), and Rome (2020).
The British undergraduate degree classification system is a grading structure for undergraduate degrees or bachelor's degrees and integrated master's degrees in the United Kingdom. The system has been applied in other countries and regions.
An engineering technologist is a professional trained in certain aspects of development and implementation of a respective area of technology. Engineering technology education is even more applied and less theoretical than engineering education, though in a broad sense both have a focus on practical application. Engineering technologists often assist engineers but after years of experience, they can also become engineers. Like engineers, areas where engineering technologists can work include product design, fabrication and testing. Also as with engineers, engineering technologists sometimes rise to senior management positions in industry or become entrepreneurs.
A diploma mill is a company or organization that claims to be a higher education institution but provides illegitimate academic degrees and diplomas for a fee. The degrees can be fabricated (made-up), falsified (fake), or misrepresented. These degrees may claim to give credit for relevant life experience, but should not be confused with legitimate prior learning assessment programs. They may also claim to evaluate work history or require submission of a thesis or dissertation for evaluation to give an appearance of authenticity. Diploma mills are frequently supported by accreditation mills, set up for the purpose of providing an appearance of authenticity. The term may also be used pejoratively to describe an accredited institution with low academic admission standards and a low job placement rate. An individual may or may not be aware that the degree they have obtained is not wholly legitimate. In either case, legal issues can arise if the qualification is used in resumes.
The Lisbon Recognition Convention, officially the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, is an international convention of the Council of Europe elaborated together with the UNESCO. This is the main legal agreement on credential evaluation in Europe.
In the European Union education is at the responsibility of its Member States and their Ministries of education that they have; in such, the European Union institutions play only a supporting and overseeing role. According to Art. 165 of the Treaty on the Functioning of the European Union, the Community
shall contribute to the development of quality education by encouraging cooperation between Member States, through actions such as promoting the mobility of citizens, designing joint study programmes, establishing networks, exchanging information or teaching languages of the European Union. The Treaty also contains a commitment to promote life-long learning for all citizens of the Union.
The European Network of Information Centres (ENIC) were established in 1994 as a joint initiative of UNESCO and the Council of Europe. They are intended to implement the Lisbon recognition convention (LRC) and, in general, to develop policy and practice for the recognition of qualifications. The ENIC Network works closely with the NARIC network of the European Union.
The Validation or recognition of foreign studies and degrees is the process whereby a competent authority in one country formally recognises the value of a qualification from a foreign country. This can entail total or partial validation of foreign university and non-university studies, degrees and other qualifications. Particularly within Europe, this is covered by a number of international conventions and agreements.
The European University Cyprus (EUC) is a private university in Nicosia, Cyprus which evolved out of Cyprus College, the oldest institution of higher education in Cyprus. EUC has a selective admission policy based on students' past academic record and performance. The institution has a current enrollment of more than 7,500 students and provides internationally recognized undergraduate, graduate and doctorate degrees. The programs of study are graded based on the European Credit Transfer and Accumulation System (ECTS).
The Archimedes Foundation is an independent body established by the Estonian government in 1997 with the objective to coordinate and implement different international and national programmes and projects in the field of training, education, research, technological development and innovation.
The Polytechnic is the traditional name for institutions of higher education in Greece, dealing with engineering at the undergraduate and postgraduate levels. There are currently two polytechnics that operate as independent (public) universities and five polytechnic schools that belong to universities. They consist mainly of Engineering departments and their undergraduate programs have a duration of 5 years (full-time). The legal framework of their operation is the same as the one of the universities, and their graduates have equal rights with the graduates of public Greek universities. Greek polytechnics are also referred to as Technical Universities.
Higher education accreditation is a type of quality assurance process under which services and operations of post-secondary educational institutions or programs are evaluated to determine if applicable standards are met. If standards are met, accredited status is granted by the agency.
Credential evaluation is the way in which academic and professional degrees earned in one country are compared to those earned in another. Universities, colleges and employers around the world use credential evaluations to understand foreign education and to judge applicants for admission or employment.
The national qualification frameworks in the United Kingdom are qualifications frameworks that define and link the levels and credit values of different qualifications.
