Nina Lucine Hachigian is the first United States Special Representative for City and State Diplomacy under U.S. Secretary of State Antony Blinken in the Biden administration. In this role,she seeks to bring benefits to,and learn from,local leaders in the US,and connect them to counterparts around the world.
Before rejoining the State Department on October 3,2022,she was the first Los Angeles Deputy Mayor of International Affairs,following her appointment by Eric Garcetti. [1] Her office expanded LA's global ties to help bring jobs,culture,visitors,and the 2028 Olympic and Paralympic Games to the city.
Prior to this,Hachigian served as the United States Representative to the Association of Southeast Asian Nations (ASEAN) with the rank of Ambassador Extraordinary and Plenipotentiary. [2]
Hachigian received a B.S. from Yale University,magna cum laude,and a J.D. from Stanford Law School,with distinction. [3]
Hachigian was appointed as the first U.S. Special Representative for City and State Diplomacy on October 3,2022. The Special Representative for City and State Diplomacy and her team lead and coordinate the State Department’s engagement with mayors,governors and other local officials in the United States and around the world. The Special Representative aims to bring the benefits of U.S. foreign policy,such as jobs,investments,innovative solutions,and international experiences,to the local and state level. It supports U.S. national security priorities by integrating local ideas into foreign policy and fostering connections among cities,municipalities,and communities in the United States and abroad.
Prior to this,on August 4,2017,Eric Garcetti announced the appointment of Hachigian as LA's Deputy Mayor for International Affairs. [1] In this role,she oversaw efforts that sent underserved community college students on free,educational international trips;created a new public-private partnership to attract international business and non-profits,especially to underserved communities;prepared the City for the 2028 Olympic and Paralympic Games and their legacy;hosted the Summit of the Americas;founded the first global gender equity city network;planned trade missions,and worked with international city networks to advance cutting-edge climate change programs,migrant integration,healthy cities and more.
From 2014 to 2017,Hachigian served as the second U.S. Ambassador to the Association of Southeast Asian Nations (ASEAN). [4] During her tenure,the United States established a strategic partnership with ASEAN,held the first Leaders' Summit in the United States,launched a Presidential initiative on economic cooperation,established the U.S.-ASEAN Women's Leadership Academy [5] and grew the youth program to over 100,000 members. [6] She was awarded the State Department's Superior Honor Award for her service. [7] She is also a founder of WASA,Women Ambassadors Serving America,a group of some 200 current and former Ambassadors. [1]
Earlier,Hachigian was a senior fellow and a senior vice president at the Center for American Progress focused on Asia policy and U.S.-China relations. [8] In 2012,she was the co-director of Asia policy for the Obama campaign. Prior to that,Hachigian was the director of the RAND Center for Asia Pacific Policy for four years. [9] She served on the staff of the National Security Council in the Clinton White House from 1998-1999. [4]
Hachigian was a founding member of the State Department's International Security Advisory Board. She is a board member of the Pacific Council on International Policy and a member of the Council on Foreign Relations. She is also a founder of the Leadership Council for Women in National Security (LC-WINS) [7]

Hachigian also published numerous reports,book chapters,and articles in outlets including Foreign Affairs,The Washington Quarterly,Democracy,and Survival,as well as opinion pieces appearing in TIME,The New York Times,Los Angeles Times,and the South China Morning Post. She also co-authored The Information Revolution in Asia (RAND,2003). Ambassador Hachigian has been a guest on a variety of news programs. [11]
She lives in Los Angeles with her husband and children.
Hachigian was sworn in as the United States Ambassador on September 19,2014 and served until January 20,2017. In her capacity as Chief of the U.S. Mission to ASEAN,she was responsible for working with ASEAN member states and other stakeholders to advance U.S. interests in a peaceful,prosperous,and integrated Southeast Asia that supports human dignity and a rules-based regional order. The Mission's five priorities in the U.S. relationship with ASEAN are supporting economic integration,expanding maritime cooperation,cultivating emerging leaders,promoting opportunity for women,and addressing transnational challenges. [11] She oversaw the broadening engagement of the United States in Southeast Asia,which included the Obama Administration's 2011 "pivot" or "rebalance" to the region. Based in the U.S. Mission to ASEAN in Jakarta,Indonesia,she traveled throughout ASEAN's 10 member states and Asia. Her responsibilities included supporting ASEAN as it moves toward economic integration in 2015 and advocating for the systemic changes necessary to promote peaceful and prosperous growth in the region.

Membership expanded to 18 countries including Russia and the United States at the Sixth EAS in 2011. Since its establishment,ASEAN has held the central role and leadership in the forum. EAS meetings are held after the annual ASEAN leaders' meetings,and plays an important role in the regional architecture of Asia-Pacific. The first summit was held in Kuala Lumpur,Malaysia on 14 December 2005.

David Isaac Adelman is an American businessman,lawyer and diplomat. He was the United States Ambassador to the Republic of Singapore from April 2010 to September 2013. Adelman is the Managing Director and General Counsel of asset manager Krane Funds Advisors in New York. He is a Trustee of the National Committee on American Foreign Policy and a member of the Council on Foreign Relations. For more than a decade he has taught international relations as an adjunct professor at New York University.
Earl Anthony Wayne is an American diplomat. Formerly Assistant Secretary of State for Economic and Business Affairs,Ambassador to Argentina and Deputy Ambassador to Afghanistan,Wayne served nearly four years as Ambassador to Mexico. He was nominated by President Obama and confirmed by the Senate in August,2011. He departed Mexico City for Washington July 31,2015 and retired from the State Department on September 30,2015. Wayne attained the highest rank in the U.S. diplomatic service:Career Ambassador. He is currently a Professorial Lecturer and Distinguished Diplomat in Residence at American University's School of International Service where he teaches courses related to diplomacy and US foreign policy. Wayne also works with the Woodrow Wilson International Center for Scholars,the Atlantic Council,the Center for Strategic and International Studies,. Wayne is co-chair of the Mexico Institute's Advisory Board at the Wilson Center. He is also on the board of the American Academy of Diplomacy and the Public Diplomacy Council of America. Wayne is an independent consultant,speaker and writer and works with several not-for-profit professional associations. He was an adviser for HSBC Latin America on improving management of financial crime risk from 2015 until 2019 and served on the board of the American Foreign Service Association from 2017 to 2019.
U.S. President Barack Obama's East Asia Strategy (2009–2017),also known as the Pivot to Asia,represented a significant shift in the foreign policy of the United States since the 2010s. It shifted the country's focus away from the Middle Eastern and European sphere and allowed it to invest heavily and build relationships in East Asian and Southeast Asian countries,especially countries which are in close proximity to the People's Republic of China (PRC) either economically,geographically or politically to counter its rise as a rival superpower.
In his "A New Beginning" speech on June 4,2009,at Cairo University in Cairo,Egypt,President of the United States Barack Obama announced,"I will host a Summit on Entrepreneurship this year to identify how we can deepen ties between business leaders,foundations and social entrepreneurs in the United States and Muslim communities around the world". The Presidential Summit on Entrepreneurship,held in Washington,D.C.,on Monday April 26,and Tuesday,April 27,2010,at the Ronald Reagan Building,followed through on President Obama's commitment by highlighting the importance of social and economic entrepreneurship,and strengthening mutually-beneficial relationships with entrepreneurs in Muslim-majority countries and Muslim communities around the world. At the second summit in Istanbul,Turkey,Vice President Joe Biden announced that the Presidential Summit would become the marquee event that kicks off Global Entrepreneurship Week each year,with the 2013 host being the United Arab Emirates.

David Lee Carden is an American lawyer,diplomat,mediator and author who is a former United States Representative to the Association of Southeast Asian Nations (“ASEAN”) with the rank of Ambassador Extraordinary and Plenipotentiary. He was nominated by President Barack Obama in November 2010 and confirmed by the U.S. Senate in March,2011. He resigned his post in December 2013. Carden was a partner at Jones Day,an international law firm,where he was,at various times,the Partner in Charge of the firm's Asian offices and practices,the head of its International Securities practice,and the head of Litigation in its New York office.

He formerly served as U.S. Ambassador to Sri Lanka and the Maldives and Principal Deputy Assistant Secretary of State of the Bureau of East Asian and Pacific Affairs at the United States Department of State. In 2022,Ambassador Keshap was elected into membership of the American Academy of Diplomacy. In May 2023,Keshap was named one of Washington's most influential foreign policy influencers for his work to shape U.S. relations with India.
Elizabeth Marie Allen is an American political advisor who serves as under secretary of state for public diplomacy and public affairs in the Biden administration. She previously served as assistant secretary of state for global public affairs and as White House deputy communications director during the Obama administration.
The Young Southeast Asian Leaders Initiative,also known as YSEALI,is a highly-competitive cultural exchange program for Southeast Asian emerging leaders sponsored by the U.S. Bureau of Education and Cultural Affairs. YSEALI programs are known to have 1-2% acceptance rates and are usually awarded to emerging leaders with outstanding work and potentials in their chosen fields or advocacies.
