Nixon Duban

Nixon Philip Duban is a Papua New Guinean politician. He was a People's National Congress member of the National Parliament of Papua New Guinea from 2012 until he was unseated by court decision in 2013 and again from a 2013 by-election until 2017. He was Minister for Police (August 2012 to June 2013 and January 2014 to February 2014), Minister for Petroleum and Energy (February 2014 to January 2016), Minister for Transport and Infrastructure (January 2016 to July 2016) and Minister for Petroleum and Energy (July 2016 until August 2016) in the government of Peter O'Neill. Prior to entering politics, Duban was the president of the student wing of the People's Progress Party, general secretary of the People's National Congress and an executive officer to Prime Minister Peter O'Neill. [4] [5] [6] He was an unsuccessful candidate for the same seat at the 2007 election. [7]

Duban was elected to the National Parliament on his second attempt at the 2012 election, and was promoted to Minister for Police in O'Neill's post-election Cabinet reshuffle. [8] [9] As minister, he launched the Police Modernisation Concept, which saw K200 million additional funding to improve police vehicles, infrastructure and other logistics. [10] On 3 June 2013, the National Court declared his 2012 victory null and void after finding that he had engaged in bribery and undue influence during the campaign, ordering a by-election in his seat. [11] The Police Association responded by thanking Duban for his "foresight and vision" as minister and stating that their membership were "very grateful". [10]

Duban won the by-election in December 2013, returned to parliament, and was reinstated as Minister for Police a month later. [12] [13] [14] Several of his opponents had criticised the government for promising Duban a guaranteed position in Cabinet if he were to be returned, and having Prime Minister O'Neill retain Duban's former police portfolio in an acting capacity until after the by-election. [15] [16] In February 2014, he was promoted to Minister for Petroleum and Energy after the dumping of William Duma. [17] He signed the development license for the Stanley gas condensate project in May. [18] In June 2014, he suggested that Papua New Guinea should pass legislation to regulate social media in the country because "opportunists and social media freaks are abusing these freedoms and rights". [19]

In October 2014, after a prolonged court-ordered recount of the 2013 by-election results, Duban was affirmed as having been duly re-elected. [20] In November 2014, election petitioner Bryan Kramer was arrested on charges of conspiring to kill Duban, though these were dismissed in June 2015. [21] [22] In January 2016, Duban was shifted to the position of Minister for Transport and Infrastructure, but was moved back to Minister for Petroleum and Energy that July. [23] [24]

At the 2017 election, Duban lost his seat to Bryan Kramer, who had lodged the court petition that had unseated him back in 2013. [25]

Nixon Duban was charged with Fraud, of 1.2M kina, by the Waigani Criminal Court in September 2020.

As noted in the PNG Newspaper, “ The National” and the “ Post Courier “, Nixon Duban was arrested and taken into Custody. Later released on Bail, he faces these charges of Fraud and the Case is being taken through the Court process.

This is not the first time Nixon Duban has faced Fraud Charges and several other instances of Fraud are currently under investigation by the PNG Justice Department.

Peter ONeill Papua New Guinean politician

Peter Charles Paire O'Neill, CMG is a Papua New Guinean politician who served as the seventh Prime Minister of Papua New Guinea between 2011–2019. A member of the People's National Congress, he served as a Member of Parliament between 2002 and 2011, including various Cabinet positions, before being elected as prime minister. Towards the end of his tenure, he avoided a vote of no confidence by resigning his position, and was succeeded by James Marape as prime minister.

David Arore is a Papua New Guinean politician. He was a member of the National Parliament of Papua New Guinea from 2007 until unseated by a court decision in 2015 and again from a 2015 by-election until 2017. He was Minister for Higher Education, Research, Science & Technology under Peter O'Neill from 2011 to 2014.

Benny Allan is a Papua New Guinean politician. He has been a member of the National Parliament of Papua New Guinea since 2002, representing the electorate of Unggai-Bena Open, variously as an independent (2002) and for the United Resources Party (2002-2012) and People's National Congress (2012-present). He has been Minister for Lands and Physical Planning in the government of Peter O'Neill since August 2012. Allan previously served as Minister for Environment and Conservation under Michael Somare from 2007 to 2011.

Francis Awesa is a Papua New Guinean politician. A former Premier of the Southern Highlands under the old provincial government system, he was a member of the National Parliament of Papua New Guinea from 2007 to 2017, representing the electorate of Imbonggu Open. A Papua New Guinea Party member in his first term, he subsequently switched to the People's National Congress after PNC leader Peter O'Neill became Prime Minister in 2011. He was Minister for Transport, Works and Civil Aviation (2011), Minister for Transport and Works (2011-2012) and Minister for Works and Implementation (2012-2017) in the government of Peter O'Neill.

James Gau Gelak is a Papua New Guinean politician. He was a member of the National Parliament of Papua New Guinea from 2010 to 2017, representing the electorate of Rai Coast Open for the National Alliance Party (2010-2012) and Triumph Heritage Empowerment Party (2012-2017). He was also Governor of Madang Province from January 2011 until the 2012 election.

Bryan Jared Kramer Papua New Guinean politician

Bryan Kramer is a Papua New Guinea politician and Member of the 10th Parliament of Papua New Guinea. He is also a businessman and social media strategist known for his Facebook page, The Kramer Report. He is currently Minister for Justice in the Marape-Basil Government. Formerly a member of the Pangu Party, he founded the Allegiance Party, of which he is the sole MP, in 2018.
