Cagayan Valley, designated as Region II, is an administrative region in the Philippines, located in the northeastern section of Luzon Island. It is composed of five Philippine provinces: Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino. The region hosts four chartered cities of Cauayan, Ilagan, Santiago, and Tuguegarao.

Nueva Vizcaya was the first province in the north of New Spain to be explored and settled by the Spanish. It consisted mostly of the area which is today the states of Chihuahua and Durango in Mexico.
The Gaddang language is spoken by up to 30,000 speakers in the Philippines, particularly along the Magat and upper Cagayan rivers in the Region II provinces of Nueva Vizcaya and Isabela and by overseas migrants to countries in Asia, Australia, Canada, Europe, in the Middle East, United Kingdom and the United States. Most Gaddang speakers also speak Ilocano, the lingua franca of Northern Luzon, as well as Tagalog and English. Gaddang is associated with the "Christianized Gaddang" people, and is closely related to the highland tongues of Ga'dang with 6,000 speakers, Yogad, Cagayan Agta with less than 1,000 and Atta with 2,000, and more distantly to Ibanag, Itawis, Isneg and Malaweg.
The Provincias Internas, also known as the Comandancia y Capitanía General de las Provincias Internas, was an administrative district of the Spanish Empire created in 1776 to provide more autonomy for the frontier provinces of the Viceroyalty of New Spain, present-day northern Mexico and the Southwestern United States. The goal of its creation was to establish a unified government in political, military and fiscal affairs. Nevertheless, the Commandancy General experienced significant changes in its administration because of experimentation to find the best government for the frontier region as well as bureaucratic in-fighting. Its creation was part of the Bourbon Reforms and was part of an effort to invigorate economic and population growth in the region to stave off encroachment on the region by foreign powers. During its existence, the Commandancy General encompassed the Provinces of Sonora y Sinaloa, Nueva Vizcaya, Las Californias, Nuevo México, Nuevo Santander, Nuevo Reyno de León, Coahuila and Texas.
Carlos M. Padilla is a Filipino politician from Dupax del Norte, Nueva Vizcaya, Philippines currently serving as the Governor of Nueva Vizcaya. Padilla was elected to his first term as Governor in 2016 and was re-elected in 2019. He previously served as Mayor of Dupax del Norte from 1975 to 1978 and as a three-time representative of Nueva Vizcaya's at-large congressional district from 1987 to 1992, 1995 to 2004, and 2007 to 2016. As a representative, he was also named as a Deputy Speaker in 2001 and again from 2013 to 2016.
