The Office of Civil and Defense Mobilization, created in 1958 originally as Office of Defense and Civilian Mobilization, was an office of the Executive Office of the President of the United States which consolidated the functions of the existing Office of Defense Mobilization and the Federal Civil Defense Administration. [1] [2] [3] The civil defense functions of the office were transferred to the Department of Defense's Office of Civil Defense from August 1, 1961. With its remaining functions, the office was re-designated as the Office of Emergency Planning from September 22, 1961. [4] It eventually was renamed the Office of Emergency Preparedness from October 21, 1968, and abolished on July 1, 1973.

Civil defense or civil protection is an effort to protect the citizens of a state from human-made and natural disasters. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation and recovery. Programs of this sort were initially discussed at least as early as the 1920s and were implemented in some countries during the 1930s as the threat of war and aerial bombardment grew. Civil-defense structures became widespread after authorities recognised the threats posed by nuclear weapons.
The National Communications System (NCS) was an office within the United States Department of Homeland Security charged with enabling national security and emergency preparedness communications using the national telecommunications system. The NCS was disbanded by Executive Order 13618 on July 6, 2012.
Homeland security is an American national security term for "the national effort to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards where American interests, aspirations, and ways of life can thrive" to the "national effort to prevent terrorist attacks within the United States, reduce the vulnerability of the U.S. to terrorism, and minimize the damage from attacks that do occur." Continuity of Operations (COOP) is a United States federal government initiative, required by U.S. Presidential Policy Directive 40 (PPD-40), to ensure that agencies are able to continue performance of essential functions under a broad range of circumstances. PPD-40 specifies certain requirements for continuity plan development, including the requirement that all federal executive branch departments and agencies develop an integrated, overlapping continuity capability, that supports the eight National Essential Functions (NEFs) described in the document.
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle Columbia in the 2003 return-flight disaster.
The Federal Civil Defense Authority was established in the United States Department of Defense (DOD), by DOD Directive 5105.43, May 5, 1972.
Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
The Federal Civil Defense Administration (FCDA) was organized by President Harry S. Truman on December 1, 1950, through Executive Order 10186, and became an official government agency via the Federal Civil Defense Act of 1950 on 12 January 1951. In 1958 the FCDA was superseded by the Office of Civil and Defense Mobilization when President Dwight D. Eisenhower merged the FCDA with the Office of Defense Mobilization.
The National Disaster Medical System (NDMS) is a federally coordinated disaster medical system and partnership of the United States Departments of Health and Human Services (HHS), Homeland Security (DHS), Defense (DOD), and Veterans Affairs (VA). The purpose of the NDMS is to support State, local, Tribal and Territorial authorities following disasters and emergencies by supplementing health and medical systems and response capabilities. NDMS would also support the military and the Department of Veterans Affairs health care systems in caring for combat casualties, should requirements exceed their capacity. The NDMS was established in 1984.
The Office of Civil Defense (OCD) was an agency of the United States Department of Defense from 1961–64. It replaced the Office of Civil and Defense Mobilization. The organization was renamed the Defense Civil Preparedness Agency on May 5, 1972, and was abolished on July 20, 1979, pursuant to Executive Order 12148. Its duties were given to the Federal Emergency Management Agency (FEMA).
United States civil defense refers to the use of civil defense in the history of the United States, which is the organized non-military effort to prepare Americans for military attack and similarly disastrous events. Late in the 20th century, the term and practice of civil defense fell into disuse. Emergency management and homeland security replaced them.
Office of Civilian Defense was a United States federal emergency war agency set up May 20, 1941, by Executive Order 8757 to co-ordinate state and federal measures for protection of civilians in case of war emergency. Its two branches supervised protective functions such as blackouts and special fire protection and "war service" functions such as child care, health, housing, and transportation. It also created the Civil Air Patrol. The agency was terminated by Executive Order 9562 of June 4, 1945. The Office of Civil Defense with similar duties was established later.
The Defense Production Administration (DPA) was an independent agency of the United States government for oversight and control of the defense production programs of the United States during wartime mobilization in the Korean War era.
The Office of Defense Mobilization (ODM) was an independent agency of the United States government whose function was to plan, coordinate, direct and control all wartime mobilization activities of the federal government, including manpower, economic stabilization, and transport operations. It was established in 1950, and for three years was one of the most powerful agencies in the federal government. It merged with other agencies in 1958 to become the Office of Civil and Defense Mobilization (1958–1961).
The Air Forces Northern National Security Emergency Preparedness Directorate, of the First Air Force operates out of its Northern Headquarters at Tyndall Air Force Base, Florida, effective 1 January 2008.
The Administration for Strategic Preparedness and Response (ASPR) is an operating agency of the U.S. Public Health Service within the Department of Health and Human Services that focuses preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. Its functions include preparedness planning and response; building federal emergency medical operational capabilities; countermeasures research, advance development, and procurement; and grants to strengthen the capabilities of hospitals and health care systems in public health emergencies and medical disasters. The office provides federal support, including medical professionals through ASPR’s National Disaster Medical System, to augment state and local capabilities during an emergency or disaster.
Many countries around the world have civil defense organizations dedicated to protecting civilians from military attacks and providing rescue services after widespread disasters. In most countries, civil defense is a government-managed and often volunteer-staffed organization.
Federal Emergency Plan D-Minus was a plan developed by the United States in the 1950s to guide the federal government in the immediate aftermath of a catastrophic nuclear attack. Plan D-Minus was part of the National Plan for Emergency Preparedness, which also included Mobilization Plan C.
