The Office of the Chief Minister and Council of Ministers is a political and bureaucratic office that assists the Council of Ministers of Koshi Province and the Chief Minister of Koshi Province in the leadership of the Council of Ministers and Government. [3] The incumbent Chief Minister is Hikmat Kumar Karki [4] [5] [6] and the current council of ministers is the Third Hikmat Karki cabinet. [7] [8]

Overview

According to the constitution of Nepal, the provinces have been established in the Federal Democratic Republic of Nepal, as provided for in the three-tier government structure. Koshi province is one of the seven provinces in Nepal. [9] There are 14 districts: Bhojpur, Dhankuta, Ilam, Jhapa, Khotang, Morang, Okhaldhunga, Panchthar, Sankhuwasabha, Solukhumbu, Sunsari, Taplejung, Terhathum and Udayapur. There is one metropolitan city and tw sub-metropolitan cities. There are a total of 49 local levels consisting of municipalities and 88 rural municipalities. [10]

After Nepal was transformed into a federal structure and the system of union, state and local government was completed in the year 2017, the three-level elections were completed and the provincial government was formed. The Office of the Chief Minister and Council of Ministers was established on February 2018 [11] with the responsibility for making the service delivery of ministries and offices in the province effective and citizen-friendly, managing and operating the employees working in the province and enhancing good governance. Mandate

The Office's mandate includes the formation, dissolution and alteration of organizational structure of the ministries, the formulation, approval or issue of Bills, Ordinances, and Rules, observation, control, inspection, supervision, coordination, monitoring and evaluation of various ministries and Order and the Protection and Promotion of Human Rights. [14]

The Minister for Industry, Agriculture and Cooperatives is the head of the Ministry of Industry, Agriculture and Cooperatives of the Government of Koshi Province. One of the senior-most officers in the Provincial Cabinet, the minister is responsible for promoting the cooperative sector in national development and adopting policies related to agriculture and land reform, realising the need for land management, formulation implementation and regulation of land management in Koshi Province.

The Ministry of Economic Affairs and Planning is the governmental body of Koshi Province, Nepal, it is responsible for the analysis of the economic situation of the province and the formulation, implementation and regulation of economic policies, the allocation of financial resources at the provincial level, the formulation, implementation and regulation of policies and laws related to financial management and provincial revenue.

The Second Uddhav Thapa cabinet is the current and 6th provincial government of Koshi Province. It was formed after Uddhav Thapa was sworn in as Chief Minister of Koshi Province on 2 August 2023.

Kedar Karki is a Nepalese politician and member of Provincial Assembly. Karki had served as the Chief Minister of Koshi Province since 15 October 2023. He is also serving as member of Koshi Provincial Assembly having been elected from Morang 6 (B).

The Ministry of Water, Irrigation and Energy is the governmental body of Koshi Province, Nepal, responsible for managing drinking water, irrigation, electricity, water-borne disasters at the Provincial level.

The 2nd Koshi Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 56 constituency seats in which members are elected through direct elections and 36 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly commenced from 1 January 2023.

The Second Hikmat Karki cabinet was the 7th provincial government of Koshi Province. It was formed after Hikmat Kumar Karki was sworn in as Chief Minister of Koshi Province on 8 September 2023 as previous Chief minister, Uddhav Thapa–led governments was unconstitutional.

The chief minister of the Koshi Province is the head of government of Koshi Province. The chief minister is appointed by the governor of the province according to Article 167 of the Constitution of Nepal. The chief minister remains in office for five years or until the provincial assembly is dissolved, and is subject to no term limits, given that they have the confidence of the assembly.

The Ministry of Social Development is a governmental body of Koshi Province responsible for the welfare of the society and does all social development work. Its purpose is to take care of the development work related to the social development of the society.

The Kedar Karki cabinet was the 8th provincial government of Koshi Province. It was formed after Kedar Karki was sworn in as Chief Minister of Koshi Province on 15 October 2023.

Indira Thapa is a Nepalese politician and member of the Nepali Congress Party. Thapa is currently serving as the Minister of State for Economic Affairs and Planning of Koshi Province since 9 February 2024. She is currently serving as a member of the 2nd Koshi Provincial Assembly. In the 2022 Nepalese provincial election she was elected as a proportional representative from the Khas people category.

The Ministry of Physical Infrastructure Development is a governmental body of Koshi Province, Nepal mainly responsible for the construction and development of basic physical infrastructure including roads, bridges, buildings and urban development.

Sunita Kumari Gurung is a Nepalese politician and member of the Nepali Congress Party. Gurung is currently serving as the Minister of State for Internal Affairs and Law of Koshi Province since 9 February 2024. She is currently serving as a member of the 2nd Koshi Provincial Assembly. In the 2022 Nepalese provincial election she was elected as a proportional representative from the Indigenous people category.

The Third Hikmat Karki cabinet is the current and 9th provincial government of Koshi Province. It was formed after Hikmat Kumar Karki was sworn in as Chief Minister of Koshi Province on 9 May 2024.

Ram Bahadur Ranamagar is a Nepalese politician, belonging to the CPN. He is currently serving as the Minister for Economic Affairs and Planning of Koshi Province since 9 May 2024. Ranamagar has been serving as a member of the Koshi Provincial Assembly from Ilam 2(B) constituency since 2017.

Rajendra Karki is Nepalese politician, belonging to the Communist Party of Nepal Party. He is currently serving as the Minister for Health in the Government of Koshi Province. Karki had served as the Minister for Social Development in Kedar Karki's cabinet from 9 February to 8 April 2024.
