Ogtay Gulaliyev is an Azerbaijani human rights activist. His organization, Kur Civic Society, provides assistance for people affected by environmental disasters. [1] [2]

Oqtay Gulaliyev was born in 1975 in Baku, Azerbaijan, USSR. In 1998 he graduated from the Academy of State Service under the Presidential Administration, worked as lawyer. In 2010 he went into human rights protection activity when he came into contact with flood-hit residents of Sabirabad region. In 2010 Gulaliyev headed headquarters of civil society «Kura» that dealt with human rights protection of flood- hit population on rivers Kura and Arax in May–June 2010.

In April 2012, he was arrested during a meeting in Sabirabad Rayon. Initially charged with "swearing in a public place", the charges were later upgraded to "active resistance to authorities' legal orders" and "incitement to mass riots and to violence against citizens". [3] Gulaliyev later stated that while in custody, he was beaten by police officers. On 2 May, a prison doctor recommended surgery for a problem with Gulaliyev's intestines; when Gulaliyev requested that his personal doctor be allowed to be present, prison officials refused permission for the surgery. [4]

In 2013, Gulaliyev took on leadership of the press-center of opposition candidate from the National Council of Democratic Forces, Jamil Hasanli.[ citation needed ]

The Parliamentary Assembly of the Council of Europe called his case "arbitrary detention and judicial harassment". [1] The International Federation for Human Rights and World Organisation Against Torture began a letter-writing campaign on his behalf, calling on authorities to immediately release Gulaliyev and impartially investigate his allegations of torture. [3] Front Line Defenders also condemned the charges against him. [4] Amnesty International designated him a prisoner of conscience, "targeted in response to his work as a human rights defender". [5] Human Rights Watch dismissed the charges against him as "spurious". [6]

Gulaliyev was released on 13 June 2012. [7] In June 2016 Ogtay was banned from leaving the country. He reported this to the Institute for Reporters’ Freedom and Safety and that he was told he was wanted by Sabirabad Regional Police. [8]

Ogtay Gyulalyev was the first to expose the Terter case of mass torture and continued to investigate and expose it, despite the threats he received. [9] On October 29, 2019 when Ogtay Gulaliyev was crossing a street after anti- torture campaign press-conference he was hit by a car. The human rights protection activist had skull fracture and brain injury. After he was brought to the hospital, he did not receive medical assistance for 17 hours and fell into coma. [10] His family later tried to file a lawsuit against the doctors treating Gyulalyev for "negligence", but the Azerbaijani prosecutor's office repeatedly refused to open a criminal case against the doctors, hence the family had to file a claim against the actions of the prosecutor's office, which was subsequently dismissed by the court of appeals. [9]

On recommendation of Turkish physicians, on November 6 Gulaliyev was taken to the Istanbul clinic. The Heydar Aliyev Fund undertook to pay for Gulaliyev's treatment. [11]

Human rights in Egypt are guaranteed by the Constitution of the Arab Republic of Egypt under the various articles of Chapter 3. The country is also a party to numerous international human rights treaties, including the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights. However, the state of human rights in the country has been criticized both in the past and the present, especially by foreign human rights organizations such as Amnesty International and Human Rights Watch. As of 2022, Human Rights Watch has declared that Egypt's human rights crises under the government of President Abdel Fattah al-Sisi, is "one of its worst ... in many decades", and that "tens of thousands of government critics, including journalists, peaceful activists, and human rights defenders, remain imprisoned on abusive 'terrorism' charges, many in lengthy pretrial detention." International human rights organizations, such as the aforementioned HRW and Amnesty International, report that as of January 2020, there are some 60,000 political prisoners in Egypt. Other complaints made are of authorities harassing and detaining "relatives of dissidents abroad" and use of "vague 'morality' charges to prosecute LGBT people, female social media influencers, and survivors of sexual violence". The Egyptian government has frequently rejected such criticism, denying that any of the prisoners it holds are political prisoners.

Jabbar Savalan is an Azerbaijani blogger and political activist. On 4 May 2011, he was sentenced to two and half years in prison on charges of dealing drugs. The Azerbaijani government defended the ruling, but the European parliament and several human rights groups such as Amnesty International alleged the charges were fabricated and part of a pattern of framing government dissidents to silence them. He received a presidential pardon on 26 December 2011.

Ali Hasan Alqudaihi is an 11-year-old Bahraini boy who was arrested for allegedly participating in an "illegal" protest during his country's national uprising. Alqudaishi was arrested on 14 May 2012 and released without bail during a trial about one month later. On 5 July the court handed verdict allowing him to stay home while a social worker monitored him for a year. However, charges were not dropped.

After Novruzali Mammadov died in custody, Hilal Mamedov became a second community leader for the Talysh people. He is also known as the author of the meykhana video Ty kto takoy? Davay, do svidaniya! which became an Internet meme both in Azerbaijan and Post-Soviet states.

Heydar Aliyev's cult of personality, also known as Heydarism, became a significant part of Azerbaijani politics and society after he came to power in 1993 and continuing after his death in 2003, when his son Ilham Aliyev succeeded him. Aliyev, a former Soviet politburo member and the leader of Soviet Azerbaijan from 1969 to 1987, became the President of Azerbaijan in 1993. He then began to carefully design an autocratic system, with heavy reliance on family and clan members, oil revenues and patronage.

Most Azerbaijanis receive their information from mainstream television, which is unswervingly pro-government and under strict government control. According to a 2012 report of the NGO "Institute for Reporters’ Freedom and Safety (IRFS)" Azerbaijani citizens are unable to access objective and reliable news on human rights issues relevant to Azerbaijan and the population is under-informed about matters of public interest.

Leyla Islam qizi Yunusova, better known as Leyla Yunus, is an Azerbaijani human rights activist who serves as the director of Institute of Peace and Democracy, a human rights organisation. She is particularly known for her work helping citizens affected by forced evictions in Baku, on whose behalf she organized several small protests. In July 2014, the Azerbaijani authorities jailed Yunus under allegations of fraud and tax evasion, which are charges widely regarded as dubious. After being sentenced to 8.5 years in jail on 13 August 2015, Leyla Yunus was released on grounds of her deteriorating health on 9 December 2015, with a court converting her sentence into a suspended one.

Arif Yunusov, also known as Arif Yunus, is an Azerbaijani author, historian, and human rights activist. He is the head of the Department of Conflict and Migration of the Institute of Peace and Democracy. Arif Yunusov along with his wife Leyla are supporters of a peaceful resolution to the Nagorno-Karabakh conflict between Armenia and Azerbaijan. On 28 April 2014, Arif Yunusov and his wife Leyla were jailed on charges of extortion and treason for allegedly spying for Armenia. After being detained, Arif Yunusov was sentenced to 7 years in jail; his wife, Leyla Yunus, was sentenced to 8.5 years in jail. Their sentences were suspended 15 months later and the couple was allowed to leave for the Netherlands.

Azerbaijan has been a member of the Council of Europe, an international organization that focuses on strengthening democracy and human rights, since 2001. As a member, it has attracted attention for holding political prisoners, low implementation of verdicts of the European Court of Human Rights (ECtHR), and bribing Council of Europe parliamentarians to suppress negative information about its human rights record. In 2017, the Committee of Ministers launched the first ever infringement proceeding against Azerbaijan after it refused to release opposition politician Ilgar Mammadov after a 2014 ECtHR verdict that his imprisonment was unlawful. There has also been criticism of Azerbaijan's continued membership by those who believe its lack of human rights protection undermines the credibility of the Council of Europe.
