All cargo vessels where MARPOL Convention is applicable must have an oil record book in which the officer responsible will record all oil or sludge transfers and discharges within the vessel. This is necessary for authorities to be able to monitor if a vessel's crew has properly disposed of their oil discharges at sea. [1]
Each oil tanker of 150 gross tons and above, ship of 400 gross tons and above other than an oil tanker, and crewed fixed or floating drilling rig or other platform shall maintain an Oil Record Book Part I (Machinery Space Operations). [2] An oil tanker of 150 gross tons and above or a non-oil tanker that carries 200 cubic meters or more of oil in bulk, shall also maintain an Oil Record Book Part II (Cargo/Ballast Operation). [3]
In every entry the chief engineer must record tank number, location, type of oil, description of operation, and quantity. For every operation a combined numerical and letter coding is applied. MEPC.187(59) describes the codes applicable as from 1 January 2011.
According with revised MEPC.1/Circ736/Rev.2, issued 6 October 2011, additional amendments to oil record book entries have been implemented by IMO.

An electronic alternative to handwritten oil record book is used on board vessels of all sizes. Marine electronic oil record books must meet the specific reporting requirements of IMO, SOLAS and flag states. Manually inserted information is normally combined with data recorded from the vessel's instruments and sensors, such as GPS data (time and position), flow-meters and tank gauges. [4]
A double-hulled tanker refers to an oil tanker which has a double hull. They reduce the likelihood of leaks occurring compared to single-hulled tankers, and their ability to prevent or reduce oil spills led to double hulls being standardized for oil tankers and other types of ships including by the International Convention for the Prevention of Pollution from Ships or MARPOL Convention. After the Exxon Valdez oil spill disaster in Alaska in 1989, the US government required all new oil tankers built for use between US ports to be equipped with a full double hull.
The International Convention for the Prevention of Pollution from Ships, 1973 as modified by the Protocol of 1978, or "MARPOL 73/78" is one of the most important international marine environmental conventions. It was developed by the International Maritime Organization with an objective to minimize pollution of the oceans and seas, including dumping, oil and air pollution.
MT Petali is an Aframax crude oil tanker. Formerly known as Mastera for almost two decades and briefly as Mikines in early 2022 and Alma until September 2023, she and her sister ship Tempera were the first ships to utilize the double acting tanker (DAT) concept in which the vessel is designed to travel ahead in open water and astern in severe ice conditions. The icebreaking tanker was built to transport crude oil year-round from the Russian oil terminal in Primorsk to Neste Oil refineries in Porvoo and Naantali.
La Noumbi is a floating production storage and offloading (FPSO) unit operated by Perenco. The vessel, converted from the former Finnish Aframax crude oil tanker Tempera by Keppel Corporation, will replace an older FPSO unit in the Yombo field off the Republic of Congo in 2018.
Crude oil washing (COW) is washing out the residue from the oil tanker using the crude oil cargo itself, after the cargo tanks have been emptied. Crude oil is pumped back and preheated in the slop tanks, then sprayed back via high pressure nozzles in the cargo tanks onto the walls of the tank. Due to the sticky nature of the crude oil, the oil clings to the tank walls, and such oil adds to the cargo 'remaining on board'. By COWing the tanks, the amount of ROB is significantly reduced, and with the current high cost of oil, the financial savings are significant, both for the Charterer and the Shipowner. If the cargo ROB is deemed as 'liquid and pumpable' then the charterers can claim from the owner for any cargo loss for normally between 0.3% up to 0.5%. It replaced the load on top and seawater washing systems, both of which involved discharging oil-contaminated water into the sea. MARPOL 73/78 made this mandatory equipment for oil tankers of 20,000 tons or greater deadweight.
An oily water separator (OWS) (marine) is a piece of equipment specific to the shipping or marine industry. It is used to separate oil and water mixtures into their separate components. This page refers exclusively to oily water separators aboard marine vessels. They are found on board ships where they are used to separate oil from oily waste water such as bilge water before the waste water is discharged into the environment. These discharges of waste water must comply with the requirements laid out in Marpol 73/78.
An oil tanker, also known as a petroleum tanker, is a ship designed for the bulk transport of oil or its products. There are two basic types of oil tankers: crude tankers and product tankers. Crude tankers move large quantities of unrefined crude oil from its point of extraction to refineries. Product tankers, generally much smaller, are designed to move refined products from refineries to points near consuming markets.
Cruise ships carrying several thousand passengers and crew have been compared to “floating cities,” and the volume of wastes that they produce is comparably large, consisting of sewage; wastewater from sinks, showers, and galleys (graywater); hazardous wastes; solid waste; oily bilge water; ballast water; and air pollution. The waste streams generated by cruise ships are governed by a number of international protocols and U.S. domestic laws, regulations, and standards, but there is no single law or rule. Some cruise ship waste streams appear to be well regulated, such as solid wastes and bilge water. But there is overlap of some areas, and there are gaps in others.
In the United States, several federal agencies and laws have some jurisdiction over pollution from ships in U.S. waters. States and local government agencies also have responsibilities for ship-related pollution in some situations.
Oil tankers generally have from 8 to 12 tanks. Each tank is split into two or three independent compartments by fore-and-aft bulkheads. The tanks are numbered with tank one being the forwardmost. Individual compartments are referred to by the tank number and the athwartships position, such as "one port", "three starboard", or "six center."
The environmental effects of shipping include air pollution, water pollution, acoustic, and oil pollution. Ships are responsible for more than 18% of nitrogen oxides pollution, and 3% of greenhouse gas emissions.
The cargo control room, CCR, or cargo office of a tankship is where the person in charge (PIC) can monitor and control the loading and unloading of the ship's liquid cargo. Prevalent on automated vessels, the CCR may be in its own room, or located on the ship's bridge. Among other things, the equipment in the CCR may allow the person in charge to control cargo and stripping pumps, control and monitor valve positions, and monitor cargo tank liquid levels.
A magic pipe is a surreptitious change to a ship's oily water separator (OWS), or other waste-handing equipment, which allows waste liquids to be discharged in contravention of maritime pollution regulations. Such equipment alterations may allow hundreds of thousands of gallons of contaminated water to be discharged untreated, causing extensive pollution of marine waters.
A white box system is a mechanical system installed in the engine room of a ship for controlling and monitoring the engine room bilge water discharge from the vessel.
The Oil Pollution Act of 1973 or Oil Pollution Act Amendments of 1973, 33 U.S.C. Chapter 20 §§ 1001-1011, was a United States federal law which amended the United States Statute 75 Stat. 402. The Act of Congress sustained the United States commitment to control the discharge of fossil fuel pollutants from nautical vessels and to acknowledge the embargo of coastal zones in trans-boundary waters.
An oil water separator (OWS) is a piece of equipment used to separate oil and water mixtures into their separate components. There are many different types of oil-water separator. Each has different oil separation capability and are used in different industries. Oil water separators are designed and selected after consideration of oil separation performance parameters and life cycle cost considerations. "Oil" can be taken to mean mineral, vegetable and animal oils, and the many different hydrocarbons.
Marpol Annex I is the first implementation made by Marpol 73/78, one of the most important international marine environmental conventions. The convention was designed to minimize pollution of the seas from ships. The objective of the convention is to preserve the marine environment through the complete elimination of pollution by oil and other harmful substances and the minimization of accidental discharge of such substances. The Marpol Annex I began to be enforced on October 2, 1983, and it details the prevention of pollution by oil and oily water.
An oil content meter (OCM) is an integral part of all oily water separator (OWS) systems. Oil content meters are also sometimes referred to as oil content monitors, bilge alarms, or bilge monitors.
Oil discharge monitoring equipment (ODME) is based on a measurement of oil content in the ballast and slop water, to measure conformance with regulations. The apparatus is equipped with a GPS, data recording functionality, an oil content meter and a flow meter. By use of data interpretation, a computing unit will be able to allow the discharge to continue or it will stop it using a valve outside the deck.
Port reception facilities are a place that international shipping ports must provide to collect residues, oily mixtures, and garbage generated from an ocean-going vessel. contaminants generated by ships cannot be discharged directly to the ocean. According to MARPOL 73/78 they must be collected by the Port reception facilities all around the world. The Port reception facility must be able to receive dirty oil and other contaminants, and also provide quick and efficient services.
