In Belgium, an ordinance (Dutch : ordonnantie; French : ordonnance) is a form of legislation passed by the Brussels Parliament in exercise of its regional competences and by the United Assembly of the Common Community Commission. In principle, ordinances have the same legal force as laws and decrees, but the Federal Government has the authority to suspend ordinances if, in its view, it could jeopardise the role of Brussels as the capital of Belgium or the international role of Brussels, sometimes seen as the "capital of the European Union".
Brussels, officially the Brussels-Capital Region, is a region of Belgium comprising 19 municipalities, including the City of Brussels, which is the capital of Belgium. The Brussels-Capital Region is located in the central portion of the country and is a part of both the French Community of Belgium and the Flemish Community, but is separate from the Flemish Region and the Walloon Region, located less than 4 kilometres (2.5 mi) to the south. Historically Dutch-speaking, Brussels saw a language shift to French from the late 19th century. Nowadays, the Brussels-Capital Region is officially bilingual in French and Dutch, although French is the majority language and lingua franca. Brussels is also increasingly becoming multilingual. English is spoken widely and many migrants and expatriates speak other languages as well.
The politics of Belgium take place in the framework of a federal, representative democratic, constitutional monarchy. The King of the Belgians is the head of state, and the prime minister of Belgium is the head of government, in a multi-party system. Executive power is exercised by the government. Federal legislative power is vested in both the government and the two chambers of parliament, the Senate and the Chamber of Representatives. The federation is made up of (language-based) communities and (territorial) regions. Philippe is the seventh and current King of the Belgians, having ascended the throne on 21 July 2013.
Flemish Brabant is a province of Flanders, one of the three regions of Belgium. It borders on the Belgian provinces of Antwerp, Limburg, Liège, Walloon Brabant, Hainaut and East Flanders. Flemish Brabant also surrounds the Brussels-Capital Region. Its capital is Leuven. It has an area of 2,118 km2 (818 sq mi) which is divided into two administrative districts containing 65 municipalities. As of January 2024, Flemish Brabant had a population of over 1.19 million.
Belgium is a federal state comprising three communities and three regions that are based on four language areas. For each of these subdivision types, the subdivisions together make up the entire country; in other words, the types overlap.
The Kingdom of Belgium is divided into three regions. Two of these regions, Flanders and Wallonia, are each subdivided into five provinces. The third region, Brussels, does not belong to any province, nor is it subdivided into provinces. Instead, it has amalgamated both regional and provincial functions into a single "Capital Region" administration.
Belgium comprises 581 municipalities, 300 of them grouped into five provinces in Flanders and 262 others in five provinces in Wallonia, while the remaining 19 are in the Brussels Capital Region, which is not divided in provinces. In most cases, the municipalities are the smallest administrative subdivisions of Belgium, but in municipalities with more than 100,000 inhabitants, on the initiative of the local council, sub-municipal administrative entities with elected councils may be created. As such, only Antwerp, having over 500,000 inhabitants, became subdivided into nine districts. The Belgian arrondissements, an administrative level between province and municipality, or the lowest judicial level, are in English sometimes called districts as well.
Ordinance may refer to:
The Flemish Parliament constitutes the legislative power in Flanders for matters which fall within the competence of Flanders, both as a geographic region and as a cultural community of Belgium.
The Parliament of Wallonia, or the Walloon Parliament in the decrees, is the legislative body of Wallonia, one of the three self-governing regions of Belgium. The parliament building, the former Hospice Saint-Gilles, is situated in Namur, the capital of Wallonia, at the symbolic confluence of the Meuse and the Sambre, the two main rivers of the most inhabited parts of Wallonia, the Sillon industriel. On the other side of the Meuse, facing the Parliament, is the Élysette, the seat of the Government of Wallonia.
The Parliament of the Brussels-Capital Region is the governing body of the Brussels-Capital Region, one of the three regions of Belgium. It is also known as the Brussels Regional Parliament.
The Flemish Community Commission is the local representative of the Flemish authorities in the Brussels-Capital Region, one of the three regions of Belgium. The VGC depends on the Flemish Parliament, and its council is made up by the members of the Dutch linguistic group of the Brussels Parliament, whereas its executive is made up of the two Flemish ministers and the Flemish secretary of the Brussels-Capital Government.
In Belgium, there are 27 municipalities with language facilities, which must offer linguistic services to residents in Dutch, French, or German in addition to their single official languages. All other municipalities – with the exception of those in the bilingual Brussels region – are monolingual and offer services only in their official languages, either Dutch or French.
Bpost, also known as the Belgian Post Group, is the Belgian company responsible for the delivery of national and international mail. The Belgian Post Group is one of the largest civilian employers in Belgium. The Arrondissement of Brussels-Capital is the only administrative arrondissement in the Brussels-Capital Region of Belgium. Because it is the only administrative arrondissement in the Brussels Region, its territory coincides with that of the latter.
The Common Community Commission is responsible for Brussels community matters that are common to both the French Community and the Flemish Community and for institutions that fall within the competencies of the Communities but do not belong exclusively to either Community in the Brussels-Capital Region of Belgium. Examples of this include the bilingual hospitals in the Brussels Region.
