District boundaries have changed over time. Therefore, senators before 2021 may not represent the same constituency as today. From 1993 until 2003, the district covered parts of Southern Oregon; from 2003 until 2013, it moved to the greater Gresham area; and from 2013 until 2023, it grew to encompass Troutdale.
The current district is very similar to its previous iterations. Its southern border has shifted slightly to follow SE 190th Drive and the Mt. Hood Highway to Multnomah County's southern border with Clackamas County.

Multnomah County is one of the 36 counties in the U.S. state of Oregon. As of the 2020 census, the county's population was 815,428. Multnomah County is part of the Portland–Vancouver–Hillsboro, OR–WA metropolitan statistical area. Though smallest in area, Multnomah County is the state's most populous county. Its county seat, Portland, is the state's largest city.
Troutdale is a city in Multnomah County, Oregon, United States, immediately north of Gresham and east of Wood Village. As of the 2020 census, the city population was 16,300. The city serves as the western gateway to the Historic Columbia River Highway, the Mount Hood Scenic Byway, and the Columbia River Gorge. It is approximately 12 miles (19 km) east of Portland.
The Portland metropolitan area is a metro area with its core in the U.S. states of Oregon and Washington. It has 5 principal cities the largest being Portland, Oregon. The U.S. Office of Management and Budget (OMB) identifies it as the Portland–Vancouver–Hillsboro, OR–WA Metropolitan Statistical Area, a metropolitan statistical area used by the United States Census Bureau (USCB) and other entities. The OMB defines the area as comprising Clackamas, Columbia, Multnomah, Washington, and Yamhill Counties in Oregon, and Clark and Skamania Counties in Washington. The area had a population of 2,512,859 at the 2020 census, an increase of over 12% since 2010.
Oregon's 3rd congressional district covers most of Multnomah County, including Gresham, Troutdale, and most of Portland east of the Willamette River. It also includes the northeastern part of Clackamas County and all of Hood River County. Generally, most of Portland east of the Willamette River is in the 3rd District.
