Osbert Richard Frederick (born in All Saints,Antigua and Barbuda) is an Antiguan and Barbudan politician. [1] He was appointed senator by Prime Minister Gaston Browne. After his appointment,he was elected the Deputy senate president in the Upper House of Parliament in Antigua and Barbuda. [2]
Osbert Richard Frederick was born in All Saints,Antigua and Barbuda. He attended the Antigua Seventh Day Adventist School where he completed his secondary school education. After his secondary education he attended University of the Virgin Islands in 1988 where he obtained his BSc and MSc in Tourism and Hospitality Management. [3]
Frederick lost his first election when he contested the All Saints East and St. Luke seat for the Antigua Labour Party in the 2009 general election of Antigua and Barbuda,losing to Chester Hughes of the United Progressive Party. He was appointed senator in 2014 by prime minister Gaston Browne during the 2014 general elections of Antigua and Barbuda. [4]
During the first sitting of the Upper House of Parliament in Antigua and Barbuda he was appointed deputy senate president. In 2018,he was re-appointed as senator. [5]
On 18 November 2024,he became the Speaker of the House of Representatives after resigning on 14 November. [6] [7]

Sir Lester Bryant Bird was an Antiguan politician and athlete who served as the second prime minister of Antigua and Barbuda from 1994 to 2004. Speaker of the House of Representatives of Antigua and Barbuda is the presiding officer in the House of Representatives of Antigua and Barbuda. Prior to conducting any other business,the House must elect a Speaker at its first session following a general election. If the position of Speaker becomes vacant at any point before the next dissolution of Parliament,the House must elect a replacement as soon as is practically possible. The Speaker may be chosen from among House members or from among individuals who are not House members but are eligible to serve in that capacity. Before conducting any other business other than electing the Speaker during the first meeting following a general election,the House shall elect a member to serve as Deputy Speaker. If the position of Deputy Speaker becomes vacant at any point prior to the next dissolution of Parliament,the House shall,as soon as is practically possible,elect another member to fill the vacancy. A minister or parliamentarian cannot be elected as the speaker or deputy speaker of the house by the house. When the position of Speaker is open,the House may not conduct any business.
