P. B. Abeykoon, PC is the former Permanent Secretary to the President of Sri Lanka (also known as the President's Secretary). [1]
He obtained a Special Degree in Economics from University of Kelaniya in 1980 and a Diploma in Agriculture from the School of Agriculture, Kundasale in 1981 & his Masters in Development Management (MOM) from the Asian Institute of Management (AIM) Manila, the Philippines in 1995. He is an Attorney in the Supreme Court of Sri Lanka.
Abeykoon joined the Sri Lanka Administrative Service in 1982 and started his career as an Assistant Government Agent, at Gomarankadawela (Trincomalee District). Then he moved to the Department of Immigration & Emigration and worked as an Assistant Controller and later Deputy Controller. Subsequently, he was appointed as the deputy director, Combined Services Department, Ministry of Public Administration and Home Affairs where he served till 2000.
From 2004 to 2005 he functioned as the Commissioner General, Department of Registration of Persons, Colombo and from 2005 to 2010 as the Controller General, Department of Immigration & Emigration. As Controller General.
He is married with three children, two sons and a daughter.
A permanent secretary is the most senior civil servant of a department or ministry charged with running the department or ministry's day-to-day activities. Permanent secretaries are the non-political civil service chief executives of government departments or ministries, who generally hold their position for a number of years at a ministry as distinct from the changing political secretaries of state to whom they report and provide advice. The role originated in the civil service of the United Kingdom and has been adopted in several Commonwealth countries as well as other countries influenced by the Westminster system.

Hamilton Shirley Amerasinghe, CCS was a Sri Lankan diplomat and civil servant. He was High Commissioner to India and concurrently Ambassador to both Nepal and Afghanistan (1963–1967) and Permanent Secretary of the Ministry of Finance and Treasury and the Ministry of Health. Amerasinghe served as Ceylon's Permanent Representative to the United Nations 1967 to 1980 and served as President of the United Nations General Assembly in 1976. He was also one of the leaders of the negotiations to draft the United Nations Convention on the Law of the Sea.
The Presidential Secretariat is the office of the President of Sri Lanka. It provides the administrative and institutional framework for exercising the duties, responsibilities and powers vested in the President by the Constitution. The Presidential Secretariat is located in the Old Parliament Building in Colombo.

The Attorney General's Department is a non-ministerial government department in Sri Lanka that supports the attorney general and his/her deputy the solicitor general. The department is headed by the attorney general and comes under the purview of the Ministry of Justice. The office of "Attorney General" was formally adopted in the year 1884.
Ronald Joseph Godfrey de Mel was a Sri Lankan civil servant and politician. He served as the Minister of Finance under President J. R. Jayewardene's government from 1977 to 1988 and was instrumental in the establishment of the free market economy in Sri Lanka. He was also the longest serving finance minister of Sri Lanka. De Mel served as a Member of Parliament on multiple occasions, first from the Devinuwara District from 1970 to 1989, then from the Matara District from 1994 to 2000, and finally as a National list member of Parliament from 2000 to 2004. He also served as a Senior Adviser to President Mahinda Rajapaksa. Although he was a self-described socialist, de Mel has been credited with introducing capitalism and capitalist reforms to Sri Lanka's economy. He left a lasting mark on Sri Lanka's economy and political life, as recognized by national leaders at his funeral.
James Aubrey Martensz was a Ceylonese lawyer and statesmen. Following a successful legal practice, Martensz was appointed a member of the first Parliament of Ceylon, before stepping down to serve as Ceylon's first High Commissioner in Australia.
Andrew Edgar Francis Metcalfe, is a former senior Australian public servant and policymaker who was Secretary of the Department of Agriculture, Fisheries and Forestry until 4 August 2023 when he retired. He is a Fellow of the Institute of Public Administration Australia and Fellow of the Australian Institute of Management. He was a Partner at Ernst and Young, Canberra in its Government and Public Sector team from 2014-19. Metcalfe was appointed by Attorney-General Mark Dreyfus QC MP to the role of lead reviewer of the Family Relationships Services Program on 15 November 2023, with a 30 June 2024 deadline by which to complete the review.
The Ministry of Agriculture is the central government ministry of Sri Lanka responsible for agriculture. The ministry is responsible for formulating and implementing national policy on home affairs and other subjects which come under its purview. The current Minister of Agriculture is President Anura Kumara Dissanayake. The ministry's secretary is B. Wijayaratne.
Mohamed Mujithaba Mohamed Najim is the fourth Vice Chancellor of the South Eastern University of Sri Lanka since June 2015. He is the youngest Vice Chancellor appointed to the South Eastern University of Sri Lanka. He is a Professor in Environmental Conservation and Management attached to the Department of Zoology and Environmental Management, University of Kelaniya and has done extraordinary service to Sri Lanka as an Environmentalist. He was awarded many presidential awards for the scientific research he has done on water resources management.

Leslie Simon Bernard Perera, CCS was a Sri Lankan civil servant. A career officer of the Ceylon Civil Service, he was the Permanent Secretary of the Ministry of Health and the Ministry of Cultural Affairs and Social Services as Director Civil Aviation, he played a major role in the formation of Air Ceylon. Later he served as High Commissioners of Sri Lanka to Canada.
Deshamanya Nissanka Wijewardane was a former Sri Lankan civil servant and diplomat. He was the former Permanent Representative of Sri Lanka to the United Nations.
