The Pacific Council on International Policy is an independent, non-partisan, membership-based organization dedicated to global engagement. Founded in 1995 in partnership with the Council on Foreign Relations and the University of Southern California, the Pacific Council is a 501c(3) non-profit organization. It is headquartered in Los Angeles, California. Its activities include events and conferences, policy-focused task forces, and international delegations. [1]

Organization

The Pacific Council is “committed to building the capacity of Los Angeles and California for impact on global issues, discourse, and policy.” [2] The Council connects a network of people from different industries to engage in foreign policy discourse and effect change on international issues. The Council convenes virtual and in-person events, roundtable discussions, and international delegations, and provides thoughtful foreign policy analysis and commentary in its online Magazine. [3]

Leadership

Duncan Wood, PhD currently serves as the Pacific Council's president and CEO. Richard Goetz, Partner at O'Melveny & Myers LLP, and Robert Lovelace, Vice Chairman at Capital Group Companies, are co-chairs of the Board of Directors, which also includes Ambassador Colleen Bell, Antonia Hernández, and Mel Levine, among others. Abraham F. Lowenthal was the founding president of the Pacific Council. Prominent members of the Pacific Council Board of Directors have included Robert F. Erburu, former chairman of the Times Mirror Co. and founding board chairman of the Pacific Council; former Secretary of State Warren Christopher, who followed Erburu as board co-chair; John Bryson, who served as co-chair with Christopher and later chair of the Pacific Council Board before his appointment as U.S. Secretary of Commerce; former Utah governor and U.S. Ambassador to China Jon M. Huntsman; [4] and former Congressman and House Rules Committee Chairman David Dreier.

Activities

The Pacific Council works with member experts and task forces to host conferences, events, and travel delegations. The Council has hosted a number of influential speakers, including former Secretaries of State Hillary Clinton, John Kerry, and Condoleezza Rice, former President George W. Bush, Los Angeles Mayor Eric Garcetti, former CIA Director Leon Panetta, General James Mattis, Dr. Joseph S. Nye, foreign dignitaries, U.S. ambassadors, members of Congress, and foreign policy experts, among others. [5]

Programs

The Pacific Council encourages thoughtful dialogue on a wide variety of international issues, but focuses on areas where it is poised to have impact both locally and globally. Examples of the Council’s programs are the Mexico Initiative, and the Guantánamo Bay Observer Program. [6]

Delegations

Members often travel abroad on Pacific Council delegations, during which members meet with government officials and business leaders. Previous destinations include Mexico, North Korea, Cuba, Iraq, Afghanistan, South Sudan, Guatemala, China, and France, among many others.

The Pacific Council also organizes task forces to address international policy issues and make policy recommendations. Its U.S.-Mexico Border Security Task Force, led by former DEA Administrator and U.S. Customs and Border Protection Commissioner Robert C. Bonner, recommended that the U.S. Congress and the Obama administration renew a ban on assault weapons, and the task force released a "report card" assessing progress made on previous recommendations. [7] The Council's Climate Change Adaptation Task Force recommended that the state of California create a Climate Risk Council and reported the potential effects of climate change on the California coast. [8]

One task force is a part of the Guantánamo Bay Observer Program. [9] Since 2013, the Pacific Council has held official NGO observer status at GTMO, allowing Pacific Council member experts to observe proceedings at GTMO and report back to the Council. Recommendations made by the Council's GTMO Task Force were included in the FY2018 Defense Bill by Rep. Adam Schiff (D-CA). [10]

Carla Anderson Hills is an American lawyer and former government official. A member of the Republican Party, she previously served as the 5th United States Secretary of Housing and Urban Development under President Gerald Ford from 1975 to 1977 and as the 10th United States Trade Representative under President George H. W. Bush from 1989 to 1993. Hills was the first woman to hold each of those posts, the third woman ever to serve in a presidential cabinet, and the first appointed to both cabinet and cabinet-rank positions. The Pacific Basin Economic Council (PBEC) is an independent business association founded by Weldon B. Gibson in 1967 with the objective of facilitating business in the Asia-Pacific region. It has a rich history of supporting business leaders, academics and Governments across Asia Pacific. It organises and hosts several roundtable dialogue discussions and key events annually as well as provides market intelligence, research papers & policy recommendations on behalf of the APAC business community. It advocates for sustainable & inclusive economic growth through free trade agreements under a fair international rules based system that mitigates climate change & supports societies. The International Secretariat is currently located in Hong Kong and their Chief Executive is Michael Walsh.

The World Affairs Councils of America is a network of 90 autonomous and nonpartisan councils serving 43 states. As of 2023, it has an annual reach of over 200,000 people. It is the largest nonprofit international affairs organization in the United States.

<span class="mw-page-title-main">James M. Lindsay</span> American foreign policy scholar

James M. Lindsay, is the senior vice president, Director of Studies, and Maurice R. Greenberg Chair at the Council on Foreign Relations (CFR) and a leading authority on U.S. foreign policy. He is also the award-winning coauthor of America Unbound: The Bush Revolution in Foreign Policy and former director for global issues and multilateral affairs at the National Security Council. In 2008, he was the principal author of a Department of Defense funded $7.6 million Minerva Research Initiative grant entitled "Climate Change, State Stability, and Political Risk in Africa." He is the author of a CFR blog on American foreign policy, The Water's Edge.

Tonino Picula is a Croatian politician currently serving his fourth term as a Member of the European Parliament for Croatia, having successfully run in 2013, 2014, 2019 and 2024 European elections.. Abu Sufian Ibrahim Ahmed Hamuda Bin Qumu is a citizen of Libya who was held in extrajudicial detention in the United States Guantanamo Bay detention camps, in Cuba. Joint Task Force Guantanamo counter-terrorism analysts report he was born on 26 June 1959, in Derna, Libya.

<span class="mw-page-title-main">Mary Schapiro</span> 29th Chairwoman of the Securities and Exchange Commission

Mary Lovelace Schapiro served as the 29th Chair of the U.S. Securities and Exchange Commission (SEC). She was appointed by President Barack Obama, unanimously confirmed by the U.S. Senate, and assumed the Chairship on January 27, 2009. She is the first woman to be the permanent Chair of the SEC. In 2009, Forbes ranked her the 56th most powerful woman in the world.

Rosina M. Bierbaum is currently the Roy F. Westin Chair in Natural Economics and Research Professor at the University of Maryland's School of Public Policy. She is also a professor and former dean at the University of Michigan School of Natural Resources and Environment (SNRE). She was hired in October 2001, by then-University of Michigan President, Lee Bollinger. She is also the current Chair of The Scientific and Technical Advisory Panel (STAP) that provides independent scientific and technical advice to the GEF on its policies, strategies, programs, and projects.

Maurice Sonnenberg has served as an outside advisor to five Presidential Administrations in the areas of international trade, finance, international relations, intelligence, and foreign election monitoring.

Jerrold D. Green is the Global Advisor to Cedars-Sinai, a Los Angeles based healthcare organization and a Senior Fellow at the UCLA Burkle Center for International Relations. Prior to this he spent 16 years as President and Chief Executive Officer of the Pacific Council on International Policy and a Research Professor of Communication, Business, and International Relations at the University of Southern California. Green was a Partner at Best Associates in Dallas, Texas, a merchant banking firm with global operations. He also occupied senior management positions at the RAND Corporation where he was awarded the RAND Medal for Excellence.

<span class="mw-page-title-main">Alice Hill</span> American judge and climate policy academic

Alice Chamberlayne Hill is an American policy-maker, thought leader, and academic. She currently serves as the David M. Rubinstein senior fellow for energy and the environment at the Council on Foreign Relations. She previously served as a fellow at Stanford University's Hoover Institution. During the Obama administration, she was Special Assistant to the President and Senior Director for Resilience Policy at the National Security Council, leading development of policy regarding national security and climate change, building climate resilience considerations and capabilities into international development and other federal initiatives, and developing national risk-management standards for damaging natural hazards. Prior, she served as Senior Counselor to the Secretary of the Department of Homeland Security, as a federal prosecutor, and judge and supervising judge within the Los Angeles Superior Court.
