Part Thirteen (Part XIII) of the Constitution of Albania is the thirteenth of eighteen parts. [1] Titled Public Finances, it consists of 7 articles.
— Article 155 —
Taxes, fees, and other financial obligations, national and local, reductions or exemptions of certain categories of taxpayers as well as the method of their collection are specified by law. In such cases, the law may not be given retroactive effect.

The State can take and guarantee loans and financial credits when so authorized by law.

1. The budgetary system is composed of the state budget and local budgets.
2. The state budget is created by revenues collected from taxes, fees and other financial obligations as well as from other legitimate revenues. It includes all state expenses.
3. Local bodies define and collect taxes and other obligations as provided by law.
4. State and local bodies are obliged to make public their revenues and expenses.

1. The Prime Minister, on behalf of the Council of Ministers, presents to the Assembly the draft law on the budget during the autumn session, which cannot be closed without approving it.
2. If the draft law is not approved until the beginning of the next financial year, the Council of Ministers implements every month one-twelfth of the budget of the previous year, until the new budget is approved.
3. The Assembly approves the new budget within three months from the last day of the previous financial year, except when extraordinary measures have been decided.
4. The Council of Ministers is obligated to present to the Assembly a report about the implementation of the budget and about the state debt from the previous year.
5. The Assembly takes a final decision after having also listened to the High State Audit report.

Principles and procedures for drafting the draft-budget, as well as for implementing it are defined by law.

1. During the financial year, the Assembly may make changes in the budget.
2. The changes in the budget are made based on defined procedures for drafting and approving it.
3. Expenses foreseen in other laws cannot be reduced as long as these laws are in force.

1. The Central State Bank is the Bank of Albania. It has the exclusive right to issue and circulate the Albanian currency, to independently implement monetary policy, and maintain and administer the exchange reserves of the Republic of Albania.
2. The Bank of Albania is directed by a council, which is chaired by the Governor. The Governor is elected by the Assembly for 7 years, upon proposal of the President of the Republic, with the right of re-election.
Politics in Estonia takes place in a framework of a parliamentary representative democratic republic, whereby the Prime Minister of Estonia is the head of government, and of a multi-party system. Legislative power is vested in the Estonian parliament. Executive power is exercised by the government, which is led by the prime minister. The judiciary is independent of the executive and the legislature. Estonia is a member of United Nations, the European Union, and NATO.
The Government of the Republic of Armenia or the executive branch of the Armenian government is an executive council of government ministers in Armenia. It is one of the three main governmental branches of Armenia and is headed by the Prime Minister of Armenia.
The Constitution of the Italian Republic was enacted by the Constituent Assembly on 22 December 1947, with 453 votes in favour and 62 against. The text, which has since been amended sixteen times, was promulgated in an extraordinary edition of Gazzetta Ufficiale on 27 December 1947. The Constituent Assembly was elected by universal suffrage on 2 June 1946, on the same day as the referendum on the abolition of the monarchy was held. The election was held in all Italian provinces. The Constitution was drafted in 1946 and came into force on 1 January 1948, one century after the Constitution of the Kingdom of Italy, the Statuto Albertino, had been enacted.
The municipalities of Greece are the lowest level of government within the organizational structure of the state. Since the entry into force of the "Kallikratis" reform on 1 January 2011, there are 325 municipalities. Thirteen administrative regions form the second-level unit of government. The regions consist of 74 regional units, which mostly correspond to the old prefectures. Regional units are then divided into municipalities. The new municipalities may be subdivided into municipal units, consisting of the pre-Kallikratis municipalities. These were further subdivided into municipal communities and local communities according to population, but are simply named communities since the entry into force of the "Cleisthenes I" reform on 1 September 2019.
A government budget is a document prepared by the government and/or other political entity presenting its anticipated tax revenues and proposed spending/expenditure for the coming financial year. In most parliamentary systems, the budget is presented to the lower house of the legislature and often requires approval of the legislature. Through this budget, the government implements economic policy and realizes its program priorities. Once the budget is approved, the use of funds from individual chapters is in the hands of government, ministries and other institutions. Revenues of the state budget consist mainly of taxes, customs duties, fees and other revenues. State budget expenditures cover the activities of the state, which are either given by law or the constitution. The budget in itself does not appropriate funds for government programs, which requires additional legislative measures.
The Chairman of the State Duma of the Federal Assembly of the Russian Federation, also called Speaker (спикер), is the presiding officer of the lower house of the Russian parliament. His responsibilities include overseeing the day-to-day business of the State Duma presiding and maintaining order at the regular sessions of the parliament. The Speaker also chairs the Council of the Duma which includes representatives from all the parliamentary parties and determines the legislative agenda.
The Russian Tax Code is the primary tax law for the Russian Federation. The Code was created, adopted and implemented in three stages.
The Constitution of Kosovo, refers to the supreme law of the Republic of Kosovo. Article four of the constitution establishes the rules and separate powers of the three branches of the government. The politics of France take place with the framework of a semi-presidential system determined by the French Constitution of the French Fifth Republic. The nation declares itself to be an "indivisible, secular, democratic, and social Republic". The constitution provides for a separation of powers and proclaims France's "attachment to the Rights of Man and the principles of national sovereignty as defined by the Declaration of 1789."
The Ministry of Finance, abbreviated MOF, is a ministry of the Government of Malaysia that is charged with the responsibility for government expenditure and revenue raising. The ministry's role is to develop economic policy and prepare the Malaysian federal budget. The Ministry of Finance also oversees financial legislation and regulation. Each year in October, the Minister of Finance presents the Malaysian federal budget to the Parliament.
Taxes in Bulgaria are collected on both state and local levels. The most important taxes are collected on state level, these taxes include an income tax, social security, corporate taxes and value added tax. On local level property taxes as well as various fees are collected. All income earned in Bulgaria is taxed on a flat rate of 10%. Employment income earned in Bulgaria is also subject to various social security insurance contributions. In total the employee pays 12.9% and the employer contributes what corresponds to 17.9%. Corporate income tax is also a flat 10%. Value-Added Tax applies at a flat rate of 20% on virtually all goods and services. A lower rate of 9% applies on only hotel services.

The General State Budget (PGE) comprises the spending and revenues of the Spanish central government. The PGE is considered the most important act that a government enacts in a year and determine its policy in most areas, as well as being the basis on which the State's economy will move in that year.
An ordonnateur or commissaire-ordonnateur in the French colonial era was responsible for fiscal matters in a colony, as opposed to the governor, who was responsible for the military. The relationship between the two heads was often tense. Under modern public law, the ordonnateur is a French administrator who authorises collection of revenue and payment of expenses. Typically this is a government minister at the national level, a departmental prefect, the head of a local government or the executive in charge of a state institution such as a university or hospital. The function is separated by law from that of the comptable (accountant), who handles the money.
China's Tax-Sharing Reform in 1994 was a fiscal and taxation system reform initiated by the Chinese government in 1992, prepared and promulgated in 1993, and finally implemented in 1994. The reform was a large-scale adjustment of the tax distribution system and tax structure between the central and local governments, which was regarded as a milestone in the transition of China's fiscal system from planned economy to market economy. The main purpose of the tax-sharing reform is to alleviate the budget deficit since the end of the 1980s. As the reform achieved indeed remarkable results, it yet evoked problems like heavier financial burden of local governments. In order to make ends meet, governments started to let lands which eventually pushed up the land and housing price. Therefore, the tax-sharing reform is considered to be the reason of China's severe land finance.
