Participatory modeling is a purposeful learning process for action that engages the implicit and explicit knowledge of stakeholders to create formalized and shared representation(s) of reality. In this process, the participants co-formulate the problem and use modeling practices to aid in the description, solution, and decision-making actions of the group. Participatory modeling is often used in environmental and resource management contexts. It can be described as engaging non-scientists in the scientific process. The participants structure the problem, describe the system, and create a shared understanding of how the system works. This can further lead to more quantitative analyses, and may sometimes result in a computer model of the system, which is then jointly used to test policy interventions, and propose one or more solutions. Participatory modeling is often used in natural resources management, [1] such as forests [2] or water. [3] [4]
There are numerous benefits from this type of modeling, including a high degree of ownership and motivation towards change for the people involved in the modeling process. It also helps to develop more acceptable solutions and often creates more consensus among the stakeholders involved.
A decision support system (DSS) is an information system that supports business or organizational decision-making activities. DSSs serve the management, operations and planning levels of an organization and help people make decisions about problems that may be rapidly changing and not easily specified in advance—i.e., unstructured and semi-structured decision problems. Decision support systems can be either fully computerized or human-powered, or a combination of both.
Governance is the process of making and enforcing decisions within an organization or society. It encompasses decision-making, rule-setting, and enforcement mechanisms to guide the functioning of an organization or society. Effective governance is essential for maintaining order, achieving objectives, and addressing the needs of the community or members within the organization. Furthermore, effective governance promotes transparency, fosters trust among stakeholders, and adapts to changing circumstances, ensuring the organization or society remains responsive and resilient in achieving its goals. It is the process of interactions through the laws, social norms, power or language as structured in communication of an organized society over a social system. It is done by the government of a state, by a market, or by a network. It is the process of choosing the right course among the actors involved in a collective problem that leads to the creation, reinforcement, or reproduction of acceptable conduct and social order". In lay terms, it could be described as the processes that exist in and between formal institutions.
In planning and policy, a wicked problem is a problem that is difficult or impossible to solve because of incomplete, contradictory, and changing requirements that are often difficult to recognize. It refers to an idea or problem that cannot be fixed, where there is no single solution to the problem; and "wicked" denotes resistance to resolution, rather than evil. Another definition is "a problem whose social complexity means that it has no determinable stopping point". Moreover, because of complex interdependencies, the effort to solve one aspect of a wicked problem may reveal or create other problems. Due to their complexity, wicked problems are often characterized by organized irresponsibility.
Adaptive management, also known as adaptive resource management or adaptive environmental assessment and management, is a structured, iterative process of robust decision making in the face of uncertainty, with an aim to reducing uncertainty over time via system monitoring. In this way, decision making simultaneously meets one or more resource management objectives and, either passively or actively, accrues information needed to improve future management. Adaptive management is a tool which should be used not only to change a system, but also to learn about the system. Because adaptive management is based on a learning process, it improves long-run management outcomes. The challenge in using the adaptive management approach lies in finding the correct balance between gaining knowledge to improve management in the future and achieving the best short-term outcome based on current knowledge. This approach has more recently been employed in implementing international development programs.
Participatory management is the practice of empowering members of a group, such as employees of a company or citizens of a community, to participate in organizational decision making. It is used as an alternative to traditional vertical management structures, which has shown to be less effective as participants are growing less interested in their leader's expectations due to a lack of recognition of the participant's effort or opinion.
Public participation, also known as citizen participation or patient and public involvement, is the inclusion of the public in the activities of any organization or project. Public participation is similar to but more inclusive than stakeholder engagement.
Participatory GIS (PGIS) or public participation geographic information system (PPGIS) is a participatory approach to spatial planning and spatial information and communications management.
Natural resource management (NRM) is the management of natural resources such as land, water, soil, plants and animals, with a particular focus on how management affects the quality of life for both present and future generations (stewardship).
Participatory planning is an urban planning paradigm that emphasizes involving the entire community in the community planning process. Participatory planning emerged in response to the centralized and rationalistic approaches that defined early urban planning work.
Governance is a broader concept than government and also includes the roles played by the community sector and the private sector in managing and planning countries, regions and cities. Collaborative governance involves the government, community and private sectors communicating with each other and working together to achieve more than any one sector could achieve on its own. Ansell and Gash (2008) have explored the conditions required for effective collaborative governance. They say "The ultimate goal is to develop a contingency approach of collaboration that can highlight conditions under which collaborative governance will be more or less effective as an approach to policy making and public management" Collaborative governance covers both the informal and formal relationships in problem solving and decision-making. Conventional government policy processes can be embedded in wider policy processes by facilitating collaboration between the public, private and community sectors. Collaborative Governance requires three things, namely: support; leadership; and a forum. The support identifies the policy problem to be fixed. The leadership gathers the sectors into a forum. Then, the members of the forum collaborate to develop policies, solutions and answers.
DPSIR is a causal framework used to describe the interactions between society and the environment. It seeks to analyze and assess environmental problems by bringing together various scientific disciplines, environmental managers, and stakeholders, and solve them by incorporating sustainable development. First, the indicators are categorized into "drivers" which put "pressures" in the "state" of the system, which in turn results in certain "impacts" that will lead to various "responses" to maintain or recover the system under consideration. It is followed by the organization of available data, and suggestion of procedures to collect missing data for future analysis. Since its formulation in the late 1990s, it has been widely adopted by international organizations for ecosystem-based study in various fields like biodiversity, soil erosion, and groundwater depletion and contamination. In recent times, the framework has been used in combination with other analytical methods and models, to compensate for its shortcomings. It is employed to evaluate environmental changes in ecosystems, identify the social and economic pressures on a system, predict potential challenges and improve management practices. The flexibility and general applicability of the framework make it a resilient tool that can be applied in social, economic, and institutional domains as well.
Participative decision-making (PDM) is the extent to which employers allow or encourage employees to share or participate in organizational decision-making. According to Cotton et al., the format of PDM could be formal or informal. In addition, the degree of participation could range from zero to 100% in different participative management (PM) stages.
Community forestry is an evolving branch of forestry whereby the local community plays a significant role in forest management and land use decision making by themselves in the facilitating support of government as well as change agents. It involves the participation and collaboration of various stakeholders including community, government and non-governmental organisations (NGOs). The level of involvement of each of these groups is dependent on the specific community forest project, the management system in use and the region. It gained prominence in the mid-1970s and examples of community forestry can now be seen in many countries including Nepal, Indonesia, Korea, Brazil, India, Sri Lanka and North America.
Ecosystem management is an approach to natural resource management that aims to ensure the long-term sustainability and persistence of an ecosystem's function and services while meeting socioeconomic, political, and cultural needs. Although indigenous communities have employed sustainable ecosystem management approaches implicitly for millennia, ecosystem management emerged explicitly as a formal concept in the 1990s from a growing appreciation of the complexity of ecosystems and of humans' reliance and influence on natural systems.
Community-based management (CBM) is a bottom up approach of organization which can be facilitated by an upper government or NGO structure but it aims for local stakeholder participation in the planning, research, development, management and policy making for a community as a whole. The decentralization of managing tactics enables local people to deal with the unique social, political and ecological problems their community might face and find solutions ideal to their situation. Overwhelming national or local economic, political and social pressures can affect the efficiency of CBM as well as its long term application. CBM varies across spatial and temporal scales to reflect the ever-changing distinctive physical and/or human environment it is acting within. While the specifics of each practice might differ, existing research maintains that community based management, when implemented properly, is incredibly beneficial not only for the health of the environment, but also for the well-being of the stakeholders.
Geographic information system (GIS) is a commonly used tool for environmental management, modelling and planning. As simply defined by Michael Goodchild, GIS is as "a computer system for handling geographic information in a digital form". In recent years it has played an integral role in participatory, collaborative and open data philosophies. Social and technological evolutions have elevated digital and environmental agendas to the forefront of public policy, the global media and the private sector.
Ocean governance is the conduct of the policy, actions and affairs regarding the world's oceans. Within governance, it incorporates the influence of non-state actors, i.e. stakeholders, NGOs and so forth, therefore the state is not the only acting power in policy making. However, ocean governance is complex because much of the ocean is a commons that is not ‘owned’ by any single person or nation/state. There is a belief more strongly in the US than other countries that the “invisible hand” is the best method to determine ocean governance factors. These include factors such as what resources we consume, what price we should pay for them, and how we should use them. The underlying reasoning behind this is the market has to have the desire in order to promote environmental protection, however this is rarely the case. This term is referred to as a market failure. Market failures and government failures are the leading causes of ocean governance complications. As a result, humankind has tended to overexploit marine resources, by treating them as shared resources while not taking equal and collective responsibilities in caring for them.
Participatory monitoring is the regular collection of measurements or other kinds of data (monitoring), usually of natural resources and biodiversity, undertaken by local residents of the monitored area, who rely on local natural resources and thus have more local knowledge of those resources. Those involved usually live in communities with considerable social cohesion, where they regularly cooperate on shared projects.
Problem structuring methods (PSMs) are a group of techniques used to model or to map the nature or structure of a situation or state of affairs that some people want to change. PSMs are usually used by a group of people in collaboration to create a consensus about, or at least to facilitate negotiations about, what needs to change. Some widely adopted PSMs include
Nature-based solutions is the sustainable management and use of natural features and processes to tackle socio-environmental issues. These issues include for example climate change, water security, food security, preservation of biodiversity, and disaster risk reduction. Through the use of NBS healthy, resilient, and diverse ecosystems can provide solutions for the benefit of both societies and overall biodiversity. The 2019 UN Climate Action Summit highlighted nature-based solutions as an effective method to combat climate change. For example, NBS in the context of climate action can include natural flood management, restoring natural coastal defences, providing local cooling, restoring natural fire regimes.
