The Pathways Programs are a series of programs of the U.S. Office of Personnel Management geared toward inviting talented students and recent graduates into federal employment. The programs were instituted as a result of an executive order signed in 2010, which incorporated both preexisting and new programs. [1]
People selected through the programs are appointed as Schedule D appointments in the excepted service of the United States federal civil service, defined as those where competitive service requirements "make impracticable the adequate recruitment of sufficient numbers". [2]
The Internship Program is for current students. It replaced the Student Career Experience Program (SCEP) and Student Temporary Employment Program (STEP). The new Internship Program provides students in high schools, colleges, trade schools and other qualifying educational institutions with paid opportunities to work in agencies and explore Federal careers while completing their education. SCEP was a subsection of its umbrella program the Student Educational Employment Program which was established on December 16, 1994. [3]
According to the Office of Personnel Management the program offers an extensive and rare opportunity for both the Government Agency and the student. "The Student Educational Employment Program benefits both agencies and students. Agencies can discover first-hand the abilities of a potential employee. In the case of SCEP, agencies can bring well educated graduates into their workforce while at the same time give their managers the ability to evaluate the student's performance in real work situations. Students, on the other hand, can avail themselves of such flexibilities as year round employment and flexible work schedules and assignments. Students in the SCEP gain exposure to public service while enhancing their educational goals and shaping their career choices." Many federal agencies, such as the IRS, have been able to hire employees to do higher-graded work at lower pay levels. [3]
The Recent Graduates Program is for individuals who, within the previous two years (or six years for veterans), graduated from qualifying educational institutions with an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from qualifying educational institutions. [1]
The Presidential Management Fellows Program is the Federal Government's premier leadership development program for candidates who have received an advanced degree such as masters or professional degrees within the preceding two years. [1]
An internship is a period of work experience offered by an organization for a limited period of time. Once confined to medical graduates, internship is used practice for a wide range of placements in businesses, non-profit organizations and government agencies. They are typically undertaken by students and graduates looking to gain relevant skills and experience in a particular field. Employers benefit from these placements because they often recruit employees from their best interns, who have known capabilities, thus saving time and money in the long run. Internships are usually arranged by third-party organizations that recruit interns on behalf of industry groups. Rules vary from country to country about when interns should be regarded as employees. The system can be open to exploitation by unscrupulous employers.
A dietitian, medical dietitian, or dietician is an expert in identifying and treating disease-related malnutrition and in conducting medical nutrition therapy, for example designing an enteral tube feeding regimen or mitigating the effects of cancer cachexia. Many dietitians work in hospitals and usually see specific patients where a nutritional assessment and intervention has been requested by a doctor or nurse, for example if a patient has lost their ability to swallow or requires artificial nutrition due to intestinal failure. Dietitians are regulated healthcare professionals licensed to assess, diagnose, and treat such problems. In the United Kingdom, dietitian is a 'protected title', meaning identifying yourself as a dietitian without appropriate education and registration is prohibited by law.

The excepted service is the part of the United States federal civil service that is not part of either the competitive service or the Senior Executive Service. It provides streamlined hiring processes to be used under certain circumstances.
The competitive service is a part of the United States federal government civil service. Applicants for jobs in the competitive civil service must compete with other applicants in open competition under the merit system administered by the Office of Personnel Management, unlike applicants in the excepted service and Senior Executive Service. There are several hiring authorities for the competitive service, including "traditional" competitive examining, as well as expedited procedures such as Direct Hire Authority and the Veterans Employment Opportunities Act.
Retraining or refresher training is the process of learning a new or the same old skill or trade for the same group of personnel. Retraining is required to be provided on a regular basis to avoid personnel obsolescence due to technological changes and the individuals' memory capacity. This short-term instruction course shall serve to re-acquaint personnel with skills previously learnt or to bring their knowledge or skills up-to-date (latest) so that skills stay sharp. This kind of training could be provided annually or more frequently as maybe required, based on the importance of consistency of the task of which the skill is involved. Examples of refreshers are cGMP, GDP, HSE trainings. Retraining shall also be conducted for an employee, when the employee is rated as ‘not qualified’ for a skill or knowledge, as determined based on the assessment of answers in the training questionnaire of the employee.
The General Schedule (GS) is the predominant pay scale within the United States civil service. The GS includes the majority of white collar personnel positions. As of September 2004, 71 percent of federal civilian employees were paid under the GS. The GG pay rates are identical to published GS pay rates.
The United States Office of Special Counsel (OSC) is a permanent independent federal investigative and prosecutorial agency whose basic legislative authority comes from four federal statutes: the Civil Service Reform Act, the Whistleblower Protection Act, the Hatch Act, and the Uniformed Services Employment and Reemployment Rights Act (USERRA). OSC's primary mission is the safeguarding of the merit system in federal employment by protecting employees and applicants from prohibited personnel practices (PPPs), especially reprisal for "whistleblowing." The agency also operates a secure channel for federal whistleblower disclosures of violations of law, rule, or regulation; gross mismanagement; gross waste of funds; abuse of authority; and substantial and specific danger to public health and safety. In addition, OSC issues advice on the Hatch Act and enforces its restrictions on partisan political activity by government employees. Finally, OSC protects the civilian employment and reemployment rights of military service members under USERRA. OSC has around 140 staff, and the Special Counsel is an ex officio member of Council of Inspectors General on Integrity and Efficiency (CIGIE), an association of inspectors general charged with the regulation of good governance within the federal government.

The Presidential Management Fellows (PMF) Program is a two-year training and leadership development program at a United States government agency, administered by the U.S. Office of Personnel Management (OPM), for advanced degree holders. After completing the program, agencies may convert PMFs to permanent federal civilian employees.

A Title 42 appointment is an excepted service employment category in the United States federal civil service. It allows scientists and special consultants to be hired as part of the Public Health Service or Environmental Protection Agency under a streamlined process "without regard to the civil-service laws". Courts have ruled that, although Title 42 appointments are exempt from hiring and compensation provisions of civil service laws, they are still entitled to protections relating to termination, including appeals to the Merit Systems Protection Board.
