Sudasinghe Mudiyanselage Peshala Jayarathne Bandara is a Sri Lankan politician and is the former Chief Minister of the North Central Province of Sri Lanka. [1] [2] [3]
The Eastern Province is one of the nine provinces of Sri Lanka,the first level administrative division of the country. The provinces have existed since the 19th century but did not have any legal status until 1987 when the 13th Amendment to the Constitution of Sri Lanka established provincial councils. Between 1988 and 2006 the province was temporarily merged with the Northern Province to form the North Eastern Province. The capital of the province is Trincomalee. Kalmunai is the largest and most populous city of Eastern Province.

In accordance with the Sri Lankan constitution,EPC has legislative power over a variety of matters including agriculture,education,health,housing,local government,planning,road transport and social services. The constitution also gives it powers over police and land but successive central governments have refused to devolve these powers to the provinces. EPC has 37 members elected using the open list proportional representation system.
Chief ministers in Sri Lanka are elected heads of the provincial boards of ministers,bodies which aid and advice the governors,the heads of the provincial government,in the exercise of their executive power. The governor appoints as chief minister a member of the provincial council who,in his opinion,commands the support of a majority of that council. There are nine chief ministerial positions in the country,out of which only six are currently occupied,while 3 are vacant and under the governor's direct rule.

Canagasabapathy Visuvalingam Vigneswaran,PC is a Sri Lankan Tamil lawyer,judge,politician and Member of Parliament. After practising law for more than 15 years,Vigneswaran was a member of the judiciary for 25 years. He was a magistrate and a judge of the District Court,High Court,Court of Appeal and Supreme Court. He was Chief Minister of the Northern Province from October 2013 to October 2018. He was elected to the Parliament of Sri Lanka in August 2020. Vigneswaran is leader of the Tamil People's Alliance and the Tamil People's National Alliance.
