Philemon Embel

Hon. Philemon Embel OBE (born 10 October 1962) is a Papua New Guinean politician. [1] He was a member of the National Parliament of Papua New Guinea from 1987 to 2002 and from 2007 to 2012, representing the electorate of Nipa-Kutubu. He has held several positions within the government in PNG, including in the Ministry of Health, Mining, Transport and Civil Aviation. [2] He was awarded an Officer of the Most Excellent Order of the British Empire (OBE) in 2000. [2]

Embel acted as Minister for Sports and Minister Assisting the Prime Minister in former Prime Minister Sir Michael Somare's cabinet, [3] until Prime Minister Peter O'Neill took control of the government in late 2011. [4] In September 2010, Embel was physically attacked in his electorate of Poroma, in the Southern Highlands Province during Independence Day celebrations. He was on crutches for three months as a result of injuries sustained during the attack. [5]

Involvement in PNG Sports

As Minister for Sports, in April 2011, Embel donated K40,000 to the PNG football squad to fund their training activities ahead of their departure to the FIFA U20 World Cup qualifier in New Zealand. [6] . Embel is the Chairman of the Pacific Islands Rugby League Federation (PIRLF), the governing body of rugby league in the South Pacific. Embel campaigned strongly for PNG to enter the National Rugby League (NRL) by 2020, seeking the support of former Australian Prime Minister Kevin Rudd and NRL bosses. [7] According to Embel, the PNG NRL Bid was a "project of national importance", particularly for PNG's youth. However, in December 2011, Prime Minister Peter O'Neill said that the NRL Bid Board and CEO Brad Tassell had decided that PNG would not be added to the competition, citing that the Bid was a waste of public money [8]

Controversies

In 2009, the Waigani Committal Court committed Embel to stand trial in the National Court over the misappropriation of K165,000 in 2006. This money was provided by the Southern Highlands Provincial Government for the construction of a new church. Embel has sought to overturn the ruling and filed a Judicial Review in August 2011 at the National Court in Waigani, asking it to review the decision of the Committal Court. [9]

In December 2011, Embel was accused by Minister of Planning Sam Basil of having received K51 million from the National Government from 2005 to 2011. Embel said that he did not know anything about this K51 million, and that he was aware of money going into his district treasury but did not know the purpose of these funds. He called on Basil to check why so much money was being pumped into his district without Embel's knowledge. [10]

In December 2011, Embel was also accused by Markham MP Koni Iguan of being responsible for K1.2 million of "missing" public funds, from K20 million allocated by the Somare government for the PNG NRL Bid. Prime Minister Peter O'Neill said he was aware of the missing money and was being urged to act through the Executive National Council to stop funds being accessed. [11]

In April 2012, Embel admitted to physically assaulting a parliamentary staff member during an argument about his unpaid travel entitlements. [12] Embel may face disciplinary charges from the Parliamentary Privileges Committee as a result of the incident. [13]

He was previously the Deputy Speaker of the National Parliament from 2007 to 2012. Sir Salamo Injia is a retired Judge and former Chief Justice of Papua New Guinea. Injia was knighted in 2006 and appointed Chief Justice of the Supreme Court of Papua New Guinea in 2008, succeeding Mari Kapi. In 2018, Sir Gibbs Salika replaced him as the Chief Justice of Papua New Guinea. In August 2019, Injia was appointed chair of a commission of inquiry into a controversial state loan of US$1,200,000,000 from the Swiss bank UBS used by the PNG government to buy a stake in the resource company Oil Search.

Sam Abal Papua New Guinean politician

Samuel Tei Abal is a Papua New Guinean politician. Abal, who previously served as Foreign Minister from August 2007 to December 2010, became the Deputy Prime Minister of the country in a cabinet reshuffle by Michael Somare on 7 December 2010. He further became acting Prime Minister of Papua New Guinea on 13 December 2010, when Prime Minister Somare stepped down from office to face a tribunal regarding allegations of financial mismanagement. His tenure as acting Prime Minister ended on 2 August 2011, when Peter O'Neill won a parliamentary vote to be appointed as Prime Minister.

David Arore is a Papua New Guinean politician. He was a member of the National Parliament of Papua New Guinea from 2007 until unseated by a court decision in 2015 and again from a 2015 by-election until 2017. He was Minister for Higher Education, Research, Science & Technology under Peter O'Neill from 2011 to 2014.

Charles Abel Papua New Guinea politician

Charles Abel is a Papua New Guinean politician. He has been a member of the National Parliament of Papua New Guinea since August 2007, representing the electorate of Alotau Open. He was Minister for Finance and Rural Development in 2019.

Francis Awesa is a Papua New Guinean politician. A former Premier of the Southern Highlands under the old provincial government system, he was a member of the National Parliament of Papua New Guinea from 2007 to 2017, representing the electorate of Imbonggu Open. A Papua New Guinea Party member in his first term, he subsequently switched to the People's National Congress after PNC leader Peter O'Neill became Prime Minister in 2011. He was Minister for Transport, Works and Civil Aviation (2011), Minister for Transport and Works (2011-2012) and Minister for Works and Implementation (2012-2017) in the government of Peter O'Neill.

Lucas Dawa Dekena is a Papua New Guinean politician. He was a member of the National Parliament of Papua New Guinea from 2007 to 2013, representing the electorate of Gumine Open, initially for the National Alliance Party but switching to the Papua New Guinea Party after the 2011 defeat of the Somare government. He was Minister for Lands and Physical Planning under both Michael Somare and Peter O'Neill from 2010 to 2012. His name is spelled in various ways; he is also sometimes referred to as Dawa Lucas.

Sam Basil Papua New Guinea politician

Sam Basil is a Papua New Guinean politician. He has been a member of the National Parliament of Papua New Guinea since 2007, representing the electorate of Bulolo Open. From 8 June 2019, to August 2019 Basil served as the Treasurer of Papua New Guinea.
