Policy advocacy is defined as active, covert, or inadvertent support of a particular policy or class of policies. [1] Advocacy can include a variety of activities including, lobbying, litigation, public education, and forming relationships with parties of interest. Advocating for policy can take place from a local level to a state or federal government. For example, a local advocacy group in Brunswick, Georgia, Defenders of Wildlife, advocated for the passage of the H.R. 5552 Migratory Bird Protection Act during 2020 when rollbacks to the bill were introduced from the Trump Administration. [2] At the state level, advocacy for policy can be a joint effort between advocacy groups. In the United States, advocacy groups around the nation planned joint efforts to get the Uniform Partition of Heirs Property Act (UPHPA) signed into law in each of their respective states and in 2018, the bill was signed into law by Texas Governor Greg Abbott making it the tenth state to enforce this law. [3]
One controversial area of advocacy is when scientists shift out of the role of scientist and into the role of policy advocate. [4] Scientists, engineers, and other technical experts sometimes also act as policy advocates for their personal policy or their employer's policy preferences. [5] It is common in local, state, and federal governments to find scientists working on policy advocacy. For example, many non-profit groups with a focus on science policy and advocacy in the United States like the National Science Policy Network (NSPN) or Engineers and Scientists Acting Locally (ESAL) provide networks for all career stage professionals in STEM fields to engage in policy advocacy together. Other ways that STEM professionals engage in policy advocacy can be seen as expert witnesses and panel speakers in the United States congressional committee meetings in both the House of Representatives and the Senate, many of which oversee scientific and technological topics such as the House Committee on Science, Space, and Technology or the Senate committee on Energy and Natural Resources. [6] During these committee meetings, lawmakers will gather experts from both public and private sectors to provide insight into the issue at stake and why a policy should or should not be enacted. [7] Policy advocates from across the political spectrum will provide policy advocates who have scientific credentials to pitch their policy preferences.
Providing technical and scientific information to inform policy deliberations in an objective and relevant way is recognized as a difficult problem in many scientific and technical professions. [8] The challenge and conflicts have been studied for those working as stock analysts in brokerage firms, for medical experts testifying in malpractice trials, for funding officers at international development agencies, and for intelligence analysts within governmental national security agencies. [9] The job of providing accurate, relevant, and policy neutral information is especially challenging if highly controversial policy issues (such as climate change) that have a significant scientific component. [10] The use of normative science by scientists is a common method used to subtly advocate for preferred policy choices. Conflict may arise with the administration of a scientific journal when some scientists wish to include their policy preferences in their scientific manuscripts, while editors and other scientists assert that scientific articles ought to remain policy neutral.*Caldwell (2005). Bjørn Lomborg is a Danish political scientist, author, and the president of the think tank Copenhagen Consensus Center. He is the former director of the Danish government's Environmental Assessment Institute (EAI) in Copenhagen. He became internationally known for his best-selling book The Skeptical Environmentalist (2001).
Environmental skepticism is the belief that statements by environmentalists, and the environmental scientists who support them, are false or exaggerated. The term is also applied to those who are critical of environmentalism in general. It can additionally be defined as doubt about the authenticity or severity of environmental degradation. Environmental skepticism is closely linked with anti-environmentalism and climate change denial. Environmental skepticism can also be the result of cultural and lived experiences.
The Skeptical Environmentalist: Measuring the Real State of the World is a book by Danish author and statistician Bjørn Lomborg which focuses on the author's view of environmental economics and issues. It was first published in Danish in 1998 by Centrum, and in English by Cambridge University Press in 2001.
The politicization of science for political gain occurs when government, business, or advocacy groups use legal or economic pressure to influence the findings of scientific research or the way it is disseminated, reported or interpreted. The politicization of science may also negatively affect academic and scientific freedom, and as a result it is considered taboo to mix politics with science. Historically, groups have conducted various campaigns to promote their interests in defiance of scientific consensus, and in an effort to manipulate public policy.
Diagnoses of autism have become more frequent since the 1980s, which has led to various controversies about both the cause of autism and the nature of the diagnoses themselves. Whether autism has mainly a genetic or developmental cause, and the degree of coincidence between autism and intellectual disability, are all matters of current scientific controversy as well as inquiry. There is also more sociopolitical debate as to whether autism should be considered a disability on its own.
The George C. Marshall Institute (GMI) was a nonprofit conservative think tank in the United States. It was established in 1984 with a focus on science and public policy issues and had an initial focus in defense policy. Starting in the late 1980s, the institute advocated for views in line with environmental skepticism, most notably climate change denial. The think tank received extensive financial support from the fossil fuel industry.
Roger A. Pielke Jr. is an American political scientist and a nonresident senior fellow at the conservative think tank American Enterprise Institute. Before he was a professor of the Cooperative Institute for Research in Environmental Sciences (CIRES), and was the director of the Sports Governance Center within the Department of Athletics at the Center for Science and Technology Policy Research at the University of Colorado Boulder.
Public awareness of science (PAS) is everything relating to the awareness, attitudes, behaviors, opinions, and activities that comprise the relations between the general public or lay society as a whole to scientific knowledge and organization. This concept is also known as public understanding of science (PUS), or more recently, public engagement with science and technology (PEST). It is a comparatively new approach to the task of exploring the multitude of relations and linkages science, technology, and innovation have among the general public. While early work in the discipline focused on increasing or augmenting the public's knowledge of scientific topics, in line with the information deficit model of science communication, the deficit model has largely been abandoned by science communication researchers. Instead, there is an increasing emphasis on understanding how the public chooses to use scientific knowledge and on the development of interfaces to mediate between expert and lay understandings of an issue. Newer frameworks of communicating science include the dialogue and the participation models. The dialogue model aims to create spaces for conversations between scientists and non-scientists to occur while the participation model aims to include non-scientists in the process of science.
Post-normal science (PNS) was developed in the 1990s by Silvio Funtowicz and Jerome R. Ravetz. It is a problem-solving strategy appropriate when "facts [are] uncertain, values in dispute, stakes high and decisions urgent", conditions often present in policy-relevant research. In those situations, PNS recommends suspending temporarily the traditional scientific ideal of truth, concentrating on quality as assessed by internal and extended peer communities.
Proposition 71 of 2004 is a law enacted by California voters to support stem cell research in the state. It was proposed by means of the initiative process and approved in the 2004 state elections on November 2. The Act amended both the Constitution of California and the Health and Safety Code.
In the applied sciences, normative science is a type of information that is developed, presented, or interpreted based on an assumed, usually unstated, preference for a particular outcome, policy or class of policies or outcomes. Regular or traditional science does not presuppose a policy preference, but normative science, by definition, does. Common examples of such policy preferences are arguments that pristine ecosystems are preferable to human altered ones, that native species are preferable to nonnative species, and that higher biodiversity is preferable to lower biodiversity.

Climate change denial is a form of science denial characterized by rejecting, refusing to acknowledge, disputing, or fighting the scientific consensus on climate change. Those promoting denial commonly use rhetorical tactics to give the appearance of a scientific controversy where there is none. Climate change denial includes unreasonable doubts about the extent to which climate change is caused by humans, its effects on nature and human society, and the potential of adaptation to global warming by human actions. To a lesser extent, climate change denial can also be implicit when people accept the science but fail to reconcile it with their belief or action. Several studies have analyzed these positions as forms of denialism, pseudoscience, or propaganda.

A manufactured controversy is a contrived disagreement, typically motivated by profit or ideology, designed to create public confusion concerning an issue about which there is no substantial academic dispute. This concept has also been referred to as manufactured uncertainty.
Robert T. Lackey is a Canadian born fisheries scientist and political scientist living in the United States. He is best known for his work involving the interplay between science and policy, natural resource management, and assessments of the future of salmon runs. Lackey is a professor of fisheries and wildlife and adjunct professor of political science at Oregon State University. From 1981-2008, he held senior leadership posts at the United States Environmental Protection Agency research laboratory in Corvallis, Oregon.

He is a German sociologist and political scientist who has resided in the UK since 1997. Previous appointments include Aston University and the Max Planck Institute for the Study of Societies.
Scientific dissent is dissent from scientific consensus. Disagreements can be useful for finding problems in underlying assumptions, methodologies, and reasoning, as well as for generating and testing new ways of tackling the unknown. In modern times, with the increased role of science on the society and the politicization of science, a new aspect gained prominence: effects of scientific dissent on public policies.
The gateway belief model (GBM) suggests that public perception of the degree of expert or scientific consensus on an issue functions as a so-called "gateway" cognition. Perception of scientific agreement is suggested to be a key step towards acceptance of related beliefs. Increasing the perception that there is normative agreement within the scientific community can increase individual support for an issue. A perception of disagreement may decrease support for an issue.
Song Jian is a Chinese aerospace engineer, demographer, and politician. He was deputy chief designer of China's submarine-launched ballistic missile (JL-1) and one of the country's leading scientists in the post-Cultural Revolution era. After a decade of two-child restrictions in the 1970s, and following the Chinese government's announcement in 1979 to advocate for one child per family, he became a leading advocate for rapid implementation and broad coverage of China's one-child policy. He served in high-ranking political positions including Vice Minister of Aerospace Industry, Director of the State Science and Technology Commission (1985–1998), vice-premier-level State Councillor (1986–1998), President of the Chinese Academy of Engineering, Vice Chairperson of the Chinese People's Political Consultative Conference, and a member of the Central Committee of the Chinese Communist Party.
