A Pontifical Delegate is a cleric who is delegated by the Pope.
Specifically, this title is used for the following ecclesiastical offices in the gift of the Pope (who is Pontifex Maximus, hence the adjective):
An apostolic nuncio is an ecclesiastical diplomat, serving as an envoy or a permanent diplomatic representative of the Holy See to a state or to an international organization. A nuncio is appointed by and represents the Holy See, and is the head of the diplomatic mission, called an apostolic nunciature, which is the equivalent of an embassy. The Holy See is legally distinct from the Vatican City or the Catholic Church. In modern times, a nuncio is usually an archbishop.
A Pontifical Legate is a personal representative of the Pope.

It has been the major archeparchy since 1992 when the Syro-Malabar Catholic Church was elevated to the status of a major archiepiscopal church with Ernakulam-Angamaly as the primatal see. The major archbishop of Ernakulam-Angamaly is the main bishop of the jurisdiction, at the same time the head of the Syro-Malabar Catholic Church. James Michael Harvey is an American prelate of the Catholic Church. Trained as a diplomat, he served from 1982 to 1998 in the central administration of the Holy See's Secretariat of State. From 1998 to 2012 Harvey managed the pope's household, first for Pope John Paul II and then for Pope Benedict XVI. He was named a bishop in 1998, an archbishop in 2003, and a cardinal in 2012.
Agostino Vallini is an Italian prelate of the Catholic Church. He has been a cardinal since 2006. From 2008 to 2017 he served as Vicar General of Rome. He is also the Archpriest emeritus of the Archbasilica of St. John Lateran.
