Portfolio strategy

The portfolio strategy is a method for continuously improving educational opportunities in urban K-12 school systems. [1] The strategy entails managing a portfolio of schools by separating school oversight from school operations and by holding a school's status as contingent, rather than permanent, based on the school's performance. [2] [3]

The portfolio strategy in practice can be reduced to seven interrelated components: choice, autonomy, talent, varied supports, accountability, funding, and public engagement. [4]

Several education systems have adopted a portfolio strategy, including New Orleans, [5] Hartford, [6] Cleveland, [7] Baltimore, [8] Lawrence, [9] and Denver. [10]

They are funded with public tax dollars, though they also fundraise independently. Charter schools are subject to fewer rules than traditional state schools in exchange for greater accountability. Proponents argue that they are meant to serve underserved communities that wish to have alternatives to their neighborhood school. Charters are run as either non-profit or for-profit institutions. However, there are some for-profit management organizations that hold charters, though these are only allowed in Arizona. Only non-profit charters can receive donations from private sources, just the same as traditional public schools.

Cleveland Metropolitan School District, formerly the Cleveland Municipal School District, is a public school district in the U.S. state of Ohio that serves almost all of the city of Cleveland. The district covers 79 square miles. The Cleveland district is the second largest PreK-12 district in the state, with a 2017–2018 enrollment of about 38,949. CMSD has 68 schools that are for kindergarten to eighth grade students and 39 schools for high school aged students.

Astoria High School, or AHS, is a public four-year high school located at 402 North Jefferson Street in Astoria, Illinois, a village in Fulton County, Illinois, in the American Midwest. AHS is part of Astoria Community Unit School District 1, which serves the community of Astoria, and includes grades kindergarten through twelfth grade in one building. The campus is located 30 miles southwest of Canton, Illinois, and serves a mixed village and rural residential community. The school lies within the Canton micropolitan statistical area.

Innovation districts are urban geographies of innovation where R&D strong institutions, companies, and other private actors develop integrated strategies and solutions to develop thriving innovation ecosystems–areas that attract entrepreneurs, startups, and business incubators. Unlike science parks, innovation districts are physically compact, leverage density and high levels of accessibility, and provide a “mash up” of activities including housing, office, and neighborhood-serving amenities. Districts signify the collapse back of innovation into cities and is increasingly used as a way to revitalize the economies of cities and their broader regions. As of 2019, there are more than 100 districts worldwide.
