Prafulla Kumar Mishra or P. K. Misra (born 17 September 1947) is an Indian Judge, former Chief Justice of Patna High Court and present Lokayukta for Goa.

Career

Mishra was born in 1947. His father, late Jaya Krishna Mishra was also a judge. He passed LL.B. with gold medal from the Utkal University in 1968. [1] Mishra became the additional judge of Orissa High Court on 17 January 1996. In 2001 he was transferred to the Madras High Court. [2] On 12 August 2009 he was elevated in the post of the Chief Justice of Patna High Court. [3] Justice Mishra was retired on 16 September 2009 from the Judgeship. [4] After the retirement he became the first Chairman of Goa Human Rights Commission. [5] In April 2016 Mishra was appointed as Goa Lokayukta after Justice B. Sudarshan Reddy. [6] [7]

The Lokayukta is the Indian Parliamentary Ombudsman, executed into power, through and for, each of the State Governments of India. It is brought into effect in a state after passing the Lokayukta Act in the respective state legislature, and a person of reputable background is nominated for the post. The post was created to quickly address the working of the government or its administration. Once appointed, Lokayukta cannot be dismissed or transferred by the government, and can only be removed by passing an impeachment motion by the state assembly.

Karnataka Lokayukta is the ombudsman institution of the Indian state of Karnataka. It was established in 1984 to investigate and report on corruption in the Government of Karnataka and to redress public grievances related to state government employees. This Lokayukta that was once considered the most powerful such institution in the state. However, it was stripped of its investigative powers before transferring them to the Anti-Corruption Bureau (ACB) of Karnataka Police directly under the Chief Minister of Karnataka in 2016. The Goa Human Rights Commission was constituted in the month of March 2011 to perform the functions assigned to the State Commission under Chapter V of the Protection of Human Rights Act 1993. The current Chairman of the Commission is Justice Utkarsh V. Bakre, former High Court Judge.

Gati Krushna Misra was the seventh Chief Justice of Orissa High Court, from 1 May 1969 to 30 October 1975. On 1 May 1969, he was elevated to the post of Chief Justice of Orissa High Court and worked as such for more than six years.

A bench of Lokayukta should consist of judicial and non-judicial members. An Upa-Lokayukta is a deputy to Lokayukta and assists him in his work and acts in-charge Lokayukta in case the position falls vacant before time.
