Prisco Duarte Nilo (born 1957) is a Filipino meteorologist. He is the former administrator of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). [1]
Nilo joined the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in March 1984 as a meteorologist. [2] He was appointed as PAGASA director in November 2007 by President Gloria Macapagal Arroyo. On August 6, 2010, the weather forecaster was relieved of his post as administrator of PAGASA by President Benigno Aquino III. [3] The former PAGASA chief had been criticized repeatedly for supposed errors in storm predictions by the agency. According to Aquino, Nilo was fired due to inaccurate predictions of typhoon, particularly during the rush of Typhoon Conson (Basyang). [4] The new Agency executive was named by Secretary of Science and Technology Mario Montejo, [3] who eventually appointed Graciano Yumul in the position. [5] After such events, the meteorologist was reassigned to another office at the Department of Science and Technology (DOST) where PAGASA is one of the attached agencies.

The metereologist was appointed as PAGASA director in November 2007 by former President Gloria Macapagal Arroyo.
In July 2010, the Philippines were hit by Typhoon Conson (Basyang), the second tropical cyclone during the 2010 Pacific typhoon season to impact the nation.
Conson was poorly forecast by PAGASA. From July 12 to 13, Conson was forecast to hit Aurora and Isabela provinces. But, at 11 pm PST (1500 UTC) on July 13 PAGASA changed its forecast from hitting Aurora and Isabela provinces, to Quezon province, Metro Manila and southern Luzon provinces. However, residents living in those areas were not advised that the typhoon would hit their area and they also were not informed that public storm signal number 2 was raised. With this, severe damage ensued in the said areas. Later that same day, President Benigno Aquino III reprimanded PAGASA for failing to predict that Conson would pass over Manila. [6]
As a result, Aquino criticized PAGASA for not warning the residents of Metro Manila about the strong tropical storm that struck the nation's capital. [7] However, according to Dr. Nilo and PAGASA, the agency didn't have adequate equipment to "accurately" predict a movement of a storm and the weather forecasting instruments were too old and needed to be upgraded.
The 2006 Pacific typhoon season was a below-average season that produced a total of 23 named storms, 15 typhoons, and six super typhoons. The season ran throughout 2006, though most tropical cyclones typically develop between May and October. The season's first named storm, Chanchu, developed on May 9, while the season's last named storm, Trami, dissipated on December 20.

Created on December 8, 1972, by reorganizing the Weather Bureau, PAGASA now serves as one of the Scientific and Technological Services Institutes of the Department of Science and Technology.
Typhoon Xangsane, known in the Philippines as Typhoon Milenyo, was a typhoon that affected the Philippines, Vietnam, and Thailand during the 2006 Pacific typhoon season. The name Xangsane was submitted by Laos and means elephant.
Typhoon Fengshen, known in the Philippines as Typhoon Frank, was the sixth named storm and the fourth typhoon recognised by the Japan Meteorological Agency. The Joint Typhoon Warning Center recognised Fengshen as the seventh tropical depression, the sixth tropical storm, and fifth typhoon of the 2008 Pacific typhoon season.
The 2010 Pacific typhoon season was the least active Pacific typhoon season on record, featuring only 14 named storms; seven of them strengthened into typhoons while one reached super typhoon intensity. The Pacific typhoon season during 2010 was in fact less active than the 2010 Atlantic hurricane season, with only two other occurrences of that happening, 2005 and 2020. In the same year, the Pacific hurricane season broke the same record being the least active season on record. During the season, no storms made landfall in mainland Japan, only the second such occurrence since 1988. Also, all of the 14 named storms developed west of 150°E.
The name Basyang has been used in the Philippines by PAGASA in the Western Pacific.
Typhoon Conson, known in the Philippines as Typhoon Frank, was the first of the record ten typhoons to impact Japan during the 2004 Pacific typhoon season. Developing out of a tropical depression near the northern Philippines in early June, Conson slowly traveled towards the north. Gradually strengthening, the storm reached typhoon status late on June 7 according to the Joint Typhoon Warning Center and several hours later according to the Japan Meteorological Agency. After turning towards the northeast, the typhoon brushed Taiwan and reached its peak intensity with winds of 150 km/h on June 9. After reaching its peak, Conson gradually weakened, passing through Okinawa before being downgraded to a tropical storm the next day. On June 11, the storm made landfall as a minimal tropical storm in the Kōchi Prefecture just before becoming extratropical. The extratropical remnants continued towards the northeast and were last mentioned on June 14 crossing the International Date Line.
Typhoon Ketsana, known in the Philippines as Tropical Storm Ondoy, was the second-most devastating tropical cyclone of the 2009 Pacific typhoon season, causing $1.15 billion in damages and 921 fatalities, only behind Morakot earlier in the season, which caused 789 deaths and damages worth $6.2 billion. Ketsana was the sixteenth tropical storm, and the eighth typhoon of the season. It was the most devastating tropical cyclone to hit Manila, surpassing Typhoon Patsy (Yoling) in 1970.
Typhoon Parma, known in the Philippines as Typhoon Pepeng, was the second typhoon to affect the Philippines within the span of a week during September 2009.
The presidency of Benigno Aquino III began on June 30, 2010, when he became the fifteenth president of the Philippines, succeeding Gloria Macapagal Arroyo. Aquino is the third-youngest person to be elected president, and the fourth-youngest president after Emilio Aguinaldo, Ramon Magsaysay and Ferdinand Marcos.
Typhoon Conson, known in the Philippines as Typhoon Basyang, was the second tropical cyclone during the 2010 Pacific typhoon season to impact the Philippines. Developing out of a tropical disturbance east of the Philippines on July 11, 2010, Conson quickly developed as it tracked nearly due west. Favorable environmental conditions, such as low wind shear and warm sea surface temperatures, allowed the system to intensify into a severe tropical storm by July 12. Around the same time, the JTWC assessed the storm to have been equivalent to a Category 1 hurricane. The following day, Conson struck Quezon Province with winds of 100 km/h (60 mph) before weakening. After crossing the archipelago, the storm entered the South China Sea where it was able to re-strengthen. By July 16, Conson attained typhoon status as it neared the southern Chinese island of Hainan. After brushing the island at peak intensity with sustained winds estimated at 130 km/h (80 mph), the storm weakened in the Gulf of Tonkin due to less favorable conditions. The storm eventually made landfall near Ha Noi, Vietnam on July 17 and dissipated the following day.
This timeline documents all of the events of the 2010 Pacific typhoon season. Most of the tropical cyclones forming between May and November. The scope of this article is limited to the Pacific Ocean, north of the equator between 100°E and the International Date Line. Tropical storms that form in the entire Western Pacific basin are assigned a name by the Japan Meteorological Agency. Tropical depressions that form in this basin are given a number with a "W" suffix by the United States' Joint Typhoon Warning Center. In addition, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) assigns names to tropical cyclones that enter or form in the Philippine area of responsibility. These names, however, are not in common use outside of the Philippines.
Typhoon Megi, known in the Philippines as Super Typhoon Juan, was the strongest tropical cyclone of 2010 and is considered one of the most intense ever recorded. Megi, which means catfish in Korean, was the only super typhoon in 2010. Early on October 18, Megi made its first landfall over Luzon. By passing Luzon, Megi weakened but gradually regained strength in the South China Sea, before weakening and losing its eye in the Taiwan Strait. Megi made its second landfall over Zhangpu in Fujian, China on October 23.
Typhoon Nalgae, known in the Philippines as Typhoon Quiel, was a powerful tropical cyclone that struck the Philippines, and it affected Hainan, China as a weak tropical storm. Nalgae was the eighth typhoon and the fourth super typhoon in 2011. Forming as the 32nd tropical depression of the season, the system formed on September 26 over the Philippine Sea. On September 27, it was named Nalgae as it explosively intensified into a typhoon on the next day. Nalgae reached its peak intensity as a Category 4 typhoon on September 30 while it made landfall over Luzon. Nalgae weakened into a tropical storm as it entered the South China Sea on October 1. Nalgae made landfall over the island of Guandong in China on October 4 as it weakened to a tropical depression. Nalgae dissipated on October 5 east of Vietnam.
Typhoon Chebi, known in the Philippines as Typhoon Queenie, was a powerful typhoon that impacted Luzon during November 2006. Chebi is the third typhoon since Typhoon Xangsane to hit the country destructively. The 30th tropical depression developed east of the Mariana Islands on October 31 as a weak disturbance. The system was dubbed into a tropical depression on November 8, until both the JMA and PAGASA upgraded it to a tropical storm on November 9. Chebi rapidly intensified to a Category 4 typhoon the next day and made landfall over northern Philippines on November 11. The system finally dissipated near Hong Kong and Vietnam on November 14.
The effects of the 2013 Pacific typhoon season in the Philippines were considered some of the worst in decades. Throughout the year, series of typhoons impacted the country, with the worst damage especially death toll from Typhoon Haiyan during November.
Severe Tropical Storm Nida, known in the Philippines as Severe Tropical Storm Carina, was a tropical cyclone that struck Luzon, Philippines and Guangdong, China in late July and early August respectively. The fourth named storm of the annual typhoon season, Nida formed on July 28, 2016 as a tropical depression in the Philippine Sea. Tracking generally north-northwestward, it intensified into a severe tropical storm and skirted northern Luzon before turning to the west-northwest, entering the South China Sea and intensifying further. Nida made landfall over Dapeng Peninsula in Shenzhen late on August 1 and dissipated on August 3.
Typhoon Kammuri, known in the Philippines as Typhoon Tisoy, was a powerful typhoon which impacted the Philippines in early December 2019. The twenty-eighth named storm and sixteenth typhoon of the 2019 Pacific typhoon season, Kammuri developed from a tropical wave situated a couple hundred kilometers south of the Mariana Islands. From November 25 to 27, the system tracked westward at a steady pace and rate of intensification, first making minor impacts in Guam. On November 28, the system intensified into a typhoon as environmental conditions became marginally conducive for significant development. From November 29 to December 1, Kammuri was unable to strengthen to previous estimates due to its near stationary movement as a result of weak steering currents, upwelling itself consequently. On December 2, the system tracked westward at a much faster speed of 19 km/h (12 mph) and rapidly intensified over warm Philippine Sea waters, before making landfall in the Bicol Region of the Philippines at peak intensity as a category 4-equivalent typhoon.
Severe Tropical Storm Conson, known in the Philippines as Typhoon Jolina, was a strong tropical cyclone that impacted the central Philippines and Vietnam during the 2021 Pacific typhoon season. Being the thirteenth named storm of the said event, Conson originated as a low-pressure area first monitored approximately 500 km (310 mi) west of Guam. It formed as a tropical depression over the Pacific Ocean on September 5, 2021. As it formed within the Philippine Area of Responsibility, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) named the storm Jolina. Over the next day, it intensified into a tropical storm and was named Conson by the Japan Meteorological Agency (JMA). As the storm neared Samar Island, it intensified into a severe tropical storm, and later into a typhoon according to the PAGASA prior to its first landfall in Eastern Samar. The storm retained its strength as it crossed Visayas and later Calabarzon before weakening over Manila Bay prior to its final landfall in Bataan. It subsequently emerged into the South China Sea where it struggled to reintensify further. It then weakened into a tropical depression just offshore of Vietnam before moving ashore near Da Nang. It then rapidly weakened before dissipating on September 13.
