Promise Neighborhoods is a United States Department of Education program authorized under the Every Student Succeeds Act (ESSA). [1] The Promise Neighborhoods program is based on the experience of programs such as the Harlem Children's Zone. [2] The program's mission is to improve educational outcomes for students in distressed urban neighborhoods, rural neighborhoods, and Indian tribes. [3] [4]
Promise Neighborhoods was initially a campaign promise by Barack Obama during the 2008 US presidential election. [5] The program was part of the Obama administration's efforts on place-based initiatives. [6] [7]
The Obama administration's Department of Education began Promise Neighborhoods almost immediately upon Obama's first term in office. [8] The program was initially established under the legislative authority of the Fund for the Improvement of Education Programs. [9] The Promise Neighborhoods program was initiated in two phases. The first phase was a call for proposals released in May 2010, resulting in 21 one-year Promise Neighborhoods planning grants to communities across the United States. [10] $10 million was allocated in fiscal 2010 to support 21 communities with one year of funding to plan for the implementation of "cradle-to-career" services. [11] The second phase requested implementation grant proposals, which were awarded in 2011 and 2012. The 2011 application cycle saw 20 awardees. [12] In 2012, 17 more implementation grants were awarded. [13] Between 2013 and 2015 no grants were awarded.
In 2015, the Promise Neighborhoods program was incorporated into the Every Student Succeeds Act. In 2016, six organizations were awarded more than $150 million. In 2017, four organizations were awarded nearly $120 million. [14] The 2017 Promise Neighborhood recipients were Berea College, Cal State University East Bay Foundation, and the South Ward Children's Alliance. [15] [16]
The Trump administration proposed decreasing funding for this program and sought to cut the budget from $73 million in FY2017 to $60 million in FY2018; however, in the most recent FY2018 spending bill that was signed by President Trump, the program's budget was increased slightly. [17]
The Promise Neighborhoods program is a neighborhood-level education reform effort that relies on the collective action of community members, educational institutions, and nonprofits. Its primary goal is to reduce poverty through cradle to career social and educational interventions.
Promise Neighborhoods has five goals:
1. Identifying and increasing the capacity of eligible entities that are focused on achieving results for children and youth throughout an entire neighborhood;
2. Building a complete continuum of cradle-to-career solutions of both educational programs and family and community supports, with great schools at the center;
3. Integrating programs and breaking down agency "silos" so that solutions are implemented effectively and efficiently across agencies;
4. Developing the local infrastructure of systems and resources needed to sustain and scale up proven, effective solutions across the broader region beyond the initial neighborhood; and
5. Learning about the overall impact of the Promise Neighborhoods program and about the relationship between particular strategies in Promise Neighborhoods and student outcomes, including through a rigorous evaluation of the program.

According to Sonya Douglass Horsford and Carrie Sampson, Promise Neighborhoods grounds its theory of action in finding ways to mitigate the effects of concentrated, intergenerational poverty on student success. [18] Linda Valli, Amanda Stefanski, and Reuben Jacobson associate Promise Neighborhoods with a different theory of action in their typology of school-community partnerships. Categorizing Promise Neighborhoods as community development models of education reform, Valli and colleagues proposed a theory of action for Promise Neighborhoods as follows: "strengthening the community infrastructure and improving schools are interdependent goals that need to occur simultaneously". [19] While the two proposed theories of action differ, they seem in agreement with each other and the US government's Promise Neighborhoods policy documentation.
The Promise Neighborhood award system encourages collaboration between institutions and agencies with similar goals, in order to leverage resources in the target area. [20] The Promise Neighborhoods initiative provides much needed incentive for community-based organizations to coalesce and communicate around the singular topic of how to support children from cradle to career. [21] [22] Promise Neighborhoods are unique in their practice of information sharing for collective impact. [22]
Institutions of higher education hold a significant role in the Promise Neighborhoods with regards to program and service implementation, partnership-maintenance, capacity-building, and mission-related contributions. In many Promise Neighborhood grant applications, higher education institutions were set to contribute to workforce capacity training, research, youth programs, and administration. However, the information regarding the role of higher education institutions was identified from grant applications, and may not reflect actual practices in the Promise Neighborhoods. [23]
The Promise Neighborhoods Institute is a technical assistance agency established by PolicyLink to assist communities participating in or with interest to participate in the Promise Neighborhoods program. Three partner agencies make up the institute: PolicyLink, the Center for the Study of Social Policy, and the Harlem Children's Zone. [24] [25]
Because federal grants only provide funding for 3 to 5 years, Promise Neighborhoods face sustainability issues. Grant awardees must consider where supplemental funding will come from and may have to partner with other agencies to maximize funds. [26]
The "cradle-to-career" approach also poses challenges to Promise Neighborhoods because it creates a large age range to be served: prenatal to college-age. Additionally, because Promise Neighborhood programs are serving specific neighborhoods, it may be difficult to determine the effectiveness of services, since clients are not restricted to receiving services in that neighborhood. Another challenge in measuring the results of programs is the mobility of families, which may be moving in and out of the neighborhood. [26]
The Government Accountability Office (GAO) found that many Promise Neighborhood grant awardees faced challenges with data access and collection, since FERPA requires written consent to access student information. The GAO also determined that the Department of Education did not link award grantees with federal programs and organizations that share Promise Neighborhood goals. Additionally, the Department of Education asks Promise Neighborhood grant awardees to collect data, but has no method to assess its validity. This makes it difficult to determine the effectiveness of Promise Neighborhood programs. [20]
Promise Neighborhoods have received some criticism as both a school reform and as a community reform. William Julius Wilson acknowledged early in the initiative's life that knowing whether equity is being realized through the Promise Neighborhoods policy will take considerable time. [2] A 2010 report by Whitehurst and Croft also offered speculation about the effectiveness of Promise Neighborhoods, saying that "there is no compelling evidence that investments in parenting classes, health services, nutritional programs, and community improvement in general have appreciable effects on student achievement". [27]
Education reform is the name given to the goal of changing public education. The meaning and education methods have changed through debates over what content or experiences result in an educated individual or an educated society. Historically, the motivations for reform have not reflected the current needs of society. A consistent theme of reform includes the idea that large systematic changes to educational standards will produce social returns in citizens' health, wealth, and well-being.
The United States Department of Health and Human Services (HHS) is a cabinet-level executive branch department of the U.S. federal government created to protect the health of the U.S. people and providing essential human services. Its motto is "Improving the health, safety, and well-being of America". Before the separate federal Department of Education was created in 1979, it was called the Department of Health, Education, and Welfare (HEW).
The No Child Left Behind Act of 2001 (NCLB) was a U.S. Act of Congress promoted by the Presidency of George W. Bush. It reauthorized the Elementary and Secondary Education Act and included Title I provisions applying to disadvantaged students. It mandated standards-based education reform based on the premise that setting high standards and establishing measurable goals could improve individual outcomes in education. To receive federal school funding, states had to create and give assessments to all students at select grade levels.
The Elementary and Secondary Education Act (ESEA) was passed by the 89th United States Congress and signed into law by President Lyndon B. Johnson on April 11, 1965. Part of Johnson's "War on Poverty", the act has been one of the most far-reaching pieces of federal legislation affecting education ever passed by the United States Congress, and was further emphasized by the revised No Child Left Behind Act of 2001.
The Small Business Innovation Research program is a U.S. government funding program, coordinated by the Small Business Administration, intended to help certain small businesses conduct research and development (R&D). Funding takes the form of contracts or grants. The recipient projects must have the potential for commercialization and must meet specific U.S. government R&D needs.
A grant is a financial award given by a government entity, foundation, corporation, or other organization to an individual or organization for a specific purpose. Unlike loans, grants do not need to be repaid, making them an attractive source of funding for various activities, such as research, education, public service projects, and business ventures. Examples include student grants, research grants, the Sovereign Grant paid by the UK Treasury to the monarch, and some European Regional Development Fund payments in the European Union.
The Higher Education Act of 1965 (HEA) was legislation signed into United States law on November 8, 1965, as part of President Lyndon Johnson's Great Society domestic agenda. Johnson chose Texas State University, his alma mater, as the signing site. The law was intended "to strengthen the educational resources of our colleges and universities and to provide financial assistance for students in postsecondary and higher education". It increased federal money given to universities, created scholarships, gave low-interest loans for students, and established a National Teachers Corps. The "financial assistance for students" is covered in Title IV of the HEA.
The Oklahoma State Department of Education is the state education agency of the State of Oklahoma charged with determining the policies and directing the administration and supervision of the public school system of Oklahoma. The State Board of Education, the governing body of the Department, is composed of the Oklahoma State Superintendent of Public Instruction and six members appointed by the Governor of Oklahoma with the approval of the Oklahoma Senate. The State Superintendent, in addition to serving as chair of the Board, serves as the chief executive officer of the Department and is elected by the voters of Oklahoma every four years.
The America COMPETES Act was authored by Bart Gordon and signed into law on August 9, 2007, by President George W. Bush. The act aimed to invest in innovation through research and development and improve the competitiveness of the United States.
The Harlem Children's Zone (HCZ) is a nonprofit organization for children and families living in Harlem, providing free support in the form of parenting workshops, a preschool program, three charter schools, and child-oriented health programs for thousands of children and families. The HCZ is "aimed at doing nothing less than breaking the cycle of generational poverty for the thousands of children and families it serves."
The Edward M. Kennedy Serve America Act or Serve America Act was introduced in the United States House of Representatives on March 9, 2009, by Representative Carolyn McCarthy of New York. Originally titled the Generations Invigorating Volunteerism and Education Act, the bill reauthorizes and expands the AmeriCorps program that was first established in 1993. It passed in the House of Representatives on March 18, 2009. The U.S. Senate debated and approved an amended version of the bill on March 26, 2009, renaming it the Edward M. Kennedy Serve America Act, after Senator Ted Kennedy. The House of Representatives voted on the bill a second time, approving the amended version on March 31, 2009. It was signed by President Barack Obama on April 21, 2009.
The Office of Social Innovation and Civic Participation was an office new to the Obama Administration, created within the White House, to catalyze new and innovative ways of encouraging government to do business differently. Its first director was the economist Sonal Shah. The final director was David Wilkinson.
Race to the Top was a $4.35 billion United States Department of Education competitive grant created to spur and reward innovation and reforms in state and local district K–12 education. Funded as part of the American Recovery and Reinvestment Act of 2009, it was announced by President Barack Obama and Secretary of Education Arne Duncan on July 24, 2009. States competing for the grants were awarded points for enacting certain educational policies, instituting performance-based evaluations for teachers and principals based on multiple measures of educator effectiveness, adopting common standards, adopting policies that did not prohibit the expansion of high-quality charter schools, turning around the lowest-performing schools, and building and using data systems.
School Improvement Grants (SIGs) are grants awarded by the U.S. Department of Education to state education agencies (SEAs) under Section 1003(g) of the Elementary and Secondary Education Act of 1965. The SEAs, in turn, award subgrants to local educational agencies for the purpose of supporting focused school improvement efforts. In 2009, the Obama administration, and specifically U.S. Secretary of Education Arne Duncan, challenged the education community to make the lowest-achieving schools its highest priority.
The Turnaround Model is one of four strategies available to American local education agencies (LEAs) under the Race to the Top and School Improvement Grants programs of the Obama administration. The other three programs include Restart, Transformation, and School Closures.
The Housing Authority of the City of Milwaukee (HACM) is a municipal agency of Milwaukee, Wisconsin dedicated to providing public housing and services for residents of the city of Milwaukee. The agency was established in 1944 and is responsible to a board of commissioners appointed by the mayor.
The Office of Innovation and Improvement (OII) was a federal agency responsible for managing innovation grants and policy for the United States Department of Education. On March 13, 2017, Executive Order 13781—the Comprehensive Plan for Reorganizing the Executive Branch–merged the OII into the Office of Elementary and Secondary Education.
James H. Shelton III was most recently the head of the Chan Zuckerberg Initiative's Education division. He was formerly the Deputy Secretary of the United States Department of Education. In this role, he oversaw a broad range of management, policy, and program functions.
The United States public policy agenda on issues affecting Native Americans under the Obama administration includes the signing of the Tribal Law and Order Act of 2010, which allowed tribal courts to extend and expand sentences handed down to them in criminal cases, strengthening tribal autonomy. Obama also supported and enforced the Executive Order 13175, which requires the federal government to consult with tribal governments when deliberating over policies and programs that would affect tribal communities. Under the Obama Administration was also the launching of Michelle Obama's program Let's Move In Indian Country, which aims to improve opportunities for physical activity, to increase access to healthy food in tribal communities, and to create collaborations between private and public sectors to build programs that will end childhood obesity in Native communities. Obama also supported tribal communities through certain provisions of the American Recovery and Reinvestment Act of 2009, which allocated $510 million for rehabilitation of Native American housing, and the settlement of the Keepseagle case, a lawsuit against the United States Department of Agriculture for discriminating against tribal communities by not allowing them equal access to the USDA Farm Loan Program. Most recently, Obama signed Executive Order 13592, which seeks to improve educational opportunities for American Indian and Alaska Natives. Obama has been praised by many tribal leaders, including those who claim he has done more for Native Americans than all of his predecessors combined.
The federal government of the United States has limited authority to act on education, and education policy serves to support the education systems of state and local governments through funding and regulation of elementary, secondary, and post-secondary education. The Department of Education serves as the primary government organization responsible for enacting federal education policy in the United States.
