Protect (officially incorporated as National Association to Protect Children - PROTECT, Inc. [1] ) is a political organization established in 2002 and dedicated to the protection of children from abuse, exploitation, and neglect. It is a nonprofit 501(c)(4) membership association with members in every U.S. state and 10 nations. Protect achieved great success in its first three years, winning legislative victories in eight state legislatures. [3] It advocates a nonpartisan "pro-child, anti-crime" agenda, and works closely with both conservative and liberal constituencies and lawmakers.

Protect Agenda and Campaigns

Pro-Child, Anti-Crime Agenda

Protect advocates a "pro-child, anti-crime" agenda, [3] which combines traditionally liberal positions on child protection with traditionally conservative positions on crime. Protect's pro-child agenda includes legal advocacy for child victims and reform and adequate funding of child protective services. Its anti-crime agenda includes stronger criminal sentencing, surveillance and containment of released sex offenders and increased funding for law enforcement.

Protect Campaigns

Protect focuses its work on four principal campaigns:

Circle of Trust Campaign: Since its creation in 2002, Protect has led successful legislative battles to eliminate laws that award preferential treatment to criminals who sexually assault their own children. Protect's Circle of Trust campaign has successfully fought to reform and strengthen laws in North Carolina, Arkansas, Illinois, Virginia, California and New York. [4]

Real Safety Campaign: Protect also advocates intensive community supervision—or "surveillance and containment"—of convicted sex offenders released into communities. The Real Safety campaign educates the public and lawmakers about the dangers of relying upon sex offender registries and residency restriction laws to keep children safe, calling for long-term and lifetime probation and parole.

Accountability Campaign: In 2006, Protect announced it was launching its Accountability Campaign to hold public servants accountable for their performance in combatting crimes against children.

Child Pornography Campaign: In 2006, Protect also launched a national anti-child pornography campaign.

Grassroots Support

In 2005, the punk rock record label Fat Wreck Chords released a charity record for Protect, entitled Protect: A Benefit for the National Association to Protect Children . Fat Wreck Chords publicist Vanessa Burt and Verbicide Magazine publisher Jackson Ellis created the project, with the help of the head of Fat Wreck, Fat Mike. [5]

In 2009, a second punk rock compilation charity record, Protect II: A Benefit for the National Association to Protect Children , was released jointly by Geykido Comet Records and Scissor Press. [6] This album was spearheaded by Verbicide publishers Jackson Ellis and Nate Pollard, along with Shahab Zargari and Heela Naqshband of GC Records.

NYDM, New York Death Militia, a worldwide metal music organization, sponsors metal music shows in support of Protect.

Former child actress Alison Arngrim, who was a victim of sexual abuse, lobbies for and speaks for Protect.

Sexual grooming refers to actions or behaviors used to establish an emotional connection with a minor, and sometimes the child's family, to lower the child's inhibitions with the objective of sexual abuse. It can occur in various settings, including online, in person, and through other means of communication. Children who are groomed may experience mental health issues, including "anxiety, depression, post-traumatic stress, and suicidal thoughts."

Commercial sexual exploitation of children (CSEC) is a commercial transaction that involves the sexual exploitation of a minor, or person under the age of consent. CSEC involves a range of abuses, including but not limited to: the, child pornography, stripping, erotic massage, phone sex lines, internet-based exploitation, and early forced marriage.

A sex offender is a person who has committed a sex crime. What constitutes a sex crime differs by culture and legal jurisdiction. The majority of convicted sex offenders have convictions for crimes of a sexual nature; however, some sex offenders have simply violated a law contained in a sexual category. Some of the serious crimes which usually result in a mandatory sex-offender classification are sexual assault, statutory rape, bestiality, child sexual abuse, incest, rape, and sexual imposition.

Pedophilia is a psychiatric disorder in which an adult or older adolescent experiences a primary or exclusive sexual attraction to prepubescent children. Although girls typically begin the process of puberty at age 10 or 11, and boys at age 11 or 12, psychiatric diagnostic criteria for pedophilia extend the cut-off point for prepubescence to age 13. People with the disorder are often referred to as pedophiles.

Sexual abuse or sex abuse, also referred to as molestation, is abusive sexual behavior by one person upon another. It is often perpetrated using force or by taking advantage of another. Molestation often refers to an instance of sexual assault against a small child, whereas sexual abuse is a term used for a persistent pattern of sexual assaults.

<i>Batman: The Ultimate Evil</i> Novel by Andrew Vachss

Batman: The Ultimate Evil is a novel written by Andrew Vachss and published in 1995 by the Warner Aspect imprint of Warner Books. Vachss was an attorney specializing in child abuse cases, as well as a crime novelist best known for his series of books featuring the character Burke, a private investigator who fights against sexual predators. A representative from DC Comics approached Vachss about the possibility of writing a novel featuring Batman. Viewing this as an opportunity to reach a completely different audience, Vachss agreed and wrote a draft. He continued with his themes concerning child sexual abuse and explored the topic of child sex tourism. The publisher required Vachss to follow certain rules, like making a clear distinction between fiction and reality and prohibiting the Batman character from killing, cursing, or having sex.

Child-on-child sexual abuse is a form of child sexual abuse in which a prepubescent child is sexually abused by one or more other children or adolescents, and in which no adult is directly involved. While this includes when one of the children uses physical force, threats, trickery or emotional manipulation to elicit cooperation, it also can include non-coercive situations where the initiator proposes or starts a sexual act that the victim does not understand the nature of and simply goes along with, not comprehending its implications or what the consequences might be.

Laws against child sexual abuse vary by country based on the local definition of who a child is and what constitutes child sexual abuse. Most countries in the world employ some form of age of consent, with sexual contact with an underage person being criminally penalized. As the age of consent to sexual behaviour varies from country to country, so too do definitions of child sexual abuse. An adult's sexual intercourse with a minor below the legal age of consent may sometimes be referred to as statutory rape, based on the principle that any apparent consent by a minor could not be considered legal consent.

Child sexual abuse (CSA), also called child molestation, is a form of child abuse in which an adult or older adolescent uses a child for sexual stimulation. Forms of child sexual abuse include engaging in sexual activities with a child, indecent exposure, child grooming, and child sexual exploitation, such as using a child to produce child pornography.

In the United States, child pornography is illegal under federal law and in all states and is punishable by up to life imprisonment and fines of up to $250,000. U.S. laws regarding child pornography are virtually always enforced and amongst the harshest in the world. The Supreme Court of the United States has found child pornography to be outside the protections of the First Amendment to the United States Constitution. Federal sentencing guidelines on child pornography differentiate between production, distribution, and purchasing/receiving, and also include variations in severity based on the age of the child involved in the materials, with significant increases in penalties when the offense involves a prepubescent child or a child under the age of 18. U.S. law distinguishes between pornographic images of an actual minor, realistic images that are not of an actual minor, and non-realistic images such as drawings. The latter two categories are legally protected unless found to be obscene, whereas the first does not require a finding of obscenity.

Child pornography is a type of erotic material that depicts persons under the age of 18. The precise characteristics of what constitutes child pornography varies by criminal jurisdiction.

Child sexual abuse laws in the United States have been enacted as part of the nation's child protection policies.

<span class="mw-page-title-main">Human trafficking in Papua New Guinea</span>

Papua New Guinea is a source, destination, and transit country for men, women, and children subjected to trafficking in persons, specifically forced prostitution and forced labor. Women and children are subjected to commercial sexual exploitation and involuntary domestic servitude; trafficked men are forced to provide labor in logging and mining camps. Children, especially young girls from tribal areas, are most vulnerable to being pushed into commercial sexual exploitation or forced labor by members of their immediate family or tribe. Families traditionally sell girls into forced marriages to settle their debts, leaving them vulnerable to involuntary domestic servitude, and tribal leaders trade the exploitative labor and service of girls and women for guns and political advantage. Young girls sold into marriage are often forced into domestic servitude for the husband’s extended family. In more urban areas, some children from poorer families are prostituted by their parents or sold to brothels. Migrant women and teenage girls from Malaysia, Thailand, China, and the Philippines are subjected to forced prostitution, and men from China are transported to the country for forced labor.

The Prevention Project Dunkelfeld (PPD) is an effort founded in Germany to provide clinical and support services to individuals who are sexually attracted to children and want help controlling their sexual urges, but are otherwise unknown to the legal authorities. The term Dunkelfeld is German for dark figure of crime. It was named that way because its goal is to reduce the amount of unknown cases of child sexual abuse. The project began in Berlin in June 2005 with a large media campaign to contact pedophiles and hebephiles who wanted help from clinicians to manage their paraphilia. The campaign pledged medically confidential treatment free-of-charge. It was initially funded by the Volkswagen Foundation, and has been financially supported by the German government since 2008. The project's slogan is "You are not guilty because of your sexual desire, but you are responsible for your sexual behavior. There is help! Don't become an offender!"

<span class="mw-page-title-main">Online predator</span> Person who commits child sexual abuse via the Internet

Online predators are individuals who commit child sexual abuse that begins or takes place on the Internet.

The National Conference on Crimes Against Children held in Washington, D.C. in 1993 and 1994 was noted for its impact on judicial, prosecutorial, educational, and legislative issues. The conference was one of the first bi-partisan supported conferences that involved three presidential administrations, and more than three hundred national experts on the sexual exploitation of children, gangs, and trafficking of children.

Online child abuse is a unique form of child abuse also known as “Cyber Molestation” due to its virtual, distanced, and anonymous nature. Such abuse may not happen face-to-face, nor does it necessarily require physical contact. However, online abuse can result in negative face-to-face consequences in the form of statutory rape, forcible sexual assault, harassment, etc. In the United States, online child abuse is recognized as a form of child abuse by the National Society for the Prevention of Cruelty to Children.

Cybersex trafficking, live streaming sexual abuse, webcam sex tourism/abuse or ICTs -facilitated sexual exploitation is a cybercrime involving sex trafficking and the live streaming of coerced sexual acts and/or rape on webcam.
