Qahtan Khalil is a Syrian military official who served as the head of the Air Force Intelligence Directorate (SAFI) from January to December 2024 during the final months of the Assad regime. Known as the "Butcher of Daraya" for his direct role in commanding the 2012 Darayya massacre that resulted in hundreds of civilian deaths,Khalil was among several SAFI officials designated by the U.S. Treasury Department as a Specially Designated National for his direct role in the massacre and subsequent violations of human rights.

Khalil is widely-known as the "Butcher of Daraya" due to his direct responsibility in leading the 2012 Darayya massacre that left hundreds of people dead. [2] [3] In July 2018,Khalil was promoted to major general and appointed head of the security committee in southern Syria in October 2019 as part of the Assad regime's strategy to increase control in Daraa Governorate. [3]
For his role in the Darayya massacre and involvement in human rights violations including torture and detainee liquidation at the prison on Mezzeh Air Base and at the Air Force Intelligence Investigation Branch at Mezzeh Airport,the U.S. imposed sanctions on Khalil under the Caesar Act in December 2021. [3] Khalil was one of several Syrian Air Force Intelligence Directorate (SAFI) officials sanctioned by the U.S. Department of Treasury as a Specially Designated National for direct responsibility in the 2012 massacre. Khalil held the post of Deputy Director of SAFI before his appointment al-Assad as the head of the directorate on 5 January 2024,replacing Ghassan Ismail,as part of the major reshuffle in Syria's security services. According to the Syrian Observer,Khalil's appointment was controversial due to his alleged role in the Darayya massacre and human rights violations. [3]
The Levant News reported that Khalil was the target of an assassination attempt in Tadmur on 6 May 2024. He was reportedly taken to the Tishreen Military Hospital in Damascus for surgery. [4]
According to the Associated Press,Khalil was considered in al-Assad's inner cicle of security officials. After the fall of the al-Assad regime in December 2024,Khalil's whereabouts were unknown. [2]

He is the younger brother of the late President of Syria,Hafez al-Assad,and Jamil al-Assad,and the uncle of the former President Bashar al-Assad. Mezzeh Air Base was an air base of the former Syrian Air Force located in Mezzeh,Damascus,Syria,south-west of the old centre of Damascus. It had one runway of 8,258 feet (2,517 m) length,at elevation 2,407 feet (734 m). In mid-2013 the airbase was described by the BBC as "an important strategic installation [which] plays a significant role in distributing the government's military supplies." Reuters reported in mid-2013 that it was "used by Syria's elite Republican Guard,Special Forces and Air Force Intelligence,[and] also serves as a private airport for the Assad family." It also said that during the Syrian civil war the base was "used to fire rockets and artillery at rebellious Sunni Muslim neighbourhoods on the edge of the capital." Mezzeh Air Base was also used by the Syrian regime as a jail to imprison opponents during the Syrian civil war. Various inquiries and investigations reported that acts of torture and possible war crimes were committed in the jails of Mezzeh Air Base.
The Martyrs of Islam Brigade is a Syrian rebel group formed in the Damascus suburb of Darayya and was the main group that operated in the suburb. It was the only Syrian rebel group to be completely under the authority of a local city council and received U.S.-made BGM-71 TOW anti-tank missiles despite the tight siege Darayya was in between 2012 and 2016.
The siege of Darayya and Muadamiyat was launched by the Syrian Armed Forces in late 2012 after rebels took over most of the Damascus suburbs of Darayya and Muadamiyat al-Sham in November 2012.
