Saint Paul is the capital of the U.S. state of Minnesota and the county seat of Ramsey County. Situated on high bluffs overlooking a bend in the Mississippi River, Saint Paul is a regional business hub and the center of Minnesota's government. The Minnesota State Capitol and the state government offices all sit on a hill close to the city's downtown district. One of the oldest cities in Minnesota, Saint Paul has several historic neighborhoods and landmarks, such as the Summit Avenue Neighborhood, the James J. Hill House, and the Cathedral of Saint Paul. Like the adjacent city of Minneapolis, Saint Paul is known for its cold, snowy winters and humid summers.

Minnesota State Highway 51 is a 11.274-mile-long (18.144 km) highway in Minnesota, which runs from its intersection with State Highway 5 in Saint Paul and continues north to its northern terminus at its interchange with Interstate 694 / U.S. Highway 10 in Arden Hills.
The St. Anthony Park Branch Library is a branch of the Saint Paul Public Library in Saint Paul, Minnesota, United States. A Carnegie library built in 1917, it is on the National Register of Historic Places. In 1999 a rotunda was built on to the back of the building. This new section houses the branch's children's collection, one of the largest in Saint Paul.

Downtown Grand Forks is the original commercial center of Grand Forks, North Dakota, United States. Located on the western bank of the Red River of the North, the downtown neighborhood is situated near the fork of the Red River and the Red Lake River. While downtown is no longer the dominant commercial area of the Greater Grand Forks community, it remains the historic center of Grand Forks. An 80.4-acre (32.5 ha) portion was listed on the National Register of Historic Places in 2005, as Downtown Grand Forks Historic District. Today, downtown Grand Forks is home to many offices, stores, restaurants, and bars.
Downtown Saint Paul is the central business district of Saint Paul, Minnesota, United States. Its boundaries are the Mississippi River to the south, University Avenue to the north, US 52 to the east, and Kellogg Avenue to the west. It is bounded by the Dayton's Bluff, Summit-University, West Seventh, Frogtown, West Side, and Payne-Phalen neighborhoods. The West Side neighborhood is on the other side of the river, and can be accessed via the Robert Street Bridge or the Wabasha Street Bridge. Interstate 35E and Interstate 94 run through the north side of the neighborhood, providing a separation between the Minnesota State Capitol and other state government buildings with the rest of downtown.

Dakota County Library system is a public library system in Dakota County, Minnesota, headquartered in the Wescott Library in Eagan. The system includes 9, soon to be 10, locations. A New Kaposia Library in South St. Paul will open in 2024.
The Twin Cities Army Ammunition Plant was a United States Army ammunition plant located in Ramsey County, Minnesota in the current boundaries of the suburbs of Arden Hills and New Brighton, bounded by County Road I to the north, I-35W to the west, U.S. Route 10 to the southwest, County Highway 96 to the south, and Lexington Avenue to the east. The site had 255 buildings across 2,382 acres (9.64 km2). Current land redevelopment involves the removal of these buildings.
Minneapolis Central Library is a public library located in downtown Minneapolis, Minnesota. It is the largest library in the Hennepin County Library system. It bills itself as having "the third largest per capita public library collection of any major city in America with a collection of more than 2.4 million items—including books, DVDs, music, government documents." The 353,000-square-foot (32,800 m2) building at 300 Nicollet Mall with two levels of underground parking was designed by César Pelli and opened on May 20, 2006. It has over 300 computers for use by the public, an 8,140-square-foot (756 m2) atrium, an 18,560-square-foot (1,724 m2) green roof planted with low-growing ground cover designed to "be sun- and drought-resistant", and a host of energy-efficiency measures.
The Tampa–Hillsborough County Public Library System (THPL) is a public library system based in Hillsborough County, Florida. THPL is part of two larger library networks, the Tampa Bay Library Consortium, and the Hillsborough County Public Library Cooperative which includes Temple Terrace Public Library in Temple Terrace, Florida, and Bruton Memorial Library in Plant City, Florida. There are 33 branches of the Hillsborough County Public Library Cooperative. Services provided by the THPL include internet access, public meeting room spaces, interlibrary loans, a Bookmobile, a Cybermobile for Spanish speakers, technology classes, adult literacy programs, and downloadable eBooks. Drive-thru windows for returns and hold pick-ups are located at the Jimmie B. Keel and the Jan Kaminis Platt Regional Libraries. In 2017, THPL introduced the new HAAL Pass, which gives access to certain library resources to all students in the Hillsborough County Public Schools System. Students use their student ID number to use different online databases, borrow up to three physical items and read eBooks. The Tampa–Hillsborough County Public Library System is also a part of Hillsborough County government. On January 1, 2018, the library cooperative became one of the largest in the country to go fine free. Overdue fees for borrowed materials were eliminated with the implementation of the "Just Bring It Back" initiative. In 2019 the cooperative received the FLA Library of the Year Award. Tampa-Hillsborough County Public Library was recognized for its community focused initiatives as it "reorganized its staffing model and eliminated overdue fines, yielding $1 million in savings while increasing access to library resources and expanding opportunities for community engagement through unique, scalable programs."

Brighton and Hove, a city and unitary authority in the English county of East Sussex, has a wide range of public services funded by national government, East Sussex County Council, Brighton and Hove City Council and other public-sector bodies. Revenue to fund these services comes partly from Council Tax, which is paid annually by residents: this tax provides the city council with nearly 20% of its income and also helps to fund the local police force, Sussex Police, and the county's fire service, East Sussex Fire and Rescue Service. Some of Brighton and Hove's utilities and infrastructure are provided by outside parties, such as utility companies, rather than by the city council.
