Raymond Isaac Follo is a Congolese politician who has served in the National Assembly of Congo-Brazzaville since 2012.
At the Sixth Extraordinary Congress of the Congolese Labour Party (PCT), held in July 2011, Follo was elected to the PCT's 471-member Central Committee. [1]
In the July–August 2012 parliamentary election, Follo stood as the PCT candidate in Ngoyo constituency, located in Pointe-Noire. In the first round of voting, he placed first with 30% of the vote, ahead of Henri Tchimbakala Mavoungou of the Rally for Democracy and Social Progress (RDPS), who received 15.63%. [2] The PCT and the RDPS were both members of the Presidential Majority loyal to President Denis Sassou Nguesso, and as a result of an agreement between the parties, Tchimbakala Mavoungou, as the second place candidate, withdrew from the vote in favor of Follo. [3] Consequently, Follo was elected without opposition in the second round of voting, receiving 100% of the vote. [4]
When the National Assembly began meeting for its new parliamentary term, Follo was designated as Secretary of the Planning, Spatial Planning, Environment and Housing Commission of the National Assembly on 19 September 2012. [5]
On 23 February 2013, Follo held his first meeting with his constituents, discussing parliamentary work and donating shovels, hoes, and wheelbarrows, as well as office equipment and school supplies. [6]
Follo was elected as President of the PCT District Committee for Ngoyo on 8 September 2013. [7]
On 12 October 2013, Follo held his second constituent meeting, discussing the work of the National Assembly and the passage of various items of legislation. He reiterated that he wanted to remain close to his constituents by holding regular constituent meetings, rotating through the different parts of the constituency. He also encouraged people to register to vote, and he gave out school kits to Ngoyo's best performing students. [8] [9]
Follo held his third constituent meeting on 1–2 February 2014. He variously donated beds, mattresses, and cement to local medical facilities, schools, and churches. [10] [11] Discussing his parliamentary work, he explained his proposed amendments to the 2014 state budget. These amendments, which were included in the budget, concerned various infrastructure improvements in Ngoyo: the completion of a local town hall, expansion and improvement of local medical facilities, and construction work at schools. [11]
Follo headed the PCT's candidate list in Ngoyo for the September 2014 local elections [12] and was elected as a local councillor. [13] In the July 2017 parliamentary election, he was re-elected to the National Assembly as the PCT candidate in Ngoyo, winning the seat in the first round with 70% of the vote. [14] He was designated as Rapporteur of the Planning Commission of the National Assembly on 2 September 2017. [15]
Justin Koumba is a Congolese politician who was President of the National Assembly of Congo-Brazzaville from 2007 to 2017. He was an official at the United Nations and served in the government of Congo-Brazzaville as Minister of National Education in 1992; subsequently, he was President of the National Transitional Council from 1998 to 2002 and President of the National Human Rights Commission from 2003 to 2007.
Pierre-Damien Boussoukou-Boumba is a Congolese politician. During the single-party rule of the Congolese Labour Party (PCT), he served in the government of Congo-Brazzaville as Minister of Health from 1979 to 1984, as Minister of Scientific Research from 1984 to 1989, and as Minister of Basic Education from 1989 to 1991. He was Ambassador to the United States in the 1990s and Minister of Small and Medium-Sized Enterprises from 1997 to 2002; subsequently he was a Deputy in the National Assembly of Congo-Brazzaville from 2002 to 2007. Boussoukou-Boumba was also President of the Union for the Defence of Democracy (UDD), a political party, from 1996 to 2011.
Mpaki Bernard is a Congolese politician who served in the government of Congo-Brazzaville as Minister of Fishing and Aquaculture from 2012 to 2016. A member of the Congolese Movement for Democracy and Integral Development (MCDDI), he was first vice-president of the National Assembly of Congo-Brazzaville for a brief period in 1992, and he was second vice-president of the National Assembly from 2007 to 2012.
Pierre Ngolo is a Congolese politician who has been Secretary-General of the Congolese Labour Party (PCT) since August 2011. He was First Secretary of the National Assembly of Congo-Brazzaville from 2002 to 2012. He has served as the President of the Senate of Congo-Brazzaville since 2017.
Pascal Tsaty Mabiala is a Congolese politician who has been the Secretary-General of the Pan-African Union for Social Democracy (UPADS) since 2006, as well as President of the UPADS Parliamentary Group since 2007. He stood as the UPADS candidate in the 2016 presidential election.
Hellot Matson Mampouya is a Congolese politician who served in the government of Congo-Brazzaville as Minister of Scientific Research from 2007 to 2009, as Minister of Fishing from 2009 to 2012, as Minister of Primary and Secondary Education from 2012 to 2015, as Minister of Posts and Telecommunications from 2015 to 2016, and again as Minister of Scientific Research from 2016 to 2017. For years he was a leading member of the Congolese Movement for Democracy and Integral Development (MCDDI), but in 2013 he formed his own party, the Dynamic for the Republic and Recovery (DRD).
Euloge Landry Kolélas is a Congolese politician who served in the government of Congo-Brazzaville as Minister of Trade from 2015 to 2017. Previously he was a Deputy in the National Assembly from 2007 to 2012. He is the President of the Congolese Movement for Democracy and Integral Development (MCDDI), a political party, and has served as High Commissioner for the Reintegration of Former Combatants since 2017.
Sylvestre Ossiala is a Congolese politician. A specialist in the oil industry, he was a Deputy in the National Assembly of Congo-Brazzaville from 2002 to 2017. He was also the Second Vice-President of the National Assembly from 2012 to 2017.
Maurice Mavoungou is a Congolese politician who has been a Deputy in the National Assembly of Congo-Brazzaville since 2002. He has also been President of the Economy and Finance Commission of the National Assembly since 2012.
Roland Bouiti-Viaudo is a Congolese politician who was Mayor of Pointe-Noire, the second-largest city in Congo-Brazzaville, from 2003 to 2017. He has served as Second Vice-President of the National Assembly since 2017, and he has been the President of the Movement for Action and Renewal (MAR), a political party, since 2010.
Pierre Mabiala is a Congolese politician who has served in the government of the Congo-Brazzaville as Minister of Land Affairs since 2017. He serves in Anatole Collinet Makosso's government. Previously he was a Deputy in the National Assembly of Congo-Brazzaville from 2002 to 2007, a Senator from 2008 to 2009, Minister of Land Affairs from 2009 to 2016, and Minister of Justice from 2016 to 2017.
René-Dambert Ndouane is a Congolese politician who served in the government of Congo-Brazzaville as Minister of Tourism from 1997 to 1999 and as Minister of Labour from 1999 to 2002. He was Second Vice-President of the National Assembly from 2002 to 2007 and First Vice-President of the National Assembly from 2012 to 2017.
Fernand Sabaye is a Congolese politician who has served as a Deputy in the National Assembly of Congo-Brazzaville since 2002.
