Reagan Noble (born 22 July 1983 in Johannesburg, Gauteng) is a South African footballer, who currently plays for University of Pretoria F.C.
The midfielder played previously for Wits University, Mamelodi Sundowns, Bloemfontein Celtic, Ikapa Sporting [1] and AmaZulu in the Premier Soccer League. [2]
He was a participant at the 2005 CONCACAF Gold Cup in the United States for South Africa. [3]

The Comprehensive Anti-Apartheid Act of 1986 was a law enacted by the United States Congress. The law imposed sanctions against South Africa and stated five preconditions for lifting the sanctions that would essentially end the system of apartheid, which the latter was under at the time. Constructive engagement was the name given to the conciliatory foreign policy of the Reagan administration towards the apartheid regime in South Africa. Devised by Chester Crocker, Reagan's U.S. Assistant Secretary of State for African Affairs, the policy was promoted as an alternative to the economic sanctions and divestment from South Africa demanded by the UN General Assembly and the international anti-apartheid movement. Among other objectives, it sought to advance regional peace in Southern Africa by linking the end of South Africa's occupation of Namibia to the end of the Cuban presence in Angola.

His basic foreign policy was to equal and surpass the Soviet Union in military strength, and put it on the road to what he called "the ash heap of history". By 1985, he began to cooperate closely with Soviet leader Mikhail Gorbachev–they even became friends–and negotiated large-scale disarmament projects.
