Real Time Governance Society

Real Time Governance Society (RTGS) is an Indian e-governance initiative of chief minister N. Chandrababu Naidu from Andhra Pradesh, India. [1] It was formed on 6 September 2017. The department reports to the chief minister. [2]

History

The idea is to use electronic communication and technology to deploy e-governance in Andhra Pradesh. It has 13 district centers and 1 state center for reporting. [3] Data from Andhra Pradesh Weather Forecasting and Early Warning Research Center, drones, machine learning systems, biometric systems and other surveillance systems are collated and reported through the RTGS system in real-time. A call center addresses internal grievances. [3]

Applications of RTGs

The RTGS system has been used by N. Chandrababu Naidu to evaluate the performance of MLA's from his party. When setting up meetings with party leaders prior to the 2019 elections, he used to warn the MLAs that he had all the information about them and that he would only field candidates who had the potential to win. For the same, the Chief Minister received input as well as data broken down by the constituency. The same was also used to ensure none of his ministers partook in any sand mining activity which the opposition had often attacked his party about. [4]  

Using the RTGS and IVRS technologies, the Andhra Pradesh government sent messages to about Nine Lakh people during the impending ‘Phethai Cyclone’ to minimise the loss of human life. About the effectiveness of RTGS, Chandrababu Naidu observed: "We have beaten IMD in predicting the exact location of where the cyclone made the landfall".[ citation needed ]

During TDP tenure, the State won 615 National and International awards which is a testimony to the N. Chandrababu Naidu's government’s performance.[ citation needed ]

Since 1995 the party has been headed by N. Chandrababu Naidu, former Chief Minister of Andhra Pradesh. The party's headquarters is located at NTR Bhavan in Hyderabad. It is a Party which has a strong presence both at state level and central politcis. TDP espoused no specific ideology except for its commitment of safeguarding “the political, economic, social, and cultural foundations of Telugu-speaking people.” TDP was the first regional party in independent India to have formed the main opposition in the 8th Lok Sabha (1984). Currently, TDP currently holds 3 Lok Sabha Seats.

The Politics of Andhra Pradesh take place in the context of a bicameral parliamentary system within the Constitutional framework of India. The main parties in the state are the YSR Congress Party and Telugu Desam Party. Other parties that have small presence in the state include the Indian National Congress and Bharatiya Janata Party. Y.S. Jagan Mohan Reddy is the incumbent Chief Minister.

2015 Cash for Vote Scam

The 2015 cash-for-votes scam was a political scandal, the second scandal of its kind since the 2008 cash-for-votes scandal. The 2015 political scandal started off when the Telugu Desam Party (TDP) leaders of Telangana state were caught in a video footage, aired in the media, offering bribes to a nominated MLA, Elvis Stephenson, for his vote in the 2015 elections of the Telangana Legislative Council. The TDP MLA Revanth Reddy was arrested by the Telangana Police when he was offering Rs. 50 lakhs to Stephenson. Reddy was then presented before the court and was sent to jail. Similarly, the phone conversation, which was quoted as the voice of N. Chandrababu Naidu, the then Andhra Pradesh Chief Minister, with Stephenson was aired in the news media.

Fintech Valley Vizag

Fintech Valley Vizag is an initiative of the Government of Andhra Pradesh to promote business infrastructure in the state, and attract investors and multinational corporations to set up offices. Fintech Valley was founded by N. Chandrababu Naidu then Chief Minister of the Andhra Pradesh state in December 2016 with the goal of enhancing Visakhapatnam City as a financial technology capital in Andhra Pradesh.

Yadlapati Venkata Rao was an Indian politician from the state of Andhra Pradesh. Rao served as the Minister for Agriculture, Law and Planning in the united Andhra Pradesh from 1978 to 1980. The Core Dashboard is aggregator of the information generated by various departments within the Government of Andhra Pradesh. It was conceived by former Chief minister of Andhra Pradesh Shri Nara Chandrababu Naidu and is the first platform of this kind in India. Different state governments in India have approached the AP Govt and launched their kind of dashboards in their states. It is being develop and managing by Real Time Governance Society (RTGS), a special department created to look after operations of RTGS state control center.

The Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act, 2020 is an act of Andhra Pradesh Legislature aimed at the decentralisation of governance in the Indian state of Andhra Pradesh. The bill was proposed by the Government of Andhra Pradesh to establish three capitals at different places in the state namely Visakhapatnam, Amaravati, and Kurnool, which will serve as executive, legislative and judicial capitals respectively.

Alimineti Uma Madhava Reddy is an Indian politician from the state of Telangana. She served as a cabinet minister in the second N. Chandrababu Naidu ministry and was the Member of the Legislative Assembly (MLA) from Bhongir Assembly constituency representing the Telugu Desam Party. Currently, she is a member of Telangana Rashtra Samithi.
