Francis Okaroh is a retired Nigerian football (soccer) defender. Playing professionally in the United States, he began his career indoors with the Cleveland Force in 1987–88 before spending five seasons in Major League Soccer (MLS) with the New England Revolution (1996–1997), Chicago Fire (1998–1999) and Miami Fusion (2000). He was a starting defender in the inaugural campaigns for both the Revolution and Fire, winning MLS Cup '98 with the latter. He has been an assistant coach with the men's soccer program at his alma mater Boston University since 2007.

After retiring from playing in 1997, he served for many years as both an assistant and head coach for both college and professional teams. He was previously the executive director for the West Florida Flames Futbol Club in Brandon, Florida.

James spent twenty-four years as a professional, both beginning and ending his career with different versions of the Seattle Sounders. He played in the North American Soccer League, Major Indoor Soccer League, American Professional Soccer League and A-League. He served as an assistant coach with the Sounders for seven seasons and as interim head coach for one. He was a member of the U.S. Olympic soccer team which qualified for, but did not play in, the 1980 Summer Olympics due to the United States' boycott in response to the Soviet invasion of Afghanistan. He also earned two caps with the U.S. national team in 1988.

He currently holds several coaching positions at the high school, collegiate and professional levels and was the Director of Youth Development for Seattle Sounders FC of Major League Soccer. In January 2015, he was named head coach of the Tacoma Stars of the Major Arena Soccer League.

He is a two-time Coach of the Year in the Major Indoor Soccer League and coached in the Women's United Soccer Association. As assistant coach of Iran, he led the team to qualification to the 2014 FIFA World Cup and the 2015 AFC Asian Cup.
