Robert E. M. Cowie (died 1934) was a Scottish-born American businessman, best known as president of the Railway Express Agency.
Cowie was born in Aberdeen, and as a teenager traveled to the United States in steerage, after plans to emigrate to South Africa fell through. [1] [2] Employed as an office boy in the Cleveland offices of the American Express Company, at the age of 19 he became a clerk, on 60 dollars per month, and married Effie Warner, [2] who outlived him. [3] Together they adopted two children, his nephew and niece. [1]
In 1890, Cowie moved to Chicago as secretary to the general manager, and in 1906 became assistant general manager. [2] In 1915 he became general manager in New York. [2] In 1918 the American Express Company was incorporated into the new American Railway Express, Inc., of which he became president and general manager in 1923. [1] In 1928 American Railway Express was merged into the Railway Express Agency, of which he became president in 1928. [1] He also held chairmanships and directorships of the Golconda Petroleum Corporation, Chase National Bank, the Cuba-Mexican Syndicate, and the Citizens National Bank of Los Angeles. [1]
He was an organizer of the Air Mail Extension Committee of the Aeronautical Chamber of Commerce, formed in 1923, and in January 1925 gave written testimony to the Congressional Committee on Aviation in favour of government assistance for the development of commercial air traffic: [4] [5]
In my opinion the establishment of commercial aviation is of the utmost importance in the development of air power as national defense, and the Government should encourage commercial aviation by furnishing without cost the use of landing and starting fields, beacon lights and other paraphernalia essential for successful flying, in the same manner as they do navigation, by lighthouses, life saving stations, ocean charts, etc. Commercial aviation should be rated in importance, first for handling emergency express shipments, second for handling mail, third for handling passengers. Commercial aviation is purely a business proposition. Flying has been accomplished and the thing remaining to be done is to adapt this facility to commercial purposes. We are ready to consider contractual arrangements for air service as soon as any dependable, well set up and strongly financed organization can furnish us the service, preferably beginning with a route between New York and Chicago with night flying.
He retired to California in 1932, and died there on June 22, 1934, at the age of 71. [1]

Its powers include air traffic control, certification of personnel and aircraft, setting standards for airports, and protection of U.S. assets during the launch or re-entry of commercial space vehicles. Powers over neighboring international waters were delegated to the FAA by authority of the International Civil Aviation Organization.

The Civil Aeronautics Board (CAB) was an agency of the federal government of the United States, formed in 1940 from a split of the Civil Aeronautics Authority and abolished in 1985, that regulated aviation services and, until the establishment of the National Transportation Safety Board in 1967, conducted air accident investigations. The Air Mail scandal, also known as the Air Mail fiasco, is the name that the American press gave to the political scandal resulting from a 1934 congressional investigation into the awarding of contracts to certain airlines to carry airmail and the subsequent disastrous use of the U.S. Army Air Corps (USAAC) to fly the mail after the contracts were revoked.
Jerome Clarke Hunsaker was an American naval officer and aeronautical engineer, born in Creston, Iowa, and educated at the U.S. Naval Academy and the Massachusetts Institute of Technology. His work with Gustav Eiffel outside Paris led to the first wind tunnel in the US at MIT. He was instrumental in developing a weather reporting and airway navigation. Hunsaker was also pivotal in establishing the theoretical and scientific study of aerodynamics in the United States. And he was primarily responsible for the design and construction of the Navy-Curtiss airplane (NC-4) that accomplished the first transatlantic flight, and the first successful shipboard fighter. Later he championed lighter-than-air flight but the loss of the Navy airship he designed, the USS Akron, led to the withdrawal of federal support. His WW2 chairmanship of the National Advisory Committee for Aeronautics (NACA) was notable for favouring the development of existing aircraft designs rather than experimenting with turbojets or missile technology.
The Civil Aviation Authority of the Philippines is the civil aviation authority of the Philippines and is responsible for implementing policies on civil aviation to assure safe, economic and efficient air travel. The agency also investigates aviation accidents via its Aircraft Accident Investigation and Inquiry Board. Formerly the Air Transportation Office, it is an independent regulatory body attached to the Department of Transportation for the purpose of policy coordination.
Atlantic Aircraft Corporation, also known as Fokker-America and Atlantic-Fokker, was a US subsidiary of the Dutch Fokker company, responsible for sales and information about Fokker imports, and eventually constructing various Fokker designs.
Washington-Hoover Airport was an airport serving the city of Washington, D.C., in the United States from 1933 to 1941. It was created by the merger of Hoover Field and Washington Airport on August 2, 1933. It was in Arlington, Virginia, near the intersection of the Highway Bridge and the Mount Vernon Memorial Highway. Washington-Hoover Airport, like its predecessors, suffered from safety problems, short runways, and little room to grow. It closed for public use in June 1941, and the United States Department of War purchased the site in September, closing it for good. Washington National Airport, which opened in June 1941, was built as its replacement. The Pentagon now occupies the site.
The Federal Aviation Act of 1958 was an act of the United States Congress, signed by President Dwight D. Eisenhower, that created the Federal Aviation Agency and abolished its predecessor, the Civil Aeronautics Administration (CAA). The act empowered the FAA to oversee and regulate safety in the airline industry and the use of American airspace by both military aircraft and civilian aircraft.
Alfred Victor Verville was an American aviation pioneer and aircraft designer who contributed to civilian and military aviation. During his forty-seven years in the aviation industry, he was responsible for the design and development of nearly twenty commercial and military airplanes. Verville is known for designing flying boats, military racing airplanes, and a series of commercial cabin airplanes. His planes were awarded with the Pulitzer Speed Classic Trophy in 1920 and 1924.
Edward Peck "Ted" Curtis was an American World War I flying ace with six aerial victories. Between the world wars, he served as vice president of Eastman Kodak's international division. In World War II he served as the Chief of Staff, U. S. Strategic Air Force in Europe earning the rank of major general. As Special Assistant to President Eisenhower for Aviation Facilities Planning, he earned the 1957 Robert J. Collier Trophy.
Eugene Luther "Gene" Vidal was an American commercial aviation pioneer, New Deal official, inventor, and athlete. For eight years, from 1929 to 1937, he worked closely with Amelia Earhart in a number of aviation-related enterprises, and was President Franklin Roosevelt's top civil aviation director from 1933 to 1937.
Railway Express Agency (REA), founded as the American Railway Express Agency and later renamed the American Railway Express Inc., was a national package delivery service that operated in the United States from 1918 to 1975. REA arranged transport and delivery via existing railroad infrastructure, much as today's UPS or DHL companies use roads and air transport. It was created through the forced consolidation of existing services into a national near-monopoly to ensure the rapid and safe movement of parcels, money, and goods during World War I.
William Patterson MacCracken Jr. was the first U.S. Assistant Secretary of Commerce for Aeronautics. His department was awarded the Collier Trophy of 1928 for its contribution to the "development of airways and air navigation facilities". Later he was convicted of contempt of congress in the Air Mail scandal in 1934.
The Century Air Lines Strike of 1932 was a strike of pilots from Chicago-based Century Air Lines following a proposal in early February by company owner Errett Lobban Cord to cut wages by up to 40%. The two-month strike was the first in the history of the fledgling commercial aviation industry and also the first significant action for the year-old Air Line Pilots Association (ALPA) which represented the 23 striking pilots. Political agitation in the form of congressional hearings and public condemnations eventually forced Cord to relent and sell Century Airlines on April 2 to the Aviation Corporation (AVCO), parent company of American Airways.
Frank Henry Russell was an American aviation pioneer and the first General Manager of the Wright Brothers Company at Dayton, Ohio. He went on to co-found the Burgess Company and the Manufacturers Aircraft Association. He was the Vice President and a director of Curtiss Aeroplane & Motor Company and a director of Curtiss-Wright Corporation.
