Rose Mukantabana (born 31 August 1961) is a lawyer and women's rights activist. She is the former President of the Chamber of Deputies of Rwanda and was the first woman elected to the post. She was elected to serve as chair of the African Parliamentary Union from 2013-2015.
Rose Mukantabana was born 31 August 1961 in Nyanza District, Southern Province, Rwanda. She graduated from high school and began working in the civil service in 1980, [1] first in the Rwanda Society for Insurance and later in the Ministry of Public Services. [2] In 1992, she entered the National University of Rwanda and graduated with a law degree in 1996. That year, she began working for Haguruka Association, an NGO which focuses on human rights and specifically rights of women and children. [1] Spending nine years at the organization, she began as a Legal Assistant and worked up to Coordinator of Legal Affairs. After serving as National Executive Secretary, [3] Mukantabana returned to school. Studying in Belgium, she earned a post-graduate "specialized diploma in human rights" [1] from Université Saint-Louis Bruxelles. [2]
In 2002, she was serving as vice president of Pro-Femmes, [4] a pacifist umbrella organization which coordinated the efforts of 43 NGOs for women's development and rights. [2] In 2005, she began working as the National Coordinator of the Women’s Legal Rights Initiative sponsored by USAID and in 2007, moved to ActionAid International Rwanda, first serving as Women's Rights Coordinator and later as the Program Development Manager. [3] In 2008, she was elected as a Member of Parliament representing the Kigali City constituency. [1] On 6 October, 2008, she was elected by her fellow MPs to serve as President of the Chamber of Deputies of Rwanda until 2013 [5] by a margin of 70 for and 10 against. [1] Her election made her the first female to head the parliamentary body. [5] In 2012, she was elected to serve as the chair of the African Parliamentary Union (APU) through 2015. [6]
Rwanda, officially the Republic of Rwanda, is a landlocked country in the Great Rift Valley of Central Africa, where the African Great Lakes region and Southeast Africa converge. Located a few degrees south of the Equator, Rwanda is bordered by Uganda, Tanzania, Burundi, and the Democratic Republic of the Congo. It is highly elevated, giving it the soubriquet "land of a thousand hills", with its geography dominated by mountains in the west and savanna to the southeast, with numerous lakes throughout the country. The climate is temperate to subtropical, with two rainy seasons and two dry seasons each year. It is the most densely populated mainland African country; among countries larger than 10,000 km2, it is the fifth most densely populated country in the world. Its capital and largest city is Kigali.
Elections in Rwanda are manipulated in various ways, which include banning opposition parties, arresting or assassinating critics, and electoral fraud. According to its constitution, Rwanda is a multi-party democracy with a presidential system. In practice, it functions as a one-party state ruled by the Rwandan Patriotic Front and its leader Paul Kagame. The President and majority of members of the Chamber of Deputies are directly elected, whilst the Senate is indirectly elected and partly appointed.
Parliamentary elections were held in Rwanda from 15 to 18 September 2008. The elections were boycotted by the opposition, and resulted in a victory for the ruling Rwandan Patriotic Front (FPR), which won 42 of the 53 elected seats. The elections also produced the world's first national parliament with a female majority.
Rose Kabuye is a retired Lieutenant Colonel in the Rwandan Army and remains the highest ranking woman ever to serve in her country's armed forces. She is currently working in the private sector as chief executive officer of Virunga Logistics and Startech Limited but is best known for her work as a fighter for the Rwanda Patriotic Front during the Rwandan Civil War]. She subsequently became Mayor of Kigali City, Rwandan Chief of State Protocol, and a member of the Rwandan parliament. Because of her participation in the liberation struggle, she was awarded The Rwandan National Liberation Medal and the Campaign Against Genocide Medal. She was serving as the chief of protocol of Rwandan President Paul Kagame in November 2008 when she was arrested in Frankfurt, Germany on charges that were lifted in March 2009.
Béatrice Nirere is a Rwandan politician who was convicted of genocide for her involvement in the 1994 Rwandan Genocide. At the time of her conviction in 2009, she was a member of the Chamber of Deputies of Rwanda, the country's lower house of parliament.
Victoire Ingabire Umuhoza is a Rwandan politician and chairperson of a new political party - Development And Liberty For All (DALFA-Umurinzi) with the focus to campaign for more political space and for development. Previously, she was the president of the Unified Democratic Forces (UDF), a coalition of Rwandan exile opposition groups with a large base of active members in Rwanda, Europe, United States, and Canada.

Ramona Nicole Mănescu is a Romanian politician and lawyer. From 24 July 2019 to 4 November 2019, she served as minister of Foreign Affairs in the Romanian Government. She was a Member of the European Parliament serving 2007 to 2013 and 2014 to 2019 from the National Liberal Party, active within the European People's Party. As part of this group she is a member of the European Parliament Committee on Foreign Affairs, vice-chair in the Delegation for relations with the Mashreq countries and a substitute member in the Committee on transport and tourism and in Delegation for relations with the Arab Peninsula.
Agnes Binagwaho is a Rwandan pediatrician and co-founder and the former vice chancellor of the University of Global Health Equity (2017-2022). In 1996, she returned to Rwanda where she provided clinical care in the public sector as well as held many positions including the position of Permanent Secretary for the Ministry of Health of Rwanda from October 2008 until May 2011 and Minister of Health from May 2011 until July 2016. She has been a professor of global health delivery practice since 2016 and a professor of pediatrics since 2017 at the University of Global Health Equity. She resides in Kigali.
Parliamentary elections were held in Rwanda between 16 and 18 September 2013. The result was a victory for the Rwandan Patriotic Front, which maintained its absolute majority in the Chamber of Deputies, winning 41 of the 80 seats.
Olena Serhijivna Sotnyk is a Ukrainian lawyer and politician, former Member of the Parliament of Ukraine from Samopomich ("Self-Reliance") Party. She was the secretary of the Verkhovna Rada Committee on European integration; Sotnyk served as a Head of the Sub-committee on Approximation of Ukrainian Legislation to the EU Law. Shed co-chaired the Inter-Parliamentary Relations Unit with Belgium. She was Chairman of the Committee on Legal Affairs and Human Rights at the PACE, a member of the Bureau of Women's Parliamentarians in the Inter-Parliamentary Union and a vice-president of political group the Alliance of Liberals and Democrats for Europe in the PACE. Sotnyk was the first female to represent Ukraine in the Yale World Fellows Program. She was one of the most successful women of Ukraine in 2019 according to the "New Time" and "Legal Newspaper".

Donatille Mukabalisa is a Rwandan lawyer and politician, notably the Speaker of the Chamber of Deputies. She was elected Speaker of the Rwandan parliament in 2013 after the country's national elections.
Parliamentary elections were held in Rwanda on 3 September 2018, with Rwandan overseas voting the day before. The result was a victory for the Rwandan Patriotic Front coalition, which won 40 of the 53 elected seats while losing its absolute majority over the total of seats, whilst the Democratic Green Party and Social Party Imberakuri both entered parliament for the first time. With 49 of the 80 seats in the newly elected parliament held by women (61%), the elections maintained Rwanda's position as the country with the highest proportion of female MPs.
Jeanne d'Arc Uwimanimpaye is a Rwandan politician. She has been a member of the Chamber of Deputies since 2008. From 2013 to 2018, she served as a Deputy Speaker of the Chamber.
Gamariel Mbonimana is a Rwandan politician who served as a member of the Chamber of Deputies in the Parliament of Rwanda from 2018 to 2022. He is a member of Liberal Party political party in Rwanda. Formerly he served as a full time senior lecturer at University of Kigali.
Edda Mukabagwiza is a Rwandan politician and former diplomat. Since 2013, she has been a member of the Chamber of Deputies in the Parliament of Rwanda.
Felicite Rwemarika was born on 9 March 1958 in Ruanda-Urundi. She has been a member of the IOC since 2018. Rwemarika has organized many international conferences on gender equality in sports and in society as a whole. She is also a speaker at the American University of Nigeria on unity and reconciliation through sport. Rwemarika organizes workshops and seminars in order to raise awareness for gender equality in sports and promote sport as a powerful tool for peace-building, conflict resolution, and economic empowerment. Rwemarika has dedicated herself to heal women who were victims of the 1994 Tutsi genocide through activities which are held by the Association of Kigali Women in Sports. She is a supporter of gender equality and encourages the wider participation of both women and men in the conversations about gender-based violence, women empowerment, HIV/AIDS reconciliation and entrepreneurship. She is also an organizer of financial literacy trainings and bespoke competitions for the AKWOS members.
Eugene Mussolini is a Rwandan politician. Since 2019, Mussolini has served as a member of the Chamber of Deputies, holding the parliamentary seat reserved for people with disabilities.
