Russian Elites, Proxies, and Oligarchs Task Force

In March 2022 the Russian Elites, Proxies, and Oligarchs Task Force (REPOTF) was set up between the EU, G7 countries, and Australia. [1] [2] The signatories pledged to:

jointly commit to prioritizing our resources and working together to take all available legal steps to find, restrain, freeze, seize, and, where appropriate, confiscate or forfeit the assets of those individuals and entities that have been sanctioned in connection with Russia’s premeditated, unjust, and unprovoked invasion of Ukraine and the continuing aggression of the Russian regime. “Russia’s latest invasion of Ukraine represents a further assault on the fundamental norms and laws, including the UN charter, that underpin the international order. By working together to hunt down the assets of key Russian elites and proxies and to act against their enablers and facilitators, we take a further step to isolate them from the international financial system and impose consequences for their actions, and we encourage other countries to also take up this critical effort.

History

On 11 August 2022, the REPOTF announced it had seized $30bn in assets. [3]

By 24 February 2023, the anniversary date of the 2022 Russian invasion of Ukraine, the REPOTF had "Blocked or frozen more than $58 billion worth of sanctioned Russians’ assets in financial accounts and economic resources." [4] [5] [6] [7]

International sanctions have been imposed against Russia and Crimea during the Russo-Ukrainian War by a large number of countries, including the United States, Canada, the European Union, and international organisations following the Russian annexation of Crimea, which began in late February 2014. Belarus has also been sanctioned for its cooperation with and assistance to Russian armed forces. The sanctions were imposed against individuals, businesses, and officials from Russia and Ukraine. Russia responded with sanctions against several countries, including a total ban on food imports from Australia, Canada, Norway, Japan, the United States, and the EU.

Kirill Nikolayevich Shamalov is a Russian businessman, the ex-husband of Katerina Tikhonova and the ex-son-in-law of the Russian President Vladimir Putin. He was the former economic advisor to the Russian government.

The economic impact of the 2022 Russian invasion of Ukraine began in late February 2022, in the days after Russia recognized two breakaway Ukrainian republics and launched an invasion of Ukraine. The subsequent economic sanctions have targeted large parts of the Russian economy, Russian oligarchs, and members of the Russian government. Russia has responded with sanctions of its own. Both the conflict and the sanctions have had a strongly negative impact on the world economic recovery during the COVID-19 recession. As a result of its war, estimates of a 30-year economic setback are projected for Russia. A wave of protests and strikes have occurred across Europe against the rise of bills and living expenses.

Task Force KleptoCapture is a United States Department of Justice unit established in March 2022 with the goal of enforcing sanctions on Russian oligarchs in response to the Russian invasion of Ukraine.

Following Russia's invasion of Ukraine beginning on 24 February 2022, the United States, the European Union, and other Western countries introduced or significantly expanded sanctions covering Russian President Vladimir Putin and other government members, and banned "selected Russian banks" from using the SWIFT international payments system, triggering the 2022 Russian financial crisis and a massive international boycott of Russia and Belarus, which supports the invasion.

The United States response to the 2022-2023 Russian invasion of Ukraine has been in favor of Ukraine. President Biden condemned the invasion, providing humanitarian and military aid to Ukraine, and sanctioning Russia and Belarus, the countries heavily involved in invading Ukraine.

The Task Force on Accountability for Crimes Committed in Ukraine is a pro bono international group of lawyers established on 29 March 2022 to help Ukrainian prosecutors coordinate legal cases for war crimes and other crimes related to the 2022 Russian invasion of Ukraine.
