The Standing Patrol for Emergency Assessment & Response (SPEAR) for emergency management, is an advisory unit activated for the purpose of rapidly providing relief authorities an estimate of the situation in disaster-affected areas. [1] The Project was launched as a concept proposal by the Conceptium Group in 2004, an initiative taken by its founder, Stefan Templeton. [2]
Teams that are trained and equipped for deep-field relief operations in conflict and/or disaster-affected areas are inserted to conduct rapid assessment and administer emergency aid. SPEAR teams support command and control with an information clearing house in three areas: hazard assessment, situational mapping, and communications from the field. SPEAR officers are assessment professionals who are trained in the sectoral needs of disaster-affected populations and maintain a state of readiness for immediate deployment to disaster-affected areas world-wide.
The goal of the SPEAR Project is the reduction of deaths and human suffering and the object is the improvement of the coordination of humanitarian actions and to allocate resources and labor in the most efficient way to relieve disaster situations as quickly as possible.
Civil defense or civil protection is an effort to protect the citizens of a state from human-made and natural disasters. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation and recovery. Programs of this sort were initially discussed at least as early as the 1920s and were implemented in some countries during the 1930s as the threat of war and aerial bombardment grew. Civil-defense structures became widespread after authorities recognised the threats posed by nuclear weapons.

The Directorate-General for European Civil Protection and Humanitarian Aid Operations, formerly known as the European Community Humanitarian Aid Office, is the European Commission's department for overseas humanitarian aid and for civil protection. It aims to save and preserve life, prevent and alleviate human suffering and safeguard the integrity and dignity of populations affected by natural disasters and man-made crises. Since September 2019, Janez Lenarčič is serving as Commissioner for Crisis Management in the Von der Leyen Commission, and since 1 March 2023, Maciej Popowski leads the organisation as the Director-General.
The Disaster Assistance Response Team (DART) (French: Équipe d'intervention en cas de catastrophe (EICC)) is a rapidly deployable team of 200 Canadian Forces personnel. It provides assistance to disaster-affected regions for up to 40 days. DART's headquarters is located in Kingston, Ontario. DART was created by the Canadian government in 1996 in the aftermath of the inadequate response to the 1994 Rwandan genocide, when Canada's aid arrived after the peak of a cholera epidemic. The government determined that it would be of the utmost importance in many disasters if it was able to rapidly deploy a group of people until long-term aid arrived. DART has an annual budget of CA$500,000, although during specific incidents the Parliament of Canada can choose to temporarily allocate millions of dollars to DART to fund their response effort. For example, Operation Torrent, the aid mission to Turkey in the wake of the 1999 earthquake which left 17,000 people dead, saw CA$15 million used by DART in the response.
Emergency management or disaster management is a science and a system charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
Disaster response refers to the actions taken directly before, during or in the immediate aftermath of a disaster. The objective is to save lives, ensure health and safety and to meet the subsistence needs of the people affected. This includes warning/evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance and the immediate restoration or construction of infrastructure. The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected population. Such assistance may range from providing specific but limited aid, such as assisting refugees with transport, temporary shelter, and food to establishing semi-permanent settlements in camps and other locations. It also may involve initial repairs to damage or diversion to infrastructure.

Founded in 1943 by the Bishops of the United States, the agency provides assistance to 130 million people in more than 110 countries and territories in Africa, Asia, Latin America, the Middle East and Eastern Europe.
Frederick C. Cuny was an American humanitarian whose work spanned disaster relief, refugee emergency management, recovery from war and civil conflict as well as disaster and emergency preparedness, mitigation and peacebuilding. He was first and foremost a practitioner, but also a prolific author, an educator and a field-based researcher. He has been described as "a great American – a sort of universal Schindler, a man with lists of millions of people in Asia, Africa, Latin America and Europe whose lives he succored or saved." Another tribute to Cuny claimed that he "was one of the world's most accomplished disaster relief experts, both a pioneer and an iconoclast in the field of international humanitarian aid."

Mercy Relief is a Non-Governmental humanitarian organization based in Singapore. It was established in 2001 by Perdaus, a Malay-Muslim organization and became the first Muslim organisation in Singapore with a disaster humanitarian relief wing. The organization was officially launched on 12 May 2001 by Mr Abdullah Tarmugi, Minister For Community Development and Sports and Minister-in-charge of Muslim Affairs.
Emergency sanitation is the management and technical processes required to provide sanitation in emergency situations. Emergency sanitation is required during humanitarian relief operations for refugees, people affected by natural disasters and internally displaced persons. There are three phases of emergency response: Immediate, short term and long term. In the immediate phase, the focus is on managing open defecation, and toilet technologies might include very basic latrines, pit latrines, bucket toilets, container-based toilets, chemical toilets. The short term phase might also involve technologies such as urine-diverting dry toilets, septic tanks, decentralized wastewater systems. Providing handwashing facilities and management of fecal sludge are also part of emergency sanitation.
