Saah H. Joseph is a Liberian politician who serves as a Senator of Montserrado County.[1] He is known for his work in public health support, emergency response initiatives, advocacy for technical and vocational education, and his positions on concession governance and institutional accountability.[2]
Publicly available reporting indicates that Joseph gained national visibility through his emergency humanitarian initiatives during Liberia's major health crisis, particularly during the Ebola virus epidemic in Liberia, where he operated his own privately funded ambulance services.[3][4]
Political career
Joseph began his political journey as a lawmaker under the banner of the Congress for Democratic Change. In 2011 he was elected to represent District 13, Montserrado county in the House of Representatives on the CDC ticket.[5][6][7] He maintained his seat in 2020, was elected to the Senate to represent Montserrado county, becoming one of the two senators from the county.[8][1]
On August 9, 2025, Joseph formally resigned from CDC after nearly two decades of affiliation. Joseph has advocated for increased national investment in technical and vocational education training (TVET), arguing that Liberia's dependence on foreign labor is tried to insufficient domestic skills-training programs. [26][27][28]
He founded the New Georgia Mini Technical College; a US$1 Million vocational institution aimed at providing accessible career and technical education to young Liberians. [29][30]He later initiated the New Georgia Mini Technical College and the Ducor Technical and Vocational College, reporting in 2025 that the project was 90% complete and intended to expand workforce-training opportunities in Montserrado county.[31][32]

In 2024, Joseph raised concerns about concession management in Liberia, referencing disputes involving companies such as Bea Mountain Mining Company and citing a need for clearer oversight of how concessions fulfill their obligations to affected communities. [33] In 2025, he called for the General Auditing Commission (GAC) to conduct a comprehensive audit of USAID funds allocated to Liberian government agencies between 2018 and 2025, arguing that transparency in donor-fund management is essential to public trust.
