Saifora Niazi was born in 1962 in Mazar-i-Sharif, Balkh Province, Afghanistan. She finished her secondary education at Sultain Razia High School before going on to complete a bachelor's degree in Physics at Kabul University.
After graduating, Niazi worked as a teacher before reaching the position of principal at Sultan Razia High School. She was also head of the Department of Women's Affairs in Balkh Province.
In 2005, Niazi successfully ran for parliament under the Jamiat-e-Islami. She successfully ran again in 2010. Niazi is part of the Religious and Cultural Affairs Commission and the Education and Higher Education commission.
Mazār-i-Sharīf, also called Mazār-e Sharīf, or just Mazār, is the fourth-largest city of Afghanistan, with a population estimate of 594,551 people. He had a prominent role in protests in Kabul about Afghanistan- and Islam-related issues, including an anti-American protest in 2003, a hunger strike to protest beatings of journalists by Afghan security officers in 2006, and another one to protest the 2008 Danish Muhammad cartoons.

Balkh University is a public university located in Mazar-i-Sharif, capital of Balkh Province in northern Afghanistan. Established in 1986, the university has about 18,000 students and is the third-largest in Afghanistan after Kabul University and Nangarhar University. Faculties include medicine, engineering, economics, journalism, literature, law and science.
The fall of Mazar-i-Sharif in November 2001 resulted from the first major offensive of the Afghanistan War after American intervention. A push into the city of Mazar-i-Sharif in Balkh Province by the United Islamic Front for the Salvation of Afghanistan, combined with U.S. Army Special Forces aerial bombardment, resulted in the withdrawal of Taliban forces who had held the city since 1998. After the fall of outlying villages, and an intensive bombardment, the Taliban and al-Qaeda forces withdrew from the city. Several hundred pro-Taliban fighters were killed. Approximately 500 were captured, and approximately 1,000 reportedly defected. The capture of Mazar-i-Sharif was the first major defeat for the Taliban.

He is also a professor at Balkh University, former chairman of Balkh Provincial Council, and representative of the people of Balkh in the 16th term of the House of Representatives. He was the chairman and member of Legislative Affairs Commission in the 16th term of House of Representatives of Afghanistan and was the Ambassador and special plenipotentiary of the Islamic Republic of Afghanistan to Kazakhstan.
