San Francisco County Jails are operated by the Sheriff's Department Custody Division of the City and County of San Francisco. The system comprises eight jails, with approximately 55,000 annual bookings administered by 800 deputy sheriffs. [1]
Two of these jails are located in the Hall of Justice on Bryant Street. One of the jails is located in ward 7D/7L in San Francisco General Hospital. Two jails are located at the San Bruno Complex Program Facility, located ten miles south of San Francisco.
The newest San Francisco jail complex is located near the Hall of Justice on Seventh Street. Opened in 1994, the complex is actually two jails. This main complex jail is a "direct supervision facility [that] has become a national model for program-oriented prisoner rehabilitation." The second, which acts as the main intake and release facility for the city, was praised by Pulitzer Prize-winning architecture critic Allan Temko as "a stunning victory for architectural freedom over bureaucratic stupidity."
The first jail established in San Francisco was demanded by the Alcalde, later first mayor, John W. Geary and set up in a beached brig, the Ephemia on the shore of Yerba Buena Cove. Later there was a jail on Broadway and jails within the two halls of justice on the east side of Portsmouth Square. The fourth floor of the post-earthquake Hall of Justice on Kearny Street served as a jail until 1961, when the present Hall of Justice at 850 Bryant Street opened.
The Ingleside Jail opened in 1872 on the present site of the City College of San Francisco. It served as the largest jail in the city. When the former County Jail 3 opened in San Bruno in 1934, the Ingleside Jail was demolished and the construction of City College commenced. The former County Jail #3 closed in 2006, after over 70 years of service, replaced by the modern direct-supervision facility, County Jail 5. The 1934 San Bruno jail was demolished in 2012.
Most San Francisco county jail inmates, like 60% of the U.S. jail population and 70% of inmates in California jails, have not been convicted of any crime. They are there awaiting trial, often for months, usually because they cannot afford bail. [2]

The Twin Towers Correctional Facility, also referred to in the media as Twin Towers Jail, is a complex in Los Angeles, California. The facility is located at 450 Bauchet Street, in Los Angeles, California and is operated by the Los Angeles County Sheriff's Department. The facility consists of two towers, a medical services building, and the Los Angeles County Medical Center Jail Ward.
Balboa Park is a public park in the Mission Terrace neighborhood of San Francisco, California. It was originally dedicated in 1909 when the park included the land now used by City College of San Francisco Ocean Campus west of I-280 Freeway. The park is located in the Outer Mission neighborhood group, and is adjacent to the neighborhoods of Cayuga, Ingleside, Oceanview, and Sunnyside. The park covers about 25 acres and includes among its facilities: Balboa Park Swimming Pool, Balboa Park Playground, Matthew J. Boxer Stadium (soccer), Sweeney Field (baseball), Balboa Skate Park, an off-leash dog area, a picnic area, tennis courts, and a basketball court.
The San Francisco Police Department (SFPD) is the municipal law enforcement agency of the City and County of San Francisco, as well as the San Francisco International Airport in San Mateo County. In 2000, the SFPD was the 11th largest police department in the United States.
The Orange County Sheriff's Department (OCSD) is the law enforcement agency serving Orange County, California. It currently serves the unincorporated areas of Orange County and thirteen contract cities in the county: Aliso Viejo, Dana Point, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente, San Juan Capistrano, Stanton, Villa Park, and Yorba Linda.
The San Francisco Sheriff's Office (SFSO), officially the City and County of San Francisco Sheriff's Office, is the sheriff's office for the City and County of San Francisco. The current sheriff is Paul Miyamoto. The department has 850 deputized personnel and support staff. The SFSO is a separate organization from the San Francisco Police Department. However, SFSO deputies and SFPD officers have all attended a POST-mandated police academy, and are duly sworn California peace officers.
The Harris County Sheriff's Office (HCSO) is a local law enforcement agency serving the over four million citizens of Harris County, Texas, United States. It is headquartered on the first and second floors in the 1200 Baker Street Jail in Downtown Houston.
The San Bernardino County Sheriff-Coroner's Department (SBSD) serves San Bernardino County, California, which is geographically the largest county in the United States and is headquartered in San Bernardino. SBSD provides law enforcement services to the unincorporated areas of the county and contract law enforcement services to 14 of the county's cities, including Rancho Cucamonga and Chino Hills, serving a total of 1,029,466 of the county's 2 million residents. The department also operates the county jail system, provides marshal services for the county superior courts, and has numerous other specialized divisions to serve the citizens of San Bernardino County.
The Cook County Jail, located on 96 acres in South Lawndale, Chicago, Illinois, is operated by the Sheriff of Cook County. It is sometimes referred to as California or Hotel California, as its address is on California Street. A city jail has existed on this site since after the Great Chicago Fire of 1871, but major County prisoners were not generally collocated here until closure of the old Hubbard Street Criminal Court Building and jail in the late 1920s. Since then, a 1920s neoclassical and art deco courthouse for the criminal division of the Cook County Circuit Court has operated at the South Lawndale complex.
Michael Hennessey is an American attorney and former Sheriff of San Francisco. Hennessey was elected in a run-off election in December 1979 and served until 2012, becoming the longest serving Sheriff in the history of San Francisco and was the longest tenured Sheriff in the State of California.
The Miami-Dade Corrections & Rehabilitation Department (MDCR) is a County Department serving all of Miami-Dade County's 30 municipal police departments, the county police department (MDPD), as well as state agencies. The MDCR is the 7th largest county jail system in the United States, with approximately 2,906 employees. [FY 2009–10] The Department is still often referred by its former name, DCJ for Dade County Jail. Miami-Dade Corrections Officers are easily identified by their white shirts with green trousers with gray stripe. Miami-Dade Corrections vehicles are identified by their green and white livery. MDCR officers carry silver badges, while officers with the ranks of sergeant and above carry gold badges. The badge is exactly the same as the Miami-Dade County Police Department to reflect the fact that they were at one time one entity. The MDCR operates six detention facilities with a system-wide average of approximately 7,000 inmates, and books approximately 114,000 inmates annually. Several facilities are nationally accredited by the American Correctional Association, as well as at the state level by the Florida Corrections Accreditation Commission. The current director of the department is Daniel Junior, who was appointed by Miami-Dade Mayor Carlos Giménez. The Department's headquarters is located at 2525 NW 62nd Street, Miami, Florida.
The Hayward Hall of Justice is an Alameda County Superior Court building, located in Hayward, California. It is located in a complex of buildings which includes the Hayward Police Department, Hayward Unified School District offices, and the Hayward jail. Across Amador Street is a building which houses various social service offices, including the General Assistance office for Hayward. The courthouse is one of a number of locations for the Alameda County Superior Court system.
Garza West Unit is a correctional transfer unit on the grounds of Chase Field Industrial Complex in unincorporated Bee County, Texas, near the city of Beeville. It is co-located with the Garza East Unit.
The Louisville Metro Department of Corrections (LMDC), known locally as Metro Corrections, is a local corrections agency/jail system responsible for the booking and incarceration of inmates and arrestees in Louisville, Kentucky. The agency was previously known as the Jefferson County Corrections Department, but the name was changed with the merger of city and county governments in 2003.
The government of Harris County, Texas maintains its main jail complex in Downtown Houston, Texas. The complex, operated by the Harris County Sheriff's Office (HCSO), lies in the peninsula formed by the Buffalo Bayou in northern Downtown. While most of the complex is based on county jails serving Harris County, Joe Kegans State Jail is also located within the complex. The Harris County District Court is located just next to the jail complex.
Resolve to Stop Violence Project is a program from the San Francisco Sheriff's Department in partnership with the nonprofit Community Works West that aims to help incarcerated prisoners recognize their violent attitudes and change them. Since 1997, it serves San Francisco County Jail inmates who agree that they are dangerous and wish to change. The program targets offenders, victims, and the community. The program has seen success in lowering recidivism, positively correlated to time spent in the program. It is seen as a model for using therapy and restorative practices to reduce rearrests.
The Fresno County Jail is a detention center made up of three different adjacent complexes, located at 1225 M. Street, in downtown Fresno, California, operated by the Fresno County Sheriff's Department. The facility is made up of the Main Jail, the North Annex Jail, and the South Annex Jail and is connected by an underground system of tunnels providing easy and safe transportation of inmates. These tunnels also connect to the nearby Fresno County Courthouse. As of March 31, 2020, the Fresno County Jail had 2,746 inmates with 2,490 being male and 256 being female. The Fresno County Jail has recorded the highest number of deaths out of any county jail in California.
The Thomas J. Cahill Hall of Justice in San Francisco is the third building to serve as the headquarters of the San Francisco Police Department and San Francisco County Superior Court. It was constructed between 1958 and 1960, in the block bounded by Sixth, Seventh, and Bryant.
