Dr. R. Scott Ralls is the fourth president of Wake Technical Community College. [1] He was selected on December 6,2007,as president of the North Carolina Community College System,serving from 2008 to 2015. In 2015,Dr. Ralls became president of Northern Virginia Community College.
Ralls was born in Charlotte,North Carolina,the son of a Methodist minister. He obtained a B.S. in Industrial Relations and Psychology from the University of North Carolina at Chapel Hill and a Ph.D. in Industrial and Organizational Psychology and a Master of Arts,Industrial /Organizational Psychology,both from the University of Maryland.
Ralls served as president of Craven Community College from 2002 through 2008. Prior to becoming the president of Craven Community College,he was the vice president for Economic and Workforce Development at the NC Community College System Office,director of Economic Development at the System Office,and a director at the North Carolina Department of Commerce.

North Carolina Agricultural and Technical State University is a public,historically black land-grant research university in Greensboro,North Carolina. It is a constituent institution of the University of North Carolina System. Founded by the North Carolina General Assembly on March 9,1891,as the Agricultural and Mechanical College for the Colored Race,it was the second college established under the provisions of the Morrill Act of 1890,as well as the first for people of color in the State of North Carolina. Initially,the college offered instruction in agriculture,English,horticulture and mathematics. In 1967,the college was designated a Regional University by the North Carolina General Assembly and renamed North Carolina Agricultural and Technical State University.
Wake Technical Community College is a public community college in Raleigh,North Carolina. Its first location,Southern Wake Campus,opened in 1963. The NCLOR is available to all K-20 teachers across the state and provide vendor and peer resources for users. NCLOR participants include the 58 colleges from the North Carolina Community College System (NCCCS),University of North Carolina (UNC) System,North Carolina Independent Colleges and Universities,the North Carolina Department of Public Instruction (DPI),and North Carolina Virtual Public School (NCVPS).

The North Carolina Community College System (NCCCS) is the governing body for North Carolina's 58 public community colleges and has been empowered by the state of North Carolina to "adopt all policies,regulations and standards it may deem necessary for operation of the System" by the North Carolina General Assembly. On March 19,2010,the State Board of Community Colleges approved policy 23 N.C.A.C. 02C .0301 entitled "Admission to Colleges". The State Board has been researching and amending the policy for a decade now and it was implemented on July 10,2010,after completing the full amendment process. The Admission to Colleges policy states "undocumented immigrants can enter the system's 58 community colleges if they are a graduate of a United States high school,pay out-of-state tuition,and do not displace a North Carolina or United States citizen"
North Carolina House Bill 11,titled "No Post-Secondary Education/Illegal Aliens," was brought before the North Carolina General Assembly by Representative George Cleveland. The bill was introduced on January 31,2011,and is currently in committee. The bill calls for the prohibition of admission for undocumented students to North Carolina community colleges and universities.
Hilda Pinnix-Ragland is an American business executive and philanthropist. As the former Vice President of Corporate Public Affairs for Duke Energy,she was the first African-American woman to serve as a vice president at the company. She previously worked as the Vice President of Energy Delivery Services,Vice President of the North Region,and Vice President of Economic Development for Progress Energy Inc and was the first African-American woman to serve as a vice president. She currently serves on the board of directors for RTI International as Chair Audit &Risk Committee,in 2016,she was appointed to the 8 Rivers Capital,an energy technology company's Board and in 2020 she was appointed to the Board of Directors of Southwest Water Company. She is often the first African-American woman board member. Pinnix-Ragland also serves as the chairwoman of the board of trustees at North Carolina A&T State University. In May 2017 she co-authored the book The Energy Within Us:An Illuminating Perspective from Five Trailblazers.
