Sean Whent was the Chief of the Oakland Police Department. Whent was appointed Interim Chief by Mayor Jean Quan in May 2013, [1] replacing Anthony Toribio,who served for only two days following Howard Jordan's resignation. Whent was permanent (non-interim) police chief from May 2014 to June 2016. [2] [3]
Whent spent two decades on the force,joining in 1996. [4] Oakland PD monitor Robert Warshaw forced Whent to resign due to the role of Whent (and his wife) in the coverup of a sexual-misconduct scandal involving Oakland police officers (as well as personnel from multiple other agencies) engaging in sex acts with a minor. [5]
In September,2016 Whent was a candidate for chief of police of Salinas,California. [6] In February 2018,Whent started as an instructor with the FBI-Law Enforcement Executive Development Association. [7] [8]

The BART Police (BARTPD),officially the Bay Area Rapid Transit Police Department,is the transit police agency of the BART rail system in the U.S. state of California. The department has approximately three hundred police personnel,including over two hundred sworn peace officers. Oscar Grant III was a 22-year-old African-American man who was killed in the early morning hours of New Year's Day 2009 by BART Police Officer Johannes Mehserle in Oakland,California. Responding to reports of a fight on a crowded Bay Area Rapid Transit train returning from San Francisco,BART Police officers detained Grant and several other passengers on the platform at the Fruitvale BART Station. BART officer Anthony Pirone kneed Grant in the head and forced Grant to lie face down on the platform. Mehserle drew his pistol and shot Grant. Grant was rushed to Highland Hospital in Oakland and pronounced dead later that day. The events were captured on multiple official and private digital video and privately owned cell phone cameras. Owners disseminated their footage to media outlets and to various websites where it went viral. Both peaceful and violent protests took place in the following days.
Four police officers in Oakland,California,were fatally shot on March 21,2009,by Lovelle Mixon,a convicted felon wanted on a no-bail warrant for a parole violation. Mixon shot and killed two police officers of the Oakland Police Department during a routine traffic stop. After escaping on foot to the nearby apartment of his sister,Mixon shot and killed two police SWAT team officers attempting to apprehend him. Mixon was killed as other officers on the team returned fire.

Lai Jean Quan is an American politician that served as the 49th mayor of Oakland,California from 2011 to 2015. She previously served as City Council member for Oakland's 4th District. Upon inauguration on January 3,2011,she became Oakland's first female mayor. Quan ran an unsuccessful campaign for reelection in 2014,losing the mayoral race to Libby Schaaf,a member of the Oakland City Council.
Robert S. Warshaw is an American law enforcement official and former Associate Director of the White House Office of National Drug Control Policy,commonly referred to as the "deputy drug czar." Warshaw,appointed to the position in 1998,served under ONDCP Director Barry McCaffrey. He previously served as Chief of the Rochester Police Department. Upon being appointed to the ONDCP,Warshaw was succeeded as police chief by Robert Duffy,later Mayor of Rochester and lieutenant governor of New York State.
Occupy Oakland refers to a collaboration and series of demonstrations in Oakland,California that started in October 2011. As part of the Occupy movement,protestors have staged occupations,most notably at Frank H. Ogawa Plaza in front of Oakland City Hall.

Delphine Allen et al. v. City of Oakland was a civil rights lawsuit in Federal District Court regarding police misconduct in Oakland,California which has resulted in ongoing Federal oversight. Plaintiffs alleged mistreatment at the hands of four veteran officers,known as the "Riders",who were alleged to have kidnapped,planted evidence,and beaten citizens. Plaintiffs also alleged that the Oakland Police Department (OPD) turned a blind eye to police misconduct.
Howard Jordan is the former Chief of the Oakland Police Department. Jordan was appointed Interim Chief by Mayor Jean Quan in October 2011 after the resignation of Chief Anthony Batts. The appointment was made permanent the following February. Prior to his appointment as Chief,Jordan had accrued over twenty years experience as a member of the Oakland Police Department.

Despite the mayor’s claims, multiple city sources say Whent was forced out by Independent Police Monitor Robert Warshaw, who is responsible for overseeing OPD's progress with its 13-year-old federal reforms, and who hand-selected Whent to run the department in 2014.
