Seaspeak

Seaspeak is a controlled natural language (CNL) based on English, designed to facilitate communication between ships whose captains' native tongues differ. It has now been formalised as Standard Marine Communication Phrases (SMCP).

While generally based on the English language, seaspeak has a very small vocabulary, and will incorporate foreign words where English does not have a suitable word.

There are other similar special-purpose CNLs, including aviation English for aircraft, and the English–French hybrid PoliceSpeak for safety administration of the Channel Tunnel.

History

Seaspeak originated at the International Maritime Lecturers Association (IMLA) Workshop on Maritime English in 1985 in La Spezia (WOME 3), in a project led by Captain Fred Weeks, and was updated in the following years.

After the MS Scandinavian Star disaster in 1990, in which communication errors played a part, an effort was made by the International Maritime Organization to update Seaspeak and the Standard Maritime Communication Vocabulary (SMCV). This resulted in the development of the Standard Marine Communication Phrases (SMCP), which were adopted by the IMO as resolution A.198(22) in November 2001 at their 22nd Assembly.

A good example of the benefit of seaspeak is the use of a single short and carefully crafted phrase to replace a multitude of phrases. Thus the phrase "say again" could replace any of the following:

A simplified vocabulary also helps overcome static, since the phrase "say again" is always two words and three syllables, no matter how much it is blurred by that static.

Pleonasm is redundancy in linguistic expression, such as "black darkness" or "burning fire". It is a manifestation of tautology by traditional rhetorical criteria and might be considered a fault of style. Pleonasm may also be used for emphasis, or because the phrase has become established in a certain form. Tautology and pleonasm are not consistently differentiated in literature.

The Speak Good English Movement (SGEM) is a Singapore Government campaign to "encourage Singaporeans to speak grammatically correct English that is universally understood". It was launched by then-Prime Minister Goh Chok Tong on 29 April 2000. The purpose was to ensure that Singaporeans recognise the importance of speaking Standard English and to encourage its usage. It is seen as a measure to counter the usage of Singapore Colloquial English, known as Singlish.

Radiotelephony procedure includes various techniques used to clarify, simplify and standardize spoken communications over two-way radios, in use by the armed forces, in civil aviation, police and fire dispatching systems, citizens' band radio (CB), and amateur radio.

Masbateño or Minasbate is a member of Central Philippine languages and of the Bisayan subgroup of the Austronesian language family spoken by more than 724,000 people in the province of Masbate and some parts of Sorsogon in the Philippines. Masbatenyo is the name used by the speakers of the language and for themselves, although the term Minásbate is sometimes also used to distinguish the language from the people. It has 350,000 speakers as of 2002, with 50,000 who speak it as their first language. About 250,000 speakers use it as their second language.

For example, when speaking officially or in a public setting, an English speaker may be more likely to follow prescriptive norms for formal usage than in a casual setting, for example, by pronouncing words ending in -ing with a velar nasal instead of an alveolar nasal, choosing words that are considered more "formal", and refraining from using words considered nonstandard, such as ain't and y'all.

The International Code of Signals (INTERCO) is an international system of signals and codes for use by vessels to communicate important messages regarding safety of navigation and related matters. Signals can be sent by flaghoist, signal lamp ("blinker"), flag semaphore, radiotelegraphy, and radiotelephony. The International Code is the most recent evolution of a wide variety of maritime flag signalling systems.

The direct method of teaching, which is sometimes called the natural method, and is often used in teaching foreign languages, refrains from using the learners' native language and uses only the target language. It was established in England around 1900 and contrasts with the grammar–translation method and other traditional approaches, as well as with C.J. Dodson's bilingual method. IraqComm is a speech translation system that performs two-way, speech-to-speech machine translation between English and colloquial Iraqi Arabic. SRI International in Menlo Park, California led development of the IraqComm system under the DARPA program Spoken Language Communication and Translation System for Tactical Use.

A talking animal or speaking animal is any non-human animal that can produce sounds or gestures resembling those of a human language. Several species or groups of animals have developed forms of communication which superficially resemble verbal language, however, these usually are not considered a language because they lack one or more of the defining characteristics, e.g. grammar, syntax, recursion, and displacement. Researchers have been successful in teaching some animals to make gestures similar to sign language, although whether this should be considered a language has been disputed.

In the dystopian novel Nineteen Eighty-Four (1949), by George Orwell, Newspeak is the fictional language of Oceania, a totalitarian superstate. To meet the ideological requirements of Ingsoc in Oceania, the Party created Newspeak, which is a controlled language of simplified grammar and limited vocabulary designed to limit a person's ability for critical thinking and thus limit the person's ability to articulate abstract concepts, such as personal identity, self-expression, and free will, which are thoughtcrimes, acts of personal independence that contradict the ideological orthodoxy of Ingsoc collectivism.

The Standard Marine Communication Phrases (SMCP) is a set of key phrases in the English language, supported by the international community for use at sea and developed by the International Maritime Organization (IMO). They aim to explain: 1) external communication phrases – ship to ship and ship to shore communication, 2) onboard communication phrases – communication within the ship.

MarTEL is a standardised test of maritime English language proficiency, through an interactive online learning platform. It was created under the European Union's Leonardo da Vinci funding stream, in combination with the Lifelong Learning Programme, and was established in 2007.
