The Seattle Fishermen's halibut strike of 1912 took place the year after a decision to establish the Port of Seattle and before construction had begun. The strike, organised by the newly formed Deep Sea Fishermen's Union, lasted three months. The issues causing the strike were working conditions, wages, and regulation of catches and prices, and by the terms on which it was settled the strikers achieved some of their aims.

Background

The Port of Seattle came into existence on September 5, 1911, by a vote of the people of the Port District. One of the biggest factors that swayed the votes in favor of creating the port was the prospect of economic growth. [1] However, port construction did not begin until 1913 with the creation of a home port for the local fishermen. This terminal was completed in 1914 and became the Northern Pacific Fishing Fleet's home of operations. In the meantime, against a background of political and economic change throughout Seattle, in November 1912 all halibut fishermen sailing out of the Seattle-Tacoma port went on strike.

Deep Sea Fishermen’s Union

It was during this time that the Deep Sea Fishermen's Union (DSFU) was created by three steamship fishermen based at the port of Seattle. This union was formed based on the tough working conditions in the industry, including harsh weather conditions, unsafe working conditions, and long distance traveling. These aspects led to strikes by fishermen throughout the Seattle port, which were typically run by the Seattle Deep Sea Fishing Union members. However, crewmen as well as fishermen participated in this specific strike.

The Deep Sea Fishing Union is one of the small number of United States unions that support crewmen as well as fishermen. Its existence led to the formation of the Fishing Vessel Owners Association. This association has experienced many strikes against boat owners and other agencies. [2]

The strike

The striking fishermen and crewmen demanded higher wages, better working conditions, and an increase in the price of halibut from one cent per pound to one and a half cents per pound. [3] The strike lasted from November 1912 until February 13, 1913 and caused a decline in fish harvest and consumption as well as impacting the economy of the port and further afield.

Settlement

Eventually the Deep Sea Fishermen's Union and Seattle's port commissioners came to a compromise, by which the Union fishermen returned to work under the condition that halibut prices increase to one and a quarter cents per pound, close to their original request of one and a half cents per pound. [4] The Deep Sea Fishermen's Union also took control of catch limits, thereby influencing prices. International fishing boundaries were re-established and bottom trawlers, which were affecting fish abundance, were banned. These measures meant that fishermen and crewmen would no longer need to travel such long distances in order to reach their quota. [2]

Currently the Deep Sea Fishermen's Union continues to represent fishermen and crewmen throughout the Pacific Northwest at the North Pacific Fisheries Management Council meetings, as well as other fisheries regulation meetings. [5] Its members are prepared to strike over any uncertainty or inequality regarding fishermen and crewmen within the fishing industry. The Halibut strike of 1912 is only one of many limited-scale strikes that have taken place within the Port of Seattle.

Individual fishing quotas (IFQs), also known as "individual transferable quotas" (ITQs), are one kind of catch share, a means by which many governments regulate fishing. The regulator sets a species-specific total allowable catch (TAC), typically by weight and for a given time period. A dedicated portion of the TAC, called quota shares, is then allocated to individuals. Quotas can typically be bought, sold and leased, a feature called transferability. As of 2008, 148 major fisheries around the world had adopted some variant of this approach, along with approximately 100 smaller fisheries in individual countries. Approximately 10% of the marine harvest was managed by ITQs as of 2008. The first countries to adopt individual fishing quotas were the Netherlands, Iceland and Canada in the late 1970s, and the most recent is the United States Scallop General Category IFQ Program in 2010. The first country to adopt individual transferable quotas as a national policy was New Zealand in 1986.

She sank in high seas, without loss of life, in 1994.

The King and Winge Shipbuilding Company was an important maritime concern in the early 1900s on Puget Sound. The shipyard was located at West Seattle. The owners were Thomas J. King (1843–1925) and Albert M Winge. King was born in Boston and learned to build ships under the famous Donald McKay. He came to Puget Sound in about 1880, and worked in the shipyards of Hall Bros. and T.W. Lake before starting his own shipyard with Winge. King’s partner, Albert L. Winge was a native of Norway.

The United Fishermen and Allied Workers' Union was established in 1945 in British Columbia through the merger of the United Fishermen's Federal Union and the Fish, Cannery and Reduction Plant and Allied Workers Union. It represents fishermen, shoreworkers, and workers in fish processing and transport, and fought for improved wages and working conditions in the industry as well as the imposition of fishing quotas and licensing requirements. The union survived raiding wars with the British Columbia Gillnetters Association in 1952 and the Seafarers' International Union in 1953. Suspected of being under communist influence, it was suspended by the Trades and Labour Congress of Canada in 1953 and refused admittance to the Canadian Labour Congress until 1972. For example, a longtime president of the UFAWU, Homer Stevens, ran as the Communist Party candidate in the Burnaby-Richmond-Delta riding in the 1970s. The union also had a section in Nova Scotia. The UFAWU joined the Canadian Auto Workers in 1996. The UFAWU was an integral part of the working class fight from 1945 to 1967 and brought fishermen, shoreworkers and tendermen together to fight for one cause during this era which made helped make significant progress on equality within the workplace.

USS Raeo (SP-588) was a United States Navy patrol vessel in commission from 1917 to 1919. Prior to her U.S. Navy service, she operated as the motor passenger vessel Raeo from 1908 to 1917. After the conclusion of her U.S. Navy career, she served as the fishery patrol vessel USFS Kittiwake in the United States Bureau of Fisheries fleet from 1919 to 1940 and as US FWS Kittiwake in the Fish and Wildlife Service fleet from 1940 to 1942 and from 1944 to at least 1945, and perhaps as late as 1948. During World War II, she again served in the U.S. Navy, this time as the yard patrol boat USS YP-199.
