A service review is a review of an organisation's services designed to identify potential service delivery improvements. A Service Review can be used to improve the organisation's efficiency and effectiveness, and assists in addressing financial sustainability. Local government is one of the largest providers of services for the community. Councils have progressively taken on greater responsibilities for delivering services as community expectations have grown and other levels of government have devolved various functions. By systematically reviewing its services, a council can redesign its mix of services, achieve efficiency gains and generate additional income.
In neoclassical economics, market failure is a situation in which the allocation of goods and services by a free market is not Pareto efficient, often leading to a net loss of economic value. Market failures can be viewed as scenarios where individuals' pursuit of pure self-interest leads to results that are not efficient – that can be improved upon from the societal point of view. The first known use of the term by economists was in 1958, but the concept has been traced back to the Victorian philosopher Henry Sidgwick. Market failures are often associated with public goods, time-inconsistent preferences, information asymmetries, non-competitive markets, principal–agent problems, or externalities.
ISO 14000 is a family of standards related to environmental management that exists to help organizations (a) minimize how their operations negatively affect the environment ; (b) comply with applicable laws, regulations, and other environmentally oriented requirements; and (c) continually improve in the above.
The Department of Internal Affairs (DIA), or Te Tari Taiwhenua in te reo Māori, is the public service department of New Zealand charged with issuing passports; administering applications for citizenship and lottery grants; enforcing censorship and gambling laws; registering births, deaths, marriages and civil unions; supplying support services to ministers; and advising the government on a range of relevant policies and issues.
Archibald Leman Cochrane was a Scottish doctor noted for his book Effectiveness and Efficiency: Random Reflections on Health Services. This book advocated the use of randomized control trials to make medicine more effective and efficient. His advocacy of randomized controlled trials eventually led to the development of the Cochrane Library database of systematic reviews, the establishment of the UK Cochrane Centre in Oxford and the international organisation Cochrane. He is known as one of the fathers of modern clinical epidemiology and evidence-based medicine and is considered to be the originator of the idea of evidence-based medicine in the current era.
Territorial authorities are the second tier of local government in New Zealand, below regional councils. There are 67 territorial authorities: 13 city councils, 53 district councils and the Chatham Islands Council. District councils serve a combination of rural and urban communities, while city councils administer the larger urban areas. Five territorial authorities also perform the functions of a regional council and thus are unitary authorities. The Chatham Islands Council is a sui generis territorial authority that is similar to a unitary authority.
Local government is the third level of government in Australia, administered with limited autonomy under the states and territories, and in turn beneath the federal government. Local government is not mentioned in the Constitution of Australia, and two referendums in 1974 and 1988 to alter the Constitution relating to local government were unsuccessful. Every state/territory government recognises local government in its own respective constitution. Unlike the two-tier local government system in Canada or the United States, there is only one tier of local government in each Australian state/territory, with no distinction between counties and cities.
As countries and regions around the world began to develop, it slowly became evident that industrialization and economic growth come hand in hand with environmental degradation. Eco-efficiency has been proposed as one of the main tools to promote a transformation from unsustainable development to one of sustainable development. It is based on the concept of creating more goods and services while using fewer resources and creating less waste and pollution. "It is measured as the ratio between the (added) value of what has been produced and the (added) environment impacts of the product or service ." The term was coined by the World Business Council for Sustainable Development (WBCSD) in its 1992 publication "Changing Course," and at the 1992 Earth Summit, eco-efficiency was endorsed as a new business concept and means for companies to implement Agenda 21 in the private sector. Ergo the term has become synonymous with a management philosophy geared towards sustainability, combining ecological and economic efficiency.
The United Kingdom's Climate Change Programme was launched in November 2000 by the British government in response to its commitment agreed at the 1992 United Nations Conference on Environment and Development (UNCED). The 2000 programme was updated in March 2006 following a review launched in September 2004.
The Resource Management Act (RMA) passed in 1991 in New Zealand is a significant, and at times, controversial Act of Parliament. The RMA promotes the sustainable management of natural and physical resources such as land, air and water. New Zealand's Ministry for the Environment describes the RMA as New Zealand's principal legislation for environmental management.
Shared services is the provision of a service by one part of an organization or group, where that service had previously been found, in more than one part of the organization or group. Thus the funding and resourcing of the service is shared and the providing department effectively becomes an internal service provider. The key here is the idea of 'sharing' within an organization or group. This sharing needs to fundamentally include shared accountability of results by the unit from where the work is migrated to the provider. The provider, on the other hand, needs to ensure that the agreed results are delivered based on defined measures.
The Hong Kong Civil Service is managed by 13 policy bureaux in the Government Secretariat, and 67 departments and agencies, mostly staffed by civil servants. The Secretary for the Civil Service (SCS) is one of the Principal Officials appointed under the Accountability System and a Member of the Executive Council. He heads the Civil Service Bureau (CSB) of the Government Secretariat and is responsible to the Chief Executive (CE) for civil service policies as well as the overall management and development of the civil service. His primary role is to ensure that the civil service serves the best interests of the community and delivers various services in a trustworthy, efficient and cost effective manner. The CSB assumes overall policy responsibility for the management of the civil service, including such matters as appointment, pay and conditions of service, staff management, manpower planning, training, and discipline.

The Local Government Act 2002 of New Zealand is an Act of New Zealand's Parliament that defines local government in New Zealand. There are 73 local districts or territorial authorities, each with an elected Mayor and elected Councillors. The districts are grouped under 12 regional authorities.

Efficient energy use, sometimes simply called energy efficiency, is the goal to reduce the amount of energy required to provide products and services and can also reduce effects of air pollution. For example, insulating a building allows it to use less heating and cooling energy to achieve and maintain a thermal comfort. Installing light-emitting diode bulbs, fluorescent lighting, or natural skylight windows reduces the amount of energy required to attain the same level of illumination compared to using traditional incandescent light bulbs. Improvements in energy efficiency are generally achieved by adopting a more efficient technology or production process or by application of commonly accepted methods to reduce energy losses.
The local government areas (LGA) of New South Wales are the third tier of government in the Australian state. Under the Local Government Act 1993 (NSW) they can manage their own affairs to the extent permitted by the legislation. They may be designated as cities or otherwise as areas, though the latter units may choose to use titles that had distinctions under older forms of the act. The smallest local government by area in the state is the Municipality of Hunter's Hill 5.7 km2 (2.2 sq mi) and the largest by area is Central Darling Shire Council 53,492 km2 (20,653 sq mi).
The reduction of carbon emissions, along with other greenhouse gases (GHGs), has become a vitally important task of international, national and local actors. If we understand governance as the creation of “conditions for ordered rule and collective action” then, given the fact that the reduction of carbon emissions will require concerted collective action, it follows that the governance of carbon will be of paramount concern. We have seen numerous international conferences over the past 20 years tasked with finding a way of facilitating this, and while international agreements have been infamously difficult to reach, action at the national level has been much more effective. In the UK, the Climate Change Act 2008 committed the government to meeting significant carbon reduction targets. In England, these carbon emissions are governed using numerous different instruments, which involve a variety of actors. While it has been argued by authors like Rhodes that there has been a “hollowing out” of the nation state, and that governments have lost their capabilities to govern to a variety of non-state actors and the European Union, the case of carbon governance in England actually runs counter to this. The government body responsible for the task, the Department of Energy and Climate Change (DECC), is the “main external dynamic” behind governing actions in this area, and “rather than hollowing out central co-ordination”. The department may rely on other bodies to deliver its desired outcomes, but it is still ultimately responsible for the imposition of the rules and regulations that “steer (carbon) governmental action at the national level”. It is therefore evident that carbon governance in England is hierarchical in nature, in that “legislative decisions and executive decisions” are the main dynamic behind carbon governance action. This does not deny the existence of a network of bodies around DECC who are part of the process, but they are supplementary actors who are steered by central decisions. This article focuses on carbon governance in England as the other countries of the UK all have devolved assemblies who are responsible for the governance of carbon emissions in their respective countries.
Social accounting is the process of communicating the social and environmental effects of organizations' economic actions to particular interest groups within society and to society at large. Social Accounting is different from public interest accounting as well as from critical accounting.
