Shane Alan Fitzsimmons AO AFSM (born 22 February 1969 in Sydney) was the Head of Resilience NSW and was previously the Commissioner of the New South Wales Rural Fire Service between September 2007 and April 2020.
Fitzsimmons joined the NSW Rural Fire Service (NSW RFS) as a volunteer member of Duffys Forest Brigade in 1985. After qualifying as a motor mechanic he became a salaried officer in the NSW RFS in 1994,taking on the role of Regional Planning Officer for the Central East Region. He became State Operations Officer in 1996 and two years later was named Assistant Commissioner,Operations. This role later became expanded and restyled as Assistant Commissioner,Regional Management and Strategic Development.
In 2004,Fitzsimmons became the inaugural visiting fellow of the Australasian Fire Authorities Council to the Australian Institute of Police Management. He held this role for 12 months.
After serving as Executive Director Operations and Regional Management,Fitzsimmons was appointed Acting Commissioner in mid-2007 following previous Commissioner Phil Koperberg's resignation to take up a role in NSW Parliament. Fitzsimmons was officially endorsed as NSW Rural Fire Service Commissioner on 18 September.
Fitzsimmons received widespread and varied comments for his leadership during the 2019–20 Australian bushfire season after he commented that NSW Rural Fire Service volunteers wouldn't want to be paid. [1] He has been praised for his high level of empathy,solemnity and calmness in an extremely difficult time. [2]
In April 2020,Fitzsimmons accepted an appointment to be the Head of Resilience NSW,a new government agency focused on disaster preparedness and recovery approach. [3] He started his new position on 1 May 2020. [4]
On the 15th of December 2022,Fitzsimmons announced the government orders dissolving the Resilience New South Wales agency and announced that his position had been terminated. The orders took effect on Friday the 16th of December 2022 [5]
Fitzsimons was awarded the Australian Fire Service Medal in 2001. [6]
Fitzsimons was named the NSW Australian of the Year in 2020 and was a contender for the Australian of the Year in 2021. [7]
In 2022 he was appointed as Officer of the Order of Australia (AO) in the 2022 Australia Day Honours for "distinguished service to the community through leadership roles within fire and emergency response organisations". [8]

The bushfire season of the summer of 2017–18,was expected to have above normal bushfire risks with an elevated fire risk for the most of eastern and south Australian coastal areas. Australia had experienced its warmest winter on record and the ninth driest winter on record leaving dry fuel loads across much of southern Australia. The 2018 Tathra bushfire was a bushfire that burned between 18 and 19 March 2018 and primarily affected parts of the South Coast region in the Australian state of New South Wales. The fire,understood to have been caused by a failure in electrical infrastructure,began in the locality of Reedy Swamp,near Tarraganda,which spread east towards Tathra in the municipality of the Bega Valley Shire.
The 2019–20 Australian bushfire season or Black Summer was one of the most intense and catastrophic fire seasons on record in Australia. It included a period of bushfires in many parts of Australia,which,due to its unusual intensity,size,duration,and uncontrollable dimension,was considered a megafire by media at the time. Exceptionally dry conditions,a lack of soil moisture,and early fires in Central Queensland led to an early start to the bushfire season,beginning in June 2019. Hundreds of fires burnt,mainly in the southeast of the country,until May 2020. The most severe fires peaked from December 2019 to January 2020.
The Royal Commission into National Natural Disaster Arrangements,also referred to as the Bushfires Royal Commission,was a royal commission established in 2020 by the Australian government to inquire into and report upon natural disaster management coordination as it related to the 2019–20 Australian bushfire season. The Commission was charged with the responsibility of examining the coordination,preparedness for,response to and recovery from disasters,as well as improving resilience and adapting to changing climatic conditions and mitigating the impact of natural disasters.
Resilience NSW was a Government of New South Wales executive agency within the Department of Premier and Cabinet,focused on disaster management and was responsible for disaster recovery and building community resilience to future disasters. It was established on 1 May 2020,following the 2019–20 Australian bushfire season a few months prior. It replaced the Office of Emergency Management,an office within the Department of Communities and Justice.
