Emergency management or disaster management is a science and a system charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Transitional shelter is any of a range of shelter options that help people affected by conflict or natural disasters who have lost or abandoned their housing until they can return to or recover acceptable permanent accommodation. The term refers to an incremental process rather than a product, in which a shelter can be:
- upgraded into part of a permanent house;
- reused for another purpose;
- relocated from a temporary site to a permanent location;
- resold, to generate income to aid with recovery; and
- recycled for reconstruction.
